Under the general supervision of the Agency Head, Director, or designee, this position is responsible for the operations, maintenance, repairs, renovations, and servicing of facilities and equipment. Work involves conducting facility reviews and analyzing data related to overall facility operations. Work is performed in compliance with departmental policies and procedures. The Operations Manager shall be responsible for and shall participate in the formulation of policies, programs, and activities and provide reports and recommendations within the area of his supervision.

Work is reviewed through reports and conferences for conformance with professional standards, safety guidelines, conferences, and review and analysis of reports submitted.

This position requires a confidential relationship with the policymaker.Manages building operations, including general maintenance, preventative maintenance, repairs, renovations, and resource acquisitions, ensuring a safe and healthy environment.

Presents to management the status of construction and maintenance programs, including ongoing projects, prior and current year projects, and associated cost projections expected to be approved for the next fiscal year.

Retains records, prepares reports, cost estimates and other specialized maintenance records for facilities and equipment.

Maintains mechanical, electrical, and plumbing equipment including HVAC systems, electric motors, pumps, ventilating fans, air conditioning, elevators, generators, and electrical control units as directed.

Assists in formulating and drafting policies and prepares written reports and recommendations on the effectiveness of the policies.

Ensures OSHA and all other health and safety regulatory documents are filed, displayed, or posted, and monitors compliance.

Manages preparation and response to emergencies such as fires, floods, hurricanes, or other natural disasters.

Responds to requests for maintenance, renovations, or building modification in a tactful and expedient manner.

Works with vendors and contractors to build and maintain favorable relationships, obtain quality service, and minimize disruptions when possible.

Oversees the storage, retention, and disposition of paper documents and records in accordance with established records retention policies and guidelines.

Performs other related duties as required.Bachelor's degree in business management, finance, industrial engineering, or other related fields with a minimum of three (3) years of relevant experience.

Any combination of education, training, or experience equivalent to seven (7) years of experience in the management or operations of a facility, not below a high school diploma.FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of the VI Code, federal, and local laws relevant to facility operations and management.
Knowledge of construction, maintenance, and safety regulations, and the interpretation of blueprints, schematics, and technical plans.
Knowledge of departmental programs, objectives, policies, and procedures.
Knowledge of facility operations, including the management of routine maintenance, preventative measures, repairs, renovations, and equipment servicing.
Knowledge of facility management systems, best practices for sustainability, and strategies to optimize resource use.
Skill in organizational development.
Skill in time-management with a proven track record of managing multiple projects simultaneously.
Ability to communicate effectively both orally and in writing, with diverse stakeholders at all levels.
Ability to work independently and collaborate effectively as part of a team.
Ability to assess facility needs, prioritize work, and allocate resources efficiently to maintain a safe, functional, and compliant facility.
Ability to handle confidential and sensitive information with discretion, ensuring compliance with privacy regulations and internal policies.
Ability to navigate complex situations where confidentiality and ethical considerations are paramount.
Ability to develop, implement, and monitor comprehensive plans related to facility operations, maintenance projects, and budgets.
Ability to review and advise on proposed modifications or upgrades to ensure that regulatory standards, industry guidelines, and organizational objectives are met. Ability to prepare detailed reports, including progress updates, cost estimates, performance metrics, and recommendations for improvements.
Ability to prepare reports and manage documentation that supports transparency and accountability.
Ability to multi-task and work well under pressure while maintaining attention to detail.
Ability to comprehend, interpret, and explain construction and maintenance regulations, blueprints and plans, guidelines, and objectives.
Ability to effectively plan, organize, and meet deadlines, schedules, and timetables while balancing short-term needs with long-term goals.
Ability to prioritize tasks, identify potential risks or delays, proactively address issues, and adjust plans to maintain efficient operations.

FACTOR 2- SUPERVISORY CONTROLS
Work is supervised by the Agency Head, Director, or designee. The incumbent performs work independently with considerable authority to define assignments and projects. Work is evaluated based on the effectiveness of best practices employed to ensure conformance with regulations, professional standards, and compliance with established policies and procedures.

FACTOR 3- GUIDELINES
Guidelines include the VI Code, applicable federal local and laws, OSHA standards, ISO 41001 standards, departmental policies and procedures, operational manuals, and directives.

FACTOR 4- COMPLEXITY
Work involves exercising sound judgment in decisions that impact the organization’s reputation, security, and operational integrity. It requires a high level of trustworthiness and maintaining strict confidentiality. A proactive approach to planning ensures that tasks are completed on time, within budget, and in accordance to the required quality standards.

FACTOR 5- SCOPE AND EFFECT
The purpose of the work is to manage the operations, maintenance, repairs, renovations, and servicing of facilities and equipment. It also includes conducting facility reviews, analyzing data related to overall facility operations, and assisting in the development of policies and providing recommendations.

Contacts are employees, co-workers, senior management, representatives from external agencies, contractors, vendors, stakeholders from businesses, local and federal government, and the general public.

FACTOR 7- PURPOSE OF CONTACTS
Contacts are made to execute projects as mandated by the mission and objectives of the department/agency.

FACTOR 8- PHYSICAL DEMANDS
Work is occasionally sedentary but also involves walking, standing, bending, lifting, and carrying light to heavy objects.

FACTOR 9- WORK ENVIRONMENT
Work is performed in both office and field settings, with some exposure to various weather conditions and hazardous chemicals. Some travel may be required.
