$50,000.00 - $300,000.00

Important Compensation Information: The pay range displayed above reflects a platform-generated compensation band and does not represent the actual salary range for this position. The expected base salary range for this role is $90,000–$130,000 annually, depending on experience, skills, and other relevant factors.

DISTINGUISHING CHARACTERISTICS OF WORK

Under the supervision of the Division Director of Streets, this position assists with supervising and administering the Streets Division. The Assistant Division Director Assists with overseeing the functionality, appearance and safety of city streets, rights-of-way, and public spaces. Additional areas of oversight include storm sewer, street lighting, signs and landscaping. The Assistant Division Director aids in directing the work of the Street Division’s employees and leading maintenance and construction projects.  The Assistant Division Director manages the administration of the U.S. EPA NPDES stormwater permit governing stormwater discharges and related environmental regulatory requirements. The Assistant Division Director also assists in the preparation of the division’s annual budget, and interrelates with other government officials, consultants, and the general public as required.

ESSENTIAL EXAMPLE OF DUTIES

The following illustrates examples of some of the essential duties and responsibilities of the Assistant Division Director. There may be other essential functions, not listed below, in order to accomplish the tasks as presented by the Division Director of Streets.

  • Assists with plans, organizing, coordinating, and directing all division work and personnel engaged in the construction, maintenance, and repair of streets, storm sewer lines, sidewalks, alleys, curbs, gutters, culverts, drains, parkways and related facilities as well as the sweeping of streets.
  • Assists with inspecting work in progress and changes methods, procedures, and schedules as necessary.
  • Assists with providing information to the public on matters relating to the Streets Division.
  • Assists in researching and reviewing street construction and maintenance methods used by other cities and agencies to improve future division operations.
  • Analyzes and makes recommendations on bids.
  • Supervises the Streets Division’s operations yard for street and other related equipment.
  • Project coordination with other authorities such as FDOT, Miami Dade County, and South Florida Management District.
  • Prepares reports and annual budget estimates.
  • Investigates complaints.
  • Interviews personnel and recommends hiring, promotion, and dismissal.
  • Reviews performance ratings of employees.
  • Reviews and signs payrolls in the absence of the Division Director of Streets.
  • Ensures appropriate employee discipline and performance.
  • Observes and reviews the work of employees for compliance with rules and regulations and to ascertain status of
  • employee’s training and development.
  • Supervises staff members assigned to the Stormwater Utility work group within the Streets Division.
  • Assists the Division Director of Streets in developing and administering Utility policy, regulations, planning, and financial activities.
  • Coordinates and administers Stormwater Utility contracts with other agencies, grant proposals, budget preparation and reporting.
  • Plans, coordinates, and administers the City’s stormwater management, regulatory and environmental activities with Miami-Dade County DERM and Public Works, South Florida Water Management District, U.S. EPA and other agencies.
  • Performs other related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

  • Thorough knowledge of the principles of management, administration, supervision, and training.
  • Considerable knowledge of materials, equipment procedures, and practices used in street and storm sewer construction and maintenance as well as street sweeping.
  • Ability to supervise a large division with multi-disciplined staff engaged in street construction and maintenance activities.
  • Ability to prepare and administer large program budgets and/or cost estimates.
  • Ability to successfully interact with engineering consultants and have a technical understanding of stormwater drainage, environmental, and maintenance issues.
  • Knowledge of the use of computers for Utility database and engineering records management.
  • Strong interpersonal skills for effective public interaction.
  • Conduct thorough investigations.
  • Prepare reports.
  • Ability to maintain effective working relations with property owners, builders, developers, contractors, subordinates, and the public.
  • Assist in developing and planning a division budget and work program.
  • Ability to establish and maintain good relations with other administrative and elected officials.
  • Posses good English and Spanish writing and speaking skills.

PHYSICAL REQUIREMENTS:

The following are some of the physical requirements associated with this position. Reasonable accommodation may be made by the City to enable an individual to perform the essential duties/functions of the position.

  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
  • Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, personal computer, calculator, copier, and fax machine.
  • Work involves working indoors and outdoors in inclement weather conditions.
  • Work involves sitting and standing for long periods of time.
  • Work involves frequent typing, walking and bending, lifting and stooping for short periods of time.
  • Must be able to lift and/or carry weights of up to 30 pounds.

MINIMUM TRAINING & EXPERIENCE

  • A Bachelor’s degree from an accredited institution, college or university with a degree in engineering, mathematics, applied science or a closely related field.
  • A minimum of five (5) years of progressively responsible experience in street construction, maintenance and procurement, including five (5) years in an administrative/supervisory capacity.
  • Possession of a valid motor vehicle operator's license issued by the State of Florida is required.
  • A combination of education and experience may be considered.
