COMMUNITY SERVICES OFFICER I / II (Code Compliance) 

Community Services Officer I/II  Salary:
$54,034-$91,730/year*
*Minimum  includes  $675 uniform allowance
*Maximum   includes 10% Ed incentive,  and a $675 uniform allowance
Incentive Compensation and Other Benefits, if qualified:
  • Educational Incentive - 5% for AA/AS degree or intermediate post /10% for BA/BS degree or advance post 
  • Bilingual Premium - $225/month
  • Uniform - $675/year 
  • Tuition Reimbursement - $1,000/ per semester 
  • Longevity (1/2 of monthly base wage after 5 years of service)  
  • Generous contributions to medical, dental and vision plans
  • Participation in the CalPERS Retirement System

The City of Winters Police Department  is seeking a Community Services Officer I/II to support law enforcement and code enforcement  services. Bring your customer service skills and commitment to public service to a position that combines office duties, field work, and community interaction.

About the Position

Community Services Officers may be assigned to one or more of the following areas: Records, Investigations, Property & Evidence, Crime Prevention, Patrol, Traffic, Crime Analysis, Parking Enforcement, or Code Compliance. 

Community Services Officer I: This is the entry level class in the Community Services Officer series. Employees perform routine tasks with more direct supervision and guidance.

Community Services Officer II: This is the journey level class within the Community Services Officer series. Employees at this level receive occasional instruction or assistance as new or unusual situations arise. This level is well versed in the operating procedures and policies within the assigned work unit.

DISTINGUISHING CHARACTERISTICS
Community Services Officer I: 
This is the entry level class in the Community Services Officer series. This class is distinguished from the Community Services Officer II by the performance of the more routine tasks and duties assigned to workers in this series who will receive more direct supervision and guidance to complete tasks. Employees at this level are not expected to perform with the same level of independence and judgment beyond routine matters with established procedures and guidelines compared to the II level. 
Community Services Officer II:
 This is the journey level class within the Community Services Officer series. Employees at this level receive occasional instruction or assistance as new or unusual situations arise. This level is well versed in the operating procedures and policies within the assigned work unit. Positions in this class are normally filled by advancement from the Community Services Officer I level. 
SUPERVISION RECEIVED AND EXERCISED 
Community Services Officer I: 
Immediate Supervision is provided by the Administrative Coordinator, or his/her designee, except for Code Compliance, which falls under the Administrative Sergeant. Assignments may include indirect supervision of part-time staff. 
Community Services Officer II: 
 General Supervision is provided by the Administrative Coordinator, or his/her designee, unless Code Compliance, which is supervised by the Administrative Sergeant. Assignments may include indirect supervision of full- or part-time civilian staff. 

Depending on assignment, Community Services Officers I/II may perform duties in the following areas:

Records

  • Answer telephones and provide counter assistance to the public.
  • Copy and release requested reports as appropriate in compliance with established confidentiality rules and regulations; collect appropriate fees.
  • Process court orders and voluntary bookings. Provide Live Scan fingerprinting to the general public.
  • Process and cancel warrants and subpoenas. Run name checks and warrant checks for Officers and other agencies.

Property & Evidence

  • Assist in crime scene identification activities. Perform fingerprinting, photographing, and log duties.
  • Assist in the collection, preservation and transportation of evidence.
  • Maintain chain of custody records. Inventory and release evidence and property in accordance with the law.

Crime Prevention

  • Research modern methods of crime prevention as practiced through the law enforcement community.
  • Develop program outlines and materials for presentations to neighborhood and community groups.
  • Engage the public through the use of social media, Department web page, and print to disseminate crime prevention strategies and materials.

Patrol

  • Respond to criminal calls for service not in progress and suspect(s) is not known.
  • Investigate routine crimes and prepare appropriate reports.
  • Perform traffic control at special events or incidents.

Crime Analysis

  • Collect pertinent data from police reports and input data into a computer database or spreadsheet.
  • Assist in producing monthly, quarterly and yearly crime statistics reports.
  • Assist in analyzing statistical data to develop crime patterns.

Parking Enforcement

  • Patrol limited-time parking on City streets and parking lots.
  • Issue citations or warning notices for California Vehicle Code or City Ordinance parking violations.
  • Assist with abandoned vehicle abatement. Patrol streets for abandoned parked vehicles and mark them as needed.

Code Compliance

  • Prepare reports and collect evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearings and in court proceedings as required.
  • Prepare a variety of written reports, memos, and correspondence related to enforcement activities.
  • Patrol assigned area to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.

Selected requirements include:

  • Office and telephone procedures and practices.
  • Customer relations and service skills.
  • Principles and procedures of record keeping.
  • Codes, regulations, policies, and procedures related to the tasks to which assigned.
  • Type accurately at a speed of 40 words per minute.
  • Compile information and prepare reports accurately and efficiently.
  • Work flexible shifts based on the staffing needs of the department.
  • Think and act quickly, calmly, and appropriately in emergency situations.

Additional Knowledge and Abilities — CSO II

In addition to the requirements for Community Services Officer I:

  • Interactions between municipal law enforcement agency policies, procedures, and practices.
  • Navigate a wide variety of specialized programs.
  • Problem solve using a variety of resources and present the best option to supervisors.
  • Apply knowledge learned through specialized training programs to a variety of situations.

Education and Experience

CSO I: Graduation from high school or equivalent. Clerical, typing, computer experience and bilingual abilities preferred.

CSO II: Any combinations of experience and education or training that would provide the required knowledge and abilities are qualifying. A typical way to obtain the required knowledge and abilities would be:

  • Minimum two years of experience in area of assignment equivalent to the Community Services Officer I in the City of Winters or another law enforcement agency.
  • Equivalent to the completion of an Associate Degree in a Criminal Justice or related field.

Clerical, typing, computer experience and bilingual abilities preferred.

Licenses and Certifications — Both Levels

  • Possession of a valid Class C California Driver’s License.
  • Possession of or ability to obtain a CLETS certification.

Additional Certificates — CSO II

  • Possession of or ability to obtain a Crime Scene Investigator Basic Certificate.
  • Possession of or ability to obtain a Crime Prevention Officer Basic Certificate.
  • Possession of or ability to obtain a Property/ Evidence Officer Basic Certificate.

For Code Compliance Assignments

  • CSO I: Successful completion of P.O.S.T. 832 P.C. course within six months of hire.
  • CSO II: P.O.S.T. 832 P.C. certified.
  • Both levels: Possession of, or ability to obtain within one year of appointment, certification as a Code Compliance Officer issued by the CACEO.


SELECTION PROCESS
Prompt application is encouraged.  Applicants are requested to provide thorough yet concise information on their related work experience and education to ensure correct and accurate evaluation of their qualifications.  Based upon the information presented in the application materials, a limited number of candidates with qualifications most pertinent to this position will be invited to participate in the selection process.   Any or all of the following testing procedures will be used:  written test, practical skills examination and oral board interview.  Results of the testing procedure will be used to establish an employment list that will be valid for up to one year or until exhausted.   Appointment is subject to any and or all of the following:  Chief’s interview, extensive background investigation, finger-printing, records check (DOJ, FBI and DMV), comprehensive physical examination (including drug screen), EKG stress testing, psychological evaluation.


A probationary period of one year must be satisfactorily completed before permanent employment status can be obtained.
