Department: Clinical Services Program: OASAS Part 820 Residential Services
About Anchor House
Anchor House, Inc. is a nonprofit, faith-rooted residential substance use disorder treatment organization in Brooklyn. Our work reaches beyond the individual to the family, the next generation and the community.
Position Summary
The Clinical Supervisor is the designated Part 820.6(c)(2) clinical supervisor for both Anchor House residences (Men's and Women's), accountable for day-to-day clinical operations and for routine, documented supervision of clinical staff. The role develops counselors, owns the quality of treatment planning and documentation, and serves as the on-site clinical resource for CASACs, CASAC-Ts and other clinical staff.
This is a supervisory role with protected time and no routine counseling caseload. As a last resort during a sudden staff shortage or emergency, the supervisor may temporarily cover counseling duties with the written approval of the Director of Clinical Services, co-signature of cases by another QHP, and Executive Director review beyond 30 days.
Essential Responsibilities
Supervision and Staff Development
- Provide weekly, documented clinical supervision to CASACs, CASAC-Ts and other clinical staff, and own each employee's individualized training plan, reviewed with staff at least quarterly.
- Verify credential status, supervision hours and CASAC-T work plans, and contribute to hiring, performance evaluation and succession planning for clinical staff.
- Coach and develop staff, lead clinical onboarding, and, with the Director of Clinical Services, set corrective-development strategies.
Clinical Oversight and QHP Review
- Provide real-time consultation on complex cases and direct escalation to the Director of Clinical Services, trauma specialist, Psychiatric Nurse Practitioner or medical staff.
- Serve as QHP of record for treatment/recovery plan approval and for admission and level-of-care determinations within required timeframes; a designated QHP covers during absences.
- Oversee, without serving as, the separately designated Health Coordinator through monthly review of communicable-disease education, counseling and referral documentation.
Quality and Compliance
- Review treatment plans, progress notes and discharge plans for quality and timeliness, and support Medicaid managed care authorizations and utilization review.
- Take part in quality improvement, audits, corrective action and OASAS survey readiness, and report monthly to the Director of Clinical Services on supervision, documentation and audit results.
Collaboration
- Work with the Director of Clinical Services, Medical Director, Psychiatric Nurse Practitioner, case management, vocational and peer services, and Compliance and Quality Improvement to coordinate care.
Residential Presence
- Maintain on-site presence at both residences and lead complex-case conferences, support staff on trauma, crisis and co-occurring needs, and participate in the clinical on-call rotation.
Minimum Qualifications
- NYS-licensed LMSW who also holds a current OASAS CASAC credential, meeting QHP status under Part 800.
- Four or more years in OASAS-certified substance use disorder treatment, including three years of clinical experience (Part 820.6(c)(2)) and two years in management or supervision.
- Working knowledge of Medicaid managed care for Part 820 residential services and of co-occurring behavioral-health conditions.
Preferred
- Residential, trauma-informed and co-occurring disorder experience; crisis assessment and medication for addiction treatment knowledge.
Schedule
Core on-site hours Monday–Friday, 9:00 a.m.–5:00 p.m., split between the two residences, plus an evening or weekend presence at least once a month and participation in the clinical on-call rotation.
Anchor House, Inc. reserves the right to modify duties based on program needs, regulatory requirements and organizational changes.
