Position Summary:
Analytic Services Inc. (ANSER) is seeking a Senior Data & Process Strategy Analyst to support Office of the Deputy Assistant Secretary of War for Chemical, Biological, Radiological, and Nuclear Defense (ODASW(CBRND)) artificial intelligence (AI) data governance efforts. In this role you will perform high-level financially focused analytical, technical, and process-improvement expertise to support Chemical Biological Radiological Nuclear Defense (CBRND) acquisition programs, modernization initiatives, and strategic decision-making.
Day to Day Responsibilities:
• Provide updates to an AI gap analysis and develop foundational documentation, where needed, as it relates to governance, data management and integration.
• Advise on best practices related to the intersections of AI and biodeterrence.
• Research, analyze, and draft text for such documentation in concert with other team members, and support the cross-functional integration of AI and biodeterrence.
• Engage ODASW(CBRND) knowledge management (KM) and other personnel on an ongoing basis.
• Attend team meetings, capturing relevant summaries and actions; relay information, as needed, between ODASW(CBRND) and team members.
• Apply advanced data analysis, visualization, operational workflow evaluation, requirements development, and stakeholder engagement to improve program performance and enhance ODASW(CBRND) ability to synchronize strategy, policy, and capability development across the CBRND portfolio.
• Conduct enterprise-level data analysis to assess capability gaps, analyze portfolio performance, and identify opportunities to strengthen CBRND program outcomes.
• Develop return on investment (ROI) analyses, cost-benefit models, and operational impact assessments. Analyze workflow and operational data across acquisition programs to support readiness and modernization timelines.
• Create executive-level dashboards and reports to communicate complex technical and operational information to senior leadership. Standardize and automate reporting processes to support readiness assessments, portfolio reviews, and capability development forums.
• Lead the development of high-level functional and technical requirements for modernization initiatives and CBRND acquisition support tools. Map and analyze as-is and to-be workflows to ensure alignment with DoD 5000 series requirements and CBRND capability documents.
• Conduct user engagement sessions with Soldiers, program office staff, and engineering teams to identify pain points and refine system requirements. Translate user feedback into actionable design improvements.
• Lead or support working groups, Integrated Product Teams (IPTs), governance boards, and modernization forums. Prepare and deliver senior-level briefings and technical summaries.
• Plan, coordinate, and oversee modernization or digital system projects across the CBRND Enterprise. Track milestones, manage risks, synchronize resource needs, and ensure compliance with acquisition and cybersecurity requirements.
• Manage lifecycle development of digital workflow tools, dashboards, and process-driven products supporting ODASW(CBRND) operations. Identify opportunities to eliminate manual processes and standardize workflows.
Required Qualifications:
Ability to obtain and maintain a DoW security clearance.
Bachelor’s degree and 5+ years of training/experience in a technical discipline such as computer science financial management or information technology. NOTE: A bachelor’s degree may be substituted for 5 additional years of training/experience.
5+ years conducting enterprise-level financial data analysis to assess capability gaps, analyze portfolio performance, and identify opportunities to strengthen program outcomes.
5+ years of experience working with financial process stakeholders.
Demonstrated hands-on experience developing ROI analyses, cost-benefit models, and operational impact assessments.
Ability to translate complex financial data into clear and actionable recommendations for senior leaders.
Must currently reside within a reasonable commutable distance (50 mile radius) from Alexandria, VA.
Preferred Qualifications:
- 10+ years conducting enterprise-level financial data analysis to assess capability gaps, analyze portfolio performance, and identify opportunities to strengthen program outcomes.
- 10+ years of experience working with financial process stakeholders.
