Description

This position manages all aspects of creative output for the agency to support marketing communications (MARCOM), overseeing the development, editing, production and distribution of print and digital communications prepared by the Creative Team. This includes but is not limited to short-form and long-form content development, digital and printed creative assets, advertising, photography, video and live auditorium productions. This position requires strong project management, communications and supervisory skills. This position reports to the Recycling, Environmental Education & Marketing Department Manager and requires reliability, dependability, and accountability in all aspects of the defined role.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Manages a team responsible for the creation of various collateral used across a variety of traditional and nontraditional platforms and methods, such as but not limited to web, social media, radio and TV advertising, presentations, direct mail, print publications, signage and displays.
  • Works closely with the Recycling, Environmental  Education & Marketing Department Manager to understand strategy, scope, and expectations for projects to effectively support the execution of marketing communications campaigns on time and within budget.
  • Coordinates requirements gathering meetings to understand and plan creative support for agency-wide initiatives.
  • Manages the workflow of multiple creative projects simultaneously, prioritizing tasks and meeting deadlines, while overseeing the workload of the Creative Team, ensuring accountability as creative assets are developed and produced.
  • Provides meaningful supervisory review and coaching by identifying errors, omissions, inconsistencies, policy issues and quality concerns before work advances for managerial review or external distribution.
  • Develops content, creative design and output necessary to effectively communicate the agency's mission, goals, and activities in all media forms.
  • Creates, maintains and proactively manages editorial calendars, project plans and production schedules to ensure creative assets are planned sufficiently in advance to meet internal review requirements, external vendor deadlines and organizational priorities.
  • Manages content and messaging across digital platforms (web, social media, third-party applications) to ensure that new information is published according to schedule and need.
  • Manages the development, editing, production, and distribution of print and digital communications, including, but not limited to, news releases, web and social media content, video scripts, and newsletters.
  • Serves as primary day-to-day Creative Contact for advertising partners, proactively coordinating creative development, internal review and approvals, traffic instructions and timely delivery of advertising collateral in accordance with annual media plans and contractual deadlines.
  • Manages web design and development efforts, and aids departments with content management and specific communications needs.
  • Performs site surveys, secures locations (and permits if necessary), coordinates props, creates shot lists and develops production schedules for photo and video projects.
  • Following established communications workflows and approval processes, reviews creative work to ensure consistency and adherence to brand standards, messaging, and best practices before submitting for final approval.
  • Exercises independent judgment in determining when work is sufficiently complete, accurate and compliant with established standards before advancing materials through internal review and approval processes.
  • Maintains ownership of assigned projects from initiation through final delivery, ensuring work progresses appropriately without requiring routine managerial follow-up.
  • Manages stakeholder expectations to ensure balance between internal or external customer needs and team resources, while also balancing conflicting priorities and demands.
  • Proactively communicates with stakeholders, vendors and team members regarding project status, anticipated issues, changing priorities and upcoming deadlines.
  • Demonstrates consistent follow-through by tracking assignments to completion, confirming required actions have been completed, and communicating project closure to stakeholders.
  • Maintains spreadsheets and other tools used in project planning, tracking and data analysis; Creates and delivers reports to support analytics and measurement.
  • Researches, recommends, procures, and works with external resources to ensure materials and/or support needed for creative projects are available on time and within budget.
  • Assists in preparing and monitoring the annual department budget and performs procurement-related tasks to support creative projects and needs.
  • Maintains knowledge of industry changes by attending leadership and multimedia training sessions annually.
  • Organizes training opportunities for employees on use of equipment and industry best practices in carrying out their work.
  • Interviews, hires, trains, supervises, coaches, mentors, and disciplines, and carries out supervisory responsibilities in accordance with policies and applicable laws.
  • Performs other duties as necessary and assigned.

  • Strong project management skills with the ability to implement strategies to educate, engage and inspire individuals.
  • Demonstrated ability to anticipate downstream operational impacts and proactively identify solutions before issues affect project schedules, stakeholders or organizational objectives.
  • Excellent editorial judgment and demonstrated ability to evaluate, coach and provide quality control for written, visual and multimedia communications, ensuring all communications are clear, accurate, strategically aligned, audience-appropriate, brand compliant and publication-ready before advancing through the final review and approval process.
  • Ability to create and edit content within brand standards and style guidelines to increase awareness of and/or change individuals’ behaviors toward recycling and solid waste disposal in Palm Beach County.
    • Strong communication skills, both orally and in writing, with subordinates, peers, the public and government officials.
    • Strong creative, analytical, writing, problem-solving and negotiation skills.
    • Excellent conceptual skills with the ability to understand the big picture, while also focusing on the details.
    • Excellent planning, organizational and time management skills with the ability to prioritize and complete work within shifting deadlines.

    • Ability to think creatively and independently, while working within set standards to ensure smooth and efficient day-to-day operations of the team.
    • Excellent computer skills and proficiency in MS Office Suite and Adobe Creative Cloud.
    • Ability to be flexible and maintain a positive attitude and work a flexible schedule, including occasional evenings, weekends, and holidays.
    • Ability to maintain self-motivation, and work independently without direct supervision.
    • Discretion to handle sensitive matters as it pertains to SWA employees and/or elected public officials.
    • Ability to read and interpret documents in English.

The ideal candidate possesses the education and experience listed below.


  • Bachelor’s degree from an accredited college or university with major coursework in communications, marketing or a relevant field and 4 years of supervisory experience.
  • Experience managing projects required.
  • Experience with print and digital communications, graphic design, and content development required.
  • Experience working with websites, social media, creative design, video production and events required.
  • Prior experience in recycling, solid waste or environmental education preferred.
  • Any combination of training, education and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.
  • Valid Florida driver’s license.

This position is performed in a typical office environment and is quiet and climate controlled. The position is primarily performed in an office environment and the employee is routinely required to sit, stand, walk, reach, and use hands to touch, handle, or feel and talk and hear; stoop, kneel and crouch. May be required to lift objects up to 25 pounds and of awkward shape, such as cameras and tripods, or other audio-visual equipment. The employee will be required to visit solid waste management facilities and drive to other locations to perform work and attend meetings.
