Description
Performs difficult professional work participating in the planning, design and construction of a variety of utility projects and facilities; does related work as required. Work is performed under regular supervision of the Water Resources Engineering and Construction Manager (WRECM).
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
Coordinates, develops, and designs public utility infrastructure projects; develops project plans and specifications; conducts plan review; prepares and maintains files and records.
Designs water and sewer main extensions; reviews water and sewer main extensions for commercial and residential subdivisions;
Provides input on water and sewer main specifications with supervision from the Water Resources Engineering Manager;
Completes designs, bid documents, construction administration, and project management on assigned projects;
Reviews building permit utility approval applications for commercial and residential developments;
Provides contractors and general public with technical information relating to engineering projects;
Reviews easement plats and customer requests to determine service feasibility and concerns;
Reviews developer generated water and sewer projects.
Provides information to consultants, contractors and developers in planning and design of public improvement projects;
Coordinates activities of construction inspectors; inspection scheduling, and documentation of project activities;
Provides support to Water Resources Engineering and Construction Manager (WRECM) and Water Resources System Senior Engineer in program management of various department programs;
May provide input or work on the Water Resources self-permitting program for water and sewer main extensions;
Writing contracts, request for proposals, formal and informal for consultant engineering, survey work and utility construction work.
Writing contracts for formal and informal bidding of utility construction work;
Design work of sewer pumping station calculating design flows; sizes pipes and formulate cost estimates;
Produces maps, drawings and field notes and performs minor field survey work as requested;
Performs related tasks as required.
Thorough knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned; general knowledge of modern methods and techniques as applied to the design of public works and utility projects; ability to perform difficult engineering computations and to make recommendations on engineering problems and planning; ability to establish and maintain effective working relationships with City officials, employees, contractors and the general public; skill in the use of civil engineering instruments and equipment; skill in the use and application of computer aided design software; ability to communicate complete ideas effectively, orally and in writing; ability to calculate complex cost reports.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in civil engineering and two to four years’ experience in utility engineering or related field, including the use of computer aided design software.
Possession of an appropriate driver's license valid in the State of North Carolina. Possession of Engineering Intern Certificate.
