 JOB SUMMARY: This position is responsible for coordinating the operations of the City's sports complex and football stadium.

REPORTS TO:  The Parks and Recreation Assistant Director assigns work in terms of very general instructions.

Work Schedule: Monday - Friday 8:30am-5pm. Weekend work is required to ensure staffing and tournament needs are being addressed. Position is expected to be present at marque events. 

 

•   Manages the day-to-day operations of the Rocky Mount Sports Complex and outdoor
      athletic facility which includes; outdoor baseball, softball, soccer, and football fields, admissions operations, staff scheduling, field scheduling,
      payroll, and inventory control. 
  
  •   Works with Nash County Travel and Tourism department and other entities to market
      the Sports Complex as a regional destination and recruit events to the area while
      monitoring customer satisfaction surveys of visitors to the complex. 
  
  •   Secures contracts with tournament event organizations for weekend and special
      event usage of the complex. 
  
  •   Pursues, secures, and retains sponsorships and other revenue sources for capital
      improvement projects.
  
  •   Provides of maintenance crew including facility grounds and the set-up and break
      down for special events at the Sports Complex and football stadium.
  
  •   Develops and administers the Sports Complex and Sunset Park budget;
      balances cash transactions and contractual revenues; makes daily deposits;
      compiles necessary reports and ensure the facility is in compliance with the cash
      management policies set forth by the Internal Auditor.
   
  •   Recruit, hire, and train part time staff on city wide customer service standards
      while evaluating job performance for all staff.
   
  •   Use industry benchmarks to evaluate the performance of the Sports Complex and its
      events to ensure that that Sports Complex is effective and efficient in its operations. 
  
  •   Develops regulations, policies, rules and procedures for the Sports Complex and
      Sunset Park.
  
  •   Develop and maintain community support through speaking engagements to civic
      groups, businesses, and the general public.
  
  •   Oversees day to day operations of Sunset Park, an amusement facility that operates
       from Memorial Day to Labor Day.
  
  •    Assist in oversight of construction and facility enhancements at the Sports Complex.
  
  •   Works with architects, city planners, engineers, and inspectors to design and plan for
      the future development of the complex.
  
  •   Performs other related duties as assigned. 

 

Education and Experience:

  • Experience operating a multipurpose sports facility, convention center, or similar
     facility that draws visitors from across the state and beyond for organized sporting
     events.

  • Experience marketing and promoting a facility to attract visitors and /or tournament
     play.

  • Experience or ability to learn athletic facility and athletic field maintenance standards.

  • Experience sufficient to thoroughly understand the work of subordinate positions to
  •  be able to direct and manage employees while answering questions and resolve
  •  problems, usually associated with three or more years' experience or service.
  • Knowledge and level of competency commonly associated with the completion of a
  •  baccalaureate degree in a course of study related to the occupational field.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.

•   Experience in the management and administration of a municipal sports complex
    including recruitment and execution of amateur baseball/softball, soccer, football,
    special events.

•   Experience in athletic facility and athletic field maintenance standards.

•   Experience in supervisory practices and procedures.

•   Skill in the supervision of personnel.

•   Skill in analyzing problems and identifying solutions.

•   Skill in preparing clear and accurate reports.

•   Skill in establishing cooperative and productive working relationships.

•   Skill in evaluating and establishing written policies and procedures.

•   Skill in setting priorities for competing projects.

•   Skill in performing mathematical calculations.

•   Skill in operating computers and other standard office equipment.

•   Skill in oral and written communication.

SUPERVISORY CONTROLS:  The Assistant Director assign work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES:  Guidelines include the City Administrative Policy Manual; the City of Rocky Mount Personnel Manual; OSHA requirements; and grant requirements. These guidelines require judgment, selection, and interpretation in application. 

COMPLEXITY:  The work consists of varied administrative and supervisory duties. Irregular working hours contribute to the complexity of the position.

SCOPE AND EFFECT:  The purpose of this position is to coordinate the operations of the sports complex. Success in this position results in effective and efficient operation of the City's sports complex.

PERSONAL CONTACTS:  Contacts are typically with other City staff, grant administrators, vendors, contractors, tournament organizers, civic organizations, and members of the general public.

PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, and motivate and influence persons.

PHYSICAL DEMANDS:  The work is typically performed while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects.

WORK ENVIRONMENT:  The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has direct supervision over 1 crew supervisor and 50-70 part-time staff. The position has indirect supervision over 1 Light Equipment Operator and 4 Maintenance I workers.
