Position Summary

The Environmental Health & Safety Manager is responsible for planning, directing, implementing, and administering Concordia University's environmental health, occupational safety, laboratory safety, and regulatory compliance programs. This position ensures compliance with applicable federal, state, and local regulations, University policies, and recognized best practices.

The EHS Manager promotes a proactive campus culture focused on safety, environmental stewardship, risk mitigation, emergency preparedness, and continuous improvement. The position works collaboratively with Buildings and Grounds, Campus Safety, Residence Life, academic departments, laboratories, and other campus stakeholders to identify risks, implement safety programs, and maintain a safe and compliant campus environment.


Responsibilities

Environmental Health & Safety Program Oversight

  • Develop, implement, maintain, and evaluate campus environmental health and safety programs, policies, procedures, and plans.
  • Provide oversight for campus safety programs, including but not limited to: AED program, eyewash stations, emergency lighting, fire protection hazardous waste, hazardous materials, laboratory safety, spill kits, first aid supplies, fire drills, safety plans, and carbon monoxide detection. · Catalyze campus safety committees (e.g. an Internal Biosafety Committee)
  • Monitor regulatory requirements and recommend program improvements to maintain compliance with applicable environmental, health, safety, and occupational regulations.
  • Maintain annual and multi-year EHS improvement plans and track progress toward program goals.

Inspection, Maintenance, and Preventive Activities

  • Complete assigned Facilities preventive maintenance tasks related to safety and compliance.
  • Conduct inspections of safety-related equipment and systems, including but not limited to: compressors, laboratory hoods, eyewash stations, AEDs, emergency lighting, fire extinguishers, spill kits, and carbon monoxide detectors.
  • Support the maintenance and updating of GIS maps and other campus safety-related records.
  • Conduct daily readings or monitoring of hydrogen sulfide levels at off-campus sewer discharge locations, as applicable.
  • Identify deficiencies, coordinate corrective actions, and document completion.

Training and Campus Collaboration

  • Participate in and support trainings through Campus Safety, Residence Life, Buildings and Grounds, CPR/first aid, and other relevant departments or programs.
  • Develop, coordinate, and deliver safety training programs for employees, students, and other campus stakeholders.
  • Serve as a technical resource to departments regarding environmental health, occupational safety, hazardous materials, laboratory safety, and emergency preparedness.
  • Collaborate with internal and external constituencies to promote compliance, risk reduction, and a strong culture of safety.

Regulatory Compliance and Documentation

  • Maintain required records, reports, permits, inspection logs, training documentation, and compliance files.
  • Assist with regulatory reporting, audits, inspections, and corrective action responses.
  • Support emergency response planning, spill response readiness, and incident follow-up activities.

Continuous Improvement and Leadership

  • Identify opportunities to improve safety programs, operational efficiency, regulatory compliance, and risk mitigation.
  • Attend EHS-related trainings and professional development opportunities to remain current on regulations, best practices, and emerging risks.
  • Support a service-oriented, collaborative, and solutions-focused approach to campus safety.

Knowledge, Skills, and Abilities

  • Strong technical knowledge of occupational safety, environmental health, biosafety, laboratory safety, hazardous materials, and regulatory compliance principles and practices.
  • Knowledge of applicable federal, state, and local environmental health and safety laws, regulations, standards, policies, and procedures.
  • Demonstrated ability to establish and maintain productive, collaborative relationships with a broad range of internal and external stakeholders.
  • Willingness and ability to serve in both a leadership role and a hands-on technical implementation role.
  • Strong project management, organizational, and time management skills.
  • Skill in developing safety policies, procedures, training materials, and compliance programs.
  • Excellent oral and written communication skills.
  • Strong analytical, business analysis, and problem-solving skills.
  • Demonstrated attention to detail, sound professional judgment, and ability to maintain confidentiality.

Education and/or Training

Required

  • Bachelor's degree in Environmental Health Sciences, Industrial Hygiene, Occupational Health and Safety, Loss Prevention and Safety, Environmental Science, Public Health, or a related field.
  • Five to ten years of progressively responsible experience in Environmental Health and Safety, occupational safety, environmental compliance, industrial hygiene, laboratory safety, facilities safety, or a related field.

Preferred

  • Professional certification in one or more EHS disciplines, such as:
  • Certified Industrial Hygienist (CIH)
  • Certified Safety Professional (CSP)
  • Certified Biological Safety Professional (CBSP/BSP)
  • Certified Hazardous Materials Manager (CHMM)
  • Other relevant environmental, health, safety, or emergency management certification
  • Experience in a higher education, laboratory, research, healthcare, or complex institutional environment.
  • Experience developing, implementing, and managing EHS programs across multiple functional areas.

Physical Demands/Equipment

  • Ability to walk throughout campus buildings and grounds, including mechanical rooms, laboratories, residence halls, and outdoor areas.
  • Ability to occasionally lift, carry, or move safety supplies or equipment.
  • May be exposed to laboratories, mechanical spaces, hazardous materials, waste storage areas, and outdoor environmental conditions.
  • May be required to respond to urgent safety, environmental, or facilities-related incidents outside of normal business hours.
  • Must be able to use appropriate personal protective equipment as required.
