Description

Under the direct supervision of the Chief Deputy Bureau of Elections, oversees the administration, development, implementation, training and supervision of all voter registration and elections staff. Ensures the dissemination of voter information activities within the Office of the County Clerk.

  • Ensures compliance with the provisions of the New Mexico Election Code as it relates to the conduct of elections within the county.
  • Supervises staff working in the areas of voter registration, election administration and voter information: trains, assigns and reviews work of, and evaluates staff; recommends hiring of new employees, evaluation and promotion of staff, and disciplinary action.
  • Ensures the timely and accurate dissemination of information to voters and other citizens regarding the election process.
  • Plans, analyzes and recommends courses of action to management related to election matters.
  • Coordinates with procurement staff in budget and contracts regarding voter registration, elections administration and voter information.
  • Promptly responds to telephone calls, written communications, and requests for information.
  • Performs administrative functions and tasks on behalf of the County Clerk’s Office, the Bureau of Elections, Recording, and Records and Research Divisions.
  • May serve as Notary Public with corresponding responsibilities.
  • Audits election certificates for discrepancies, omissions or errors pursuant to the New Mexico Election Code; reviews voter registration documents ensuring forms are complete and signed.
  • Processes and files voter registration cards; maintains voter registration files and removes inactive or ineligible voters in accordance with Federal Law and the New Mexico Election code; scans, digitizes, and indexes voter registration cards to requesting counties and states; and duplicates and transmits voter registration cards to requesting counties.
  • Accepts candidate paperwork for filing day; reviews candidate requirements; produces filings and petitions; and generates letters to candidates.
  • Accurately enters positions, tabulators, polling locations, times, dates, and questions prior to each election into voting database; enters new street names, assigns precincts and manages districts in voting software.
  • Assists with additional tasks and projects as needed related to elections during election season.

Knowledge/ Skills:
  • Knowledge of New Mexico Election Code statutes and procedures.
  • Knowledge of public administration, business administration, budgets and accounting.
  • Knowledge of office procedures and equipment including basic office machinery and word processing programs.
  • Ability to learn more complex computer programs.
  • Ability to work independently or with others, maintaining a professional attitude with the public, co-workers, and County Officials.
  • Ability to perform administrative tasks accurately and rapidly; to coordinate and supervise administrative support staff; to coordinate work with other agency units; to provide administrative direction; to train employees; to undertake project assignments; to maintain confidentiality; and to compile public information.
  • Ability to work in a highly stressful environment and to interact effectively with the public, all levels of employees, and County officials.
  • Ability to communicate effectively, both verbally and in writing; and the ability to follow verbal and written instructions.
  • Skilled in operating various word-processing, spreadsheet, database and other software programs in a Windows environment.
  • Skilled in providing effective customer service.
  • High school diploma or equivalent; and
  • Six (6) years of experience in an office environment.
  • Supervisory and elections experience preferred.
  • Experience requirements may be substituted for relevant education at a rate of 30 credit hours equal to one (1) year of experience.
Working Conditions:
Work is generally performed in an office setting with some field work. Work schedule will include evening, weekend, and irregular hours, especially during peak election and recording cycles.  Travel may be required rarely. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger, handle or feel; reach with hands or arms; and talk or hear.  Clarity of vision at short distance is required. May be required to lift up to 50 pounds. Occasional interaction with hostile, violent, or offensive individuals. Occasional exposure to high risk or potentially dangerous situations. May be subject to exposure to CRTs and VDTs. 

Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Drivers License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
