About the role
The Legal Affairs Specialist provides legal advice and support to WASAC Development's project implementation units (PIUs). The role ensures that PIU programs, contracts and transactions comply with Rwandan law and with development partner requirements.
Main functions and responsibilities
- Participate in policy dialogue on the legal aspects of implementing PIU programs.
- Build and maintain effective relationships with senior government officials, line ministries, PIUs, development partners, and local and international contractors and consultants.
- Serve as the legal expert on PIU programs within WASAC Development.
- Work closely with the African Development Bank (AfDB) and other funders to align PIU programs with their legal and contractual frameworks.
- Facilitate the opening of bank accounts, tax and regulatory filings, and corporate restructurings.
- Draft and review contracts and ensure that procurement and project procedures comply with applicable laws and funder guidelines.
- Support the preparation of cases and represent or assist in representing the company in court and dispute resolution proceedings.
- Review complaints and grievances raised through project risk management and grievance redress mechanisms and advise on their legal implications.
- Advise on the legal and regulatory aspects of financial operations in line with Rwandan law and funder requirements.
- Conduct legal research and provide legal opinions on matters referred.
- Train staff on relevant legal issues.
- Attend department meetings and provide legal input.
- Adhere to the WASAC Code of Conduct.
- Perform any other duties assigned by the supervisor.
Qualifications and experience
- Bachelor's degree in law with five (5) years' relevant experience, or a master's degree in law with three (3) years' relevant experience.
- A Diploma in Legal Practice (e.g. ILPD) or a recognized qualification in legal drafting is required.
- Experience with donor-funded projects or development partner procedures (e.g. AfDB, World Bank) is an advantage.
