ABOUT THE OPPORTUNITY
The City of Webster Groves is seeking a highly organized, service-focused professional to join the City Clerk's Office and prepare to transition into the role of City Clerk upon the retirement of the current City Clerk in 2027. This position provides a planned and supported transition. During the onboarding phase, the selected candidate will report to and work directly with the current City Clerk, receiving hands-on training and institutional knowledge of City processes, statutory responsibilities, records, elections, and City Council operations. Upon the current City Clerk's retirement, the successful candidate is anticipated to transition into the formal City Clerk position, subject to appointment by the City Council.
JOB RESPONSIBILITIES
- Provide administrative and staff support to the Mayor, City Council, and designated boards, commissions, and committees.
- Prepare and coordinate City Council notifications, agendas, information packets, public notices, and supporting materials.
- Attend and facilitate City Council meetings, including meetings broadcast live online; coordinate meeting technology and materials; and accurately record, transcribe, maintain, and distribute official meeting minutes and actions.
- Coordinate meeting technology, including audio/visual equipment, presentation materials, virtual meeting platforms, livestreaming, recording, and related meeting systems.
- Troubleshoot basic technical issues before and during public meetings and coordinate with appropriate technical resources when additional support is required.
- Serve as the City's Custodian of Records; maintain official City records and respond to requests for information and open records.
- Coordinate and oversee municipal elections in accordance with applicable statutes and City regulations.
- Draft resolutions, ordinances, proclamations, and other official documents under the direction of elected officials.
- Oversee publication and recodification of City ordinances and administer oaths as required.
- Process applicable City licenses and renewals; maintain departmental filing and records management systems.
- Provide Notary Public services and responsive customer service to residents, elected officials, City staff, and other stakeholders.
- Provide leadership and oversight for City Clerk's Office operations, staff, departmental procedures, and budget responsibilities.
- Attend evening, weekend, or extended-hour meetings and events as required and perform other duties as assigned.
TRANSITION & POSITION EXPECTATIONS
- Report directly to the current City Clerk during the onboarding and transition phase.
- Work collaboratively with the current City Clerk to learn the full scope and responsibilities of the office.
- Develop a thorough understanding of City policies, procedures, records, systems, statutory requirements, and established practices.
- Build effective working relationships with the Mayor, City Council, City leadership, staff, boards and commissions, residents, and community partners.
- Progressively assume City Clerk responsibilities as knowledge and proficiency are demonstrated.
- Be prepared to assume the full responsibilities of the City Clerk position following the current Clerk's retirement and appointment by the City Council.
MINIMUM QUALIFICATIONS
- High school diploma or equivalent.
- Minimum of five (5) years of increasingly responsible professional-level municipal experience, including legislative staff support, municipal elections, and records management OR a minimum of five (5) years of high level administrative or executive experience preferably in a public sector setting.
- Holds a notary license in Missouri or must obtain within six (6) months of hire
- Previous experience facilitating public meetings that are livestreamed or available online, including virtual/hybrid meeting platforms, audiovisual equipment, livestreaming, recording, or similar meeting technology.
- Ability to work the hours required of the position, including evening or weekend meetings and events as necessary.
PREFERRED QUALIFICATIONS
- Associate or bachelor's degree.
- Certified Municipal Clerk (CMC) designation.
- Previous supervisory or management experience.
- Experience supporting elected officials, City Councils, boards, commissions, or committees.
JOB REQUIREMENTS
- Knowledge of State statutes related to municipal government operations and City Clerk functions.
- Knowledge of records retention, office management, budgeting, and fiscal management practices.
- Strong organizational and time-management skills with the ability to manage multiple priorities and deadlines.
- Ability to research, analyze, interpret, and implement laws, regulations, policies, procedures, and detailed information.
- Strong written and verbal communication skills with a high level of accuracy and attention to detail.
- Sound judgment, professionalism, discretion, confidentiality, and the ability to establish effective working relationships.
- Ability to lead, train, supervise, and establish priorities for staff; proficiency with technology and office software appropriate to the position.
- Strong technical proficiency with meeting facilitation, livestreaming, virtual meeting platforms, audio/visual equipment, and presentation technology, including the ability to troubleshoot issues in real time while effectively managing live public meetings with accuracy and professionalism.
