Overview
The Senior Director of HR Policy and Governance is the owner of Gentiva's HR governance framework, responsible for establishing and maintaining company-wide policies, governance standards, regulatory compliance, employment law strategy, and HR operational governance. This leader partners with HR, Legal, Compliance, Operations, Information Technology, and executive leadership to ensure consistent, compliant, and scalable HR practices that support organizational growth while mitigating enterprise risk.

Primary Responsibilities
- Develop and execute the enterprise HR Policy and Governance strategy.
- Own the complete lifecycle of all HR policies, procedures, standards, and the Associate Handbook.
- Provide strategic oversight of employment law interpretation in partnership with Legal.
- Lead enterprise regulatory compliance, HR audit readiness, and risk mitigation initiatives.
- Establish and chair HR Governance Committees to review, approve, and monitor enterprise policy decisions.
- Own enterprise HR documentation standards including SOPs, templates, governance documentation, version control, and document retention.
- Develop executive dashboards and reporting related to HR policy compliance, governance effectiveness, audit findings, regulatory trends, and risk.
- Lead governance for ServiceNow HRSD including policy workflows, knowledge articles, case management standards, governance processes, and continuous improvement.
- Establish AI governance standards for HR technologies, including acceptable use, ethical AI, data privacy, risk management, and governance in partnership with HR, Legal, Compliance, Information Security, and IT.
- Provide governance oversight for corporate investigations to ensure consistency, documentation standards, regulatory compliance, and alignment with employment law and company policy.
- Partner across HR to standardize practices.
- Support mergers, acquisitions, organizational transformation, and enterprise change initiatives through governance planning.

About You
Human Resources Expertise
- Expert knowledge of federal, state, and local employment laws and regulations including FLSA, FMLA, ADA, USERRA, Title VII, HIPAA, COBRA, OSHA, EEOC, wage and hour requirements, and other applicable employment regulations.
- Advanced knowledge of HR governance frameworks, policy administration, regulatory compliance, and enterprise risk management.
- Strong understanding of multi-state employment practices and healthcare regulatory requirements.
- Expertise in interpreting legislation and translating regulatory changes into practical business policies and procedures.
Governance & Compliance
- Demonstrated expertise establishing enterprise governance frameworks, policy lifecycle management, and organizational standards.
- Experience leading HR audits, compliance reviews, corrective action planning, and regulatory readiness initiatives.
- Knowledge of internal controls, governance best practices, compliance monitoring, and organizational risk mitigation.
- Experience developing enterprise standard operating procedures (SOPs), governance documentation, and process documentation.
Technology & Digital HR
- Knowledge of HR technology strategy, HRIS platforms, workflow automation, and digital HR transformation.
- Experience governing ServiceNow HRSD or comparable enterprise case management platforms.
- Understanding of AI governance principles, ethical AI use, data privacy, and technology risk management within Human Resources.
- Ability to evaluate and implement technology solutions that improve HR service delivery, governance, and operational effectiveness.

- Ability to think strategically while executing operationally across a complex, multi-state organization.

Education/Experience:
- Bachelor's degree in Human Resources, Business Administration, or related field required; Master's preferred.
- Minimum 7 years progressive Human Resources experience.
- Minimum 5 years leading enterprise HR governance, policy, compliance, employee relations, employment law, HR operations, or Centers of Excellence.
- Healthcare and multi-state employment experience strongly preferred.
License/Certification:
- SHRM-SCP, SPHR, or PHR certification preferred.
Training/Equipment:
- Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) including executive-level presentations, reporting, and policy documentation.
- Advanced experience with Human Resource Information Systems (HRIS), preferably Dayforce or comparable enterprise HR platform.
- Experience administering or governing enterprise HR Service Delivery platforms, preferably ServiceNow HRSD, including workflow management, knowledge management, case management, and process automation.
- Experience utilizing document management systems, version control tools, and enterprise policy management platforms.
- Experience with reporting and dashboard tools (Power BI, Tableau, Excel Power Query, or equivalent) to analyze HR compliance, audit findings, and governance metrics.
- Working knowledge of AI-enabled productivity tools (e.g., Microsoft Copilot or equivalent) and responsible AI governance principles within Human Resources.
- Ability to quickly learn and effectively leverage emerging HR technologies and digital solutions that improve operational effectiveness and associate experience.
- Experience with collaboration platforms including Microsoft Teams and SharePoint to support enterprise governance, documentation, and cross-functional collaboration.
