Ontario Health is seeking a Senior Specialist, Product Implementation to support Digital Excellence in Health product teams through expert product leadership, business analysis, stakeholder engagement, and implementation excellence. In this role, you will serve as a subject matter expert for assigned products, helping to manage all aspects of the product lifecycle, including requirements gathering, product enhancements, eReferral network transition activities, integration initiatives, and continuous product improvement.
You will work closely with cross-functional teams, healthcare partners, government stakeholders, and external organizations to ensure products remain relevant, effective, and aligned with organizational priorities. This role is ideal for a strategic thinker with strong analytical, communication, and project management skills who thrives in a collaborative, agile environment.
Here is what you will be doing:
Product Leadership & Strategy
- Support Product Manager and contribute to the development of product vision, roadmaps, and strategic priorities.
- Lead product enhancement, network transition and integration initiatives across cross-functional teams.
- Identify opportunities for Central Intake and eReferral product synergies and efficiencies across multiple portfolios.
- Anticipate and address short- and long-term product challenges, risks, and dependencies.
- Champion continuous improvement initiatives that enhance products, processes, and team practices.
- Maintain expert-level knowledge of assigned products, their architecture, policies, procedures, and standards.
- eReferral and Central Intake experience would be an asset
Business Analysis & Requirements Management
- Translate business goals and product vision into functional and non-functional requirements.
- Lead business requirements gathering using, workshops, surveys, process mapping, document analysis, use cases, storyboards,
- Validate, analyze, and document requirements to ensure they are complete, consistent, feasible, and testable.
- Serve as the authoritative source for product requirements and acceptance criteria.
- Conduct impact assessments for product enhancements and releases.
- Document security, privacy, legal, maintainability, and other non-functional requirements.
- Participate in sprint planning and collaborate closely with development, quality assurance, and UX teams.
Stakeholder & Client Engagement
- Build and maintain strong relationships with internal teams, healthcare organizations, government agencies, and external partners.
- Engage users and stakeholders to understand challenges, opportunities, and business needs.
- Develop communication plan to support product adoption, transition and release activities.
- Ensure stakeholder needs are effectively addressed.
Project Management
- Lead and coordinate existing network transition to eReferral Ontario
- Coordinate cross-functional teams, including business, technical, clinical, vendor, and external partner resources, to achieve transition work.
- Identify and mitigate project risks and proactively resolve issues that may impact timelines, deliverables, or stakeholder expectations.

Technical & Operational Excellence
- Support feasibility assessments, vendor evaluations, and RFP development activities.
- Research and assess software solutions to support business needs.
- Collaborate within Agile delivery teams to ensure successful product implementation and ongoing optimization.
- Contribute to the creation of new business processes, tools, and operational approaches that enhance organizational effectiveness.
Here is what you will need to be successful:
Education and Experience:
- Bachelor’s or Master’s degree in Business, Health-related fields, Engineering, Computer Science, or related discipline, or equivalent experience.
- 5 – 7 years of experience in Product Management and Information Technology Business Analysis and project management and/or vendor management.
- Certified Scrum Product Owner and Scrum Master designation is an asset.
- Experience with formal requirements elicitation, analysis techniques, process design, re-engineering, implementation, and data analysis.
- In-depth knowledge of multiple agile methodologies and the capability to apply HA-level techniques.
- In-depth knowledge of documentation tooling such as Confluence Wiki or similar tools.
- Strong knowledge of JIRA or similar bug tracking tools.
- Strong knowledge of project delivery practices in a matrix environment.
- Strong knowledge of Process Mapping Techniques.
- Excellent knowledge of SDLC. Preferred in Agile Environment
- Experience with healthcare integration projects is considered an asset.
- Knowledge of SharePoint, BI tools, optional SQL, VBA,
- Knowledge of user-centric design and innovation.
- Expert knowledge of the business domain specific to their product area.
- Excellent knowledge of ITSM practices.
- Strong knowledge of the Ontario healthcare system.
- Demonstrated understanding and ability to work with healthcare systems, HL7/FHIR, XML messaging principles, techniques, and technologies.
Knowledge and Skills
- Strong analytical, problem-solving, requirements analysis, stakeholder analysis, and impact assessment skills.
- Excellent verbal and written communication skills with the ability to facilitate discussions, gather requirements, influence stakeholders, and secure buy-in.
- Strong interpersonal, vendor and relationship management, along with emotional intelligence skills.
- Project Management skillset would be an asset
- Ability to quickly learn and apply new concepts, technologies, and methodologies.
- Highly organized, detail-oriented, and able to manage multiple priorities and projects in a fast-paced environment.
- Proven ability to make sound decisions with significant organizational impact.
- Demonstrated ability to collaborate effectively across product teams, portfolios, executive stakeholders, vendors, and external partners.
