- Tasks
The Contractor must perform tasks in support of the Materiel Sustainment Programme. These tasks may include, but are not limited to:
- Provide expert strategic advice and recommendations to DMS leadership, including advice to the Associate Assistant Deputy Minister (ADMA), Chief or Staff (Materiel) (COS(Mat)), and other directors involved, on materiel sustainment, directorate and programme planning and operations, Sustainment Business Case Analysis (SBCA), and the development, implementation, and oversight of enterprise materiel sustainment solutions.
- Assist with the formulation of strategies and the development of detailed plans for the Materiel Sustainment Programme and its components, including aligning business intelligence, analytics, and performance management capabilities as key enablers.
- Provide advisory support to enhance governance structures, programme organization, and coordination mechanisms related to materiel sustainment within ADM(Mat), including advice related to data governance, stewardship, and management.
- Assist in the development and documentation of strategies, roadmaps, business plans, and implementation approaches for the Materiel Sustainment Programme and its business intelligence and analytics capability.
- Provide advice and analytical support related to the development and maturation of a materiel sustainment business intelligence and analytics capability, including identifying data requirements, analytical approaches, and reporting structures.
- Assist in the develop of stakeholder engagement strategies and plans and guide collaboration/consultation activities with primary stakeholders to help promote alignment, shared objectives, and coordinated implementation of materiel sustainment initiatives.
- Support, facilitate, and/or participate in interdepartmental and pan-ADM(Mat) teams to strengthen oversight and management of materiel sustainment activities, including coordinating milestones, supporting key decisions, documenting progress, and advancing performance management and corporate reporting.
- Provide analytical support and advice related to the planning, prioritization, progress tracking, and forecasting of SBCAs, sustainment projects, and sustainment procurements, including recommendations to strengthen programme oversight and management.
- Facilitate the development, refinement, and implementation of analytical frameworks, methodologies, and guidance related to the analysis of SBCAs and materiel sustainment.
- Conduct research and analysis and provide support in the preparation of briefings, presentations, reports, risk and issue assessments, and recommendations required for programme governance bodies and executive decision making.
- Support the development of corporate reporting products and analytical outputs related to materiel sustainment programme oversight, management, and performance within capital and sustainment projects.
- Provide advice and support related to the integration of materiel sustainment considerations within capital and sustainment projects across the materiel lifecycle.
- Maintain awareness of and provide advice on emerging approaches, best practices, and lessons learned related to materiel sustainment, programme governance, data analytics, and decision-support capabilities.
- Assist DMS in identifying risks, issues, and opportunities related to the evolution of materiel sustainment and the implementation of sustainment solutions and provide well-supported recommendations to address them.
Perform other related advisory and analytical tasks, as requested by DMS, in support of the Materiel Sustainment Programme and its business intelligence and analytics capability.

The Bidder must demonstrate within the proposed resources’ resume, that they hold, as a minimum, a Masters degree from a recognized post-secondary institution in an information technology, business, or engineering related discipline.
Degrees must have been granted by an educational institution recognized by the Canadian Information Centre for International Credentials (CICIC) or be deemed equivalent to the same Canadian Degree by the CICIC.
To demonstrate, the Bidder must include a copy of the proposed resource’s degree within their proposal at bid closing. |

The Bidder must demonstrate within the proposed resource’s resume that they have a minimum of three (3) years experience in the past five (5) years of preparing reports, data visualizations, briefing notes, executive summaries, or strategic documentation for Senior Management (Director level or above). |
