Description

The Facilities & Transportation Manager provides integrated operational leadership across physical plant management, environmental safety, and participant transit operations. Reporting directly to the Director of Human Resources, this multi-departmental role oversees High Desert PACE Facilities Maintenance Technicians and Environmental Services (EVS) staff, while directly managing and leading all Mojave Valley Transportation, LLC (MVT) Van Drivers.

This position guarantees that the PACE Day Center, clinical spaces, administrative offices, building grounds, and transit fleet remain fully compliant with CMS, California Department of Public Health (CDPH Title 22), Cal/OSHA, Department of Transportation (DOT), ADA, and local safety codes. The Facilities & Transportation Manager directs preventative maintenance programs, clinic sanitization workflows, driver scheduling, route dispatch logistics, vehicle maintenance, and emergency response to ensure a secure, hygienic, and dignified environment for frail senior participants both at the center and in transit.

Requirements

Supervisory Responsibilities

  • Provide direct leadership, supervision, scheduling, performance evaluations, and coaching for Facilities Maintenance Technicians, Environmental Services (EVS) Workers, and MVT PACE Van Drivers.
  • Direct daily operational priorities, maintenance work orders, sanitation rotations, and daily transportation dispatch routes.
  • Oversee training, onboarding, and ongoing in-service education, including driver road evaluations, safe passenger-transfer techniques, wheelchair lift operations, chemical safety, and facility emergency procedures.
  • Conduct regular quality control audits of building cleanliness, physical plant functionality, driver trip logs, and fleet vehicle condition.

Transportation Leadership & Fleet Operations (Mojave Valley Transportation)

  • Lead, coordinate, and supervise all MVT PACE Van Drivers, ensuring the safe, courteous, and timely transit of frail and elderly participants between their homes, the PACE center, and outside medical appointments.
  • Monitor daily pre-trip and post-trip vehicle inspection reports, ensuring fluid levels, tires, brakes, lights, wheelchair tie-down mechanisms, and safety equipment are fully operational.
  • Oversee route efficiency, GPS tracking, and schedule dispatching; coordinate real-time adjustments for traffic, weather, or medical priority changes.
  • Enforce strict passenger securement protocols, including the safe operation of ADA wheelchair lifts, ramps, lap/shoulder belts, and specialized mobility lock-ins.
  • Direct the preventive maintenance, servicing schedules, licensing, registration, fueling, and detailing for all MVT fleet assets (including Ford Transit 250 wheelchair-accessible vans and fleet support vehicles).
  • Review daily driver documentation, including mileage, fuel records, participant pick-up/drop-off manifests, and electronic trip logs.
  • Act as an operational liaison to the PACE Interdisciplinary Team (IDT), ensuring participant condition changes, behavioral notes, or home safety observations observed by drivers are communicated immediately.

Facilities Operations & Preventive Maintenance (High Desert PACE)

  • Direct comprehensive preventive maintenance (PM) schedules for building infrastructure, including HVAC, mechanical, electrical, plumbing, water storage/filtration, and emergency generator systems.
  • Oversee internal hand-on repairs and maintenance tasks performed by the Facilities Maintenance Technician (e.g., lighting, hardware, basic plumbing, minor carpentry, and patch/paint).
  • Manage the Building Automation System (BAS), electronic door access controls, security alarms, and fire life-safety suppression systems.
  • Ensure proper upkeep and servicing of commercial kitchen and day center appliances.

Environmental Services & Infection Prevention (High Desert PACE)

  • Direct center-wide sanitization, terminal cleaning, and waste handling operations in full compliance with CDC, Title 22, and PACE infection control standards.
  • Ensure continuous high-touch disinfection throughout participant day rooms, clinical exam areas, physical therapy clinics, and restrooms.
  • Supervise biomedical, biohazardous, and regular waste disposal according to California medical waste management protocols.
  • Maintain SDS inventories, chemical safety controls, and adequate par levels of all housekeeping, sanitization, and facility supplies.

Vendor Oversight, Regulatory Compliance & Emergency Management

  • Manage external contractor partnerships and service agreements across both facility systems (HVAC, fire alarm, pest control) and fleet operations (commercial mechanics, tire providers, tow services, camera/telematics vendors).
  • Maintain complete compliance and inspection documentation for all local, county, state, and federal audits (CDPH, CMS, Cal/OSHA, California CHP/DOT, and local Fire Marshal).
  • Serve as the primary on-call coordinator for building and fleet emergencies after hours, on weekends, or during holidays (e.g., alarm triggers, property damage, accidents, or transit breakdowns).
  • Assist the Director of Human Resources in planning and managing operating and capital budgets for facilities, EVS, and transportation logistics.

Education & Experience

  • Education: High school diploma or equivalent required; Associate or Bachelor’s Degree in Business, Facilities Management, Logistics/Supply Chain, or related field preferred.
  • Experience:
  • Minimum of 3–5 years of combined experience in commercial facilities maintenance, building operations, and/or fleet transportation logistics.
  • At least 2 years in a direct supervisory or leadership role managing cross-functional teams.
  • Experience within a healthcare system, ambulatory care center, PACE program, or senior care environment strongly preferred.
  • Licensure & Certifications:
  • Valid California Driver License with a clean, insurable driving record (DMV printout required). Commercial Driver License (CDL) with Passenger Endorsement is an asset.
  • Basic Life Support (BLS) and First Aid certification (or ability to obtain within 30 days of hire).
  • OSHA 10-Hour or 30-Hour General Industry certification preferred.

Skills & Abilities

  • Solid technical understanding of building physical systems (HVAC, plumbing, electrical, BAS) alongside fleet management best practices.
  • Thorough knowledge of passenger transit safety, ADA accessibility requirements, and wheelchair securement equipment.
  • Proven leadership ability to mentor, motivate, and manage field-based drivers, technical technicians, and environmental services teams.
  • Exceptional customer service, communication, and interpersonal skills, marked by genuine empathy and patience for frail elderly participants and their families.
  • Strong technological proficiency with fleet tracking software (telematics), electronic work order systems, and Microsoft Office Suite (Word, Excel, Outlook).
  • Capability to handle physical workloads, lift up to 50 lbs., and assist participants with mobility limitations.
  • Strong organizational judgment, crisis management skills, and availability to respond to after-hours operational or facility emergencies.

Working Conditions

  • Work involves almost constant exposure to unusual elements, such as extreme temperatures, toxic chemicals, biohazardous materials, dirt, dust, fumes, smoke, and/or loud noises.
  • Extensive physical activity. Requires strenuous physical work; heavy lifting, pushing, or pulling required of objects over 50 pounds.
