Location: 205 Mission St., San Francisco, CA 94013

Reports to: Director of Subsidy Services

Salary:  $83,200/year       

Status:  Exempt, Non-union

JOB SUMMARY:

Community Forward SF is hiring a Deputy Director of Subsidy Services (DDSS) for our Flexible Housing Subsidy Pool for the Ending Transgender Homelessness Initiative program. The program works with participants who are part of the trans and gender nonconforming community by providing case management, housing location and coordination services, and an ongoing housing subsidy. 

 

The DDSS is responsible for oversight of housing services, including, but not limited to: team cohesion, supervision of Case Managers and a Housing Navigator,  building and maintaining relationships with community partners with an emphasis on landlords, meeting regularly with the Department of Homelessness and Supportive Housing, and managing the programs’ contracts and budgets to ensure objectives are met and funds are spent appropriately. 



 

ESSENTIAL JOB FUNCTIONS:

  • Oversee daily operations of ETH subsidy services under the direction of the Director of Subsidy Services.
  • Complete necessary reports and audits as required by stakeholders. 
  • Ensure contract deliverables are met.
  • Manage the program budget and ensure the timeliness of housing subsidy payments being made.
  • Supervise and maintain the organization's relationships with landlords to ensure an adequate supply of available units.
  • Directly supervise one Housing Navigator and three Case Managers.
  • Conduct weekly individual and team supervision sessions grounded in continuous learning, providing constructive feedback, clear expectations, and ongoing training and mentorship that support both professional development and personal well-being.
  • Provide supportive, compliant supervision to union-represented staff, maintaining a working knowledge of the Collective Bargaining Agreement (CBA) to handle workplace dynamics, grievances, and staff relations with fairness, transparency, and consistency.
  • Ensure data quality and timeliness in the ONE System.
  • Lead staff evaluations for direct reports.
  • Respond effectively to grievances and participant concerns. 
  • Lead proactive conflict resolution and team-building efforts, fostering a collaborative, supportive environment where psychological safety is prioritized and open dialogue is encouraged.
  • Assist in CQI of existing programs and development of new programs.
  • Assist in maintaining all program policies, procedures, and objectives.
  • Proactively refine, clarify, and update program policies and procedures as operational needs evolve, ensuring alignment with regulatory standards, best practices, and equity principles.
  • Apply sound judgment and ethical decision-making to balance regulatory compliance and contract deliverables with the nuanced, real-world needs of participants.
  • Interact effectively with city departments, provider partners, funders, volunteers, and potential donors.
  • Review and approve biweekly timesheets, manage PTO requests, and troubleshoot payroll software, ensuring honest time tracking, proper attendance, and strict compliance with California meal/rest break laws.
  • Serve as on-call backup for staff or leadership absences.
  • Adhere to established policies and procedures.
  • Training and meeting attendance.
  • Other duties as assigned.
 

BACKGROUND & EXPERIENCE: 

  • Bachelor’s degree or higher in a human services field or equivalent in education and work experience.
  • Minimum of two years' experience providing managerial oversight and individual supervision.
  • Demonstrated ability to lead, mentor, and inspire staff using trauma-informed leadership, active listening, and strong interpersonal communication skills.
  • Extensive understanding of homelessness, trauma, DV/IPV, HIV/AIDS, substance use disorder and recovery, mental health disorders, neurodiversity, and systems of oppression.
  • Demonstrated ability to evaluate, clarify, and develop responsive policies and procedures to address evolving operational challenges, regulatory shifts, or feedback.
  • Proven track record of managing workplace conflict constructively, demonstrating high emotional self-regulation, and maintaining awareness of power dynamics within social service organizations.
  • Thorough understanding of Housing First and Fair Housing principles.
  • Knowledge of and familiarity with the ONE System.
  • Demonstrated ability to educate, teach, train, and evaluate front-line and supervisory staff.
  • Demonstrated ability to engage with others in a kind, helpful, and trauma-informed manner.
  • Experience and alignment with the organization’s commitment to equity, person-centered support, and cultural humility, with a demonstrated ability to foster an inclusive environment for staff and participants.
  • Demonstrated ability to manage multiple projects at once.
  • Proficiency with Office and G-Suite. Ability to work in a networked computer environment.
  • CPR and First Aid certification within 90 days of hire.
  • TB clearance within 7 days of hire.

PHYSICAL REQUIREMENTS: 

  • Ability to stand and walk as needed throughout the shift for extended periods of time. 
  • Ability to lift up to 25 lbs.
  • Ability to sit and use a computer, including keyboard and visual display terminal, for extended periods of time. 
  • Finger, hand, and wrist agility.
  • Ability to complete tasks in an environment where interruptions are the norm and background noise is present.
  • Ability to move through buildings, commonly including stairs, between buildings, and out in the community.
