Description

- Leads the organization in strategic planning and performance measurements
- Provides exceptional leadership and effective management in all areas of staffing and personnel administration, project completion, information technology and development, long-term organizational strategy, and operational budgetary controls
- Supervises Department Heads of assigned departments and provides consultation, interpretations, and advice
- Exercises conflict management to resolve sensitive issues
- Serves as the Mayor’s primary negotiator, project leader, and manager of all special projects including research, evaluation, coordination, and successful communication with the community and City Council
- Serves as the Mayor’s representative in union negotiations, grievances, disciplinary actions, and other staffing and personnel issues in cooperation with Human Resources and Legal Department staff
- Directs staff in relation to projects, organization progression, technology, fiscal responsibility, and personnel-related issues
- Leads and develops a high-performing team by setting clear expectations, promoting accountability, and supporting professional growth
- Advises and assists the Mayor’s Office and acts as the liaison to City Council Serves as the key point of contact between the Mayor’s Office and internal teams as well as external stakeholders, including nonprofits, community partners, and other governmental agencies, ensuring communication is timely, accurate, organized, and responsive
- Makes presentations to various boards, commissions, and citizen groups requiring diplomacy, effective communications, and decisive actions
- Oversees work related to the development, revision, preparation of documents to include forms, agenda items, technical and statistical reports, employee performance, ordinances, resolutions, records, and other documents
IMPORTANT FUNCTIONS:
- Performs other duties as assigned by the Mayor
PHYSICAL REQUIREMENTS:
The physical standards an employee must meet to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
- Must be able to sit for over two hours at a time while performing routine office duties, attending meetings, and traveling
- Must be able to perform a full range of repetitive motions while performing routine office duties including, reaching, handling, and manual dexterity
- Must be able to travel out of town and out of state for meetings, conferences, and other events
- Must be able to drive to outlying offices and meeting sites
- Must have ability to lift and move files and supplies weighing up to 25 pounds
- Must be able to hear all communication from customers and employees by telephone or in person, and use vision to work with written documents
- Ability to interpret and apply federal, state, and local laws, regulations, and policies applicable to structure, functions, programs, and practices in conducting public services through City government
- Supervise legislation development and tracking in coordination with City Council and the Mayor, while building/sustaining productive partnerships with outside agencies, elected leaders, citizens, and community stakeholders Human collaboration skills including highly sophisticated communications involving final decisions or recommendations regarding policy development and implementation, fostering a high-performing mission driven culture of professionalism, collaboration, and accountability
- Ability to interact with others outside the organization by exercising participative management skills that support team efforts and quality processes
- Advanced ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, legal documents, grants, resolutions, and ordinances, and commitment to stay informed on best practices and strategic organizational design
- Ability to review, interpret, apply, and manage the compliance of grant requirements as they apply to various programs
- Advanced ability to write editorials, journals, speeches, manuals, critiques, ordinances, and resolutions
- Advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide
- Ability to manage and monitor the work performance of multiple departments including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department
- Ability to meet tight deadlines, efficiently manage multiple ongoing projects, and communicate effectively
- Must have the ability to navigate fast-paced environments and use sound judgment to perform all job duties in a safe and confidential manner
- Ability to use strong inter-personal skills and remain composed and organized in dynamic or high-visibility settings
- At least a bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or related field
- Eight years of full-time responsible administrative, executive, or management experience including leadership and supervisory responsibility
- A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
- License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
- During employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
- Selected candidate must reside within the corporate boundaries of the County of Pueblo, within six (6) months of first date of hire pursuant to Pueblo Municipal Code section 6-4-10 regarding residency requirement
SPECIAL CONDITIONS OF EMPLOYMENT:
Most duties are performed indoors; however, the incumbent will be required to perform some duties outdoors and at other facilities in a variety of indoor and outdoor environmental conditions. Position requires that the individual be able to attend meetings, conferences, and other events out of town and out of state as needed on evenings, early mornings and weekends as required. Must be able to work, drive, and travel in inclement weather.
All required licenses listed above, essential/important functions, physical requirements, KSAs, minimum qualifications, and adherence special conditions must be maintained throughout the term of employment.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
