Project Program Manager (Inst)Job Summary:
The University of Wisconsin Police Department (UWPD) is seeking a dynamic and collaborative professional to lead the planning, development, and implementation of a new Real-Time Information Center (RTIC). This two-year project position offers a unique opportunity to build a critical public safety capability from the ground up while helping shape the future of technology-enabled policing, intelligence sharing, and operational decision-making across the university community. Based on organizational needs, project outcomes, and available funding, this position may have the opportunity to transition into a permanent role in the future.
Reporting to the Captain of Planning and Development, this position serves as the lead for the planning, development, and implementation of the University of Wisconsin Police Department's Real-Time Information Center (RTIC). The incumbent will be responsible for establishing the RTIC's strategic vision, operational framework, governance structure, and technology roadmap. Working closely with UWPD leadership and key stakeholders across patrol, investigations, communications, records, information technology, access control, video management systems, and campus partners, this position will coordinate the development of processes, partnerships, and technology solutions that enhance situational awareness, intelligence sharing, and public safety operations. The successful candidate will play a critical role in determining how real-time information and emerging technologies can best support UWPD's and UW-Madison campus’s mission and long-term operational and safety objectives.
This role will oversee all phases of RTIC development, including strategic planning, stakeholder engagement, technology evaluation and implementation, vendor and contractor management, budget development, policy and procedure creation, facility planning, and operational readiness. The position will create and maintain comprehensive project plans, establish timelines and performance measures, monitor risks and deliverables, manage change control processes, and provide regular progress reports and strategic recommendations to executive leadership and stakeholders.
The Project Manager will lead efforts to identify and implement technology solutions such as camera networks, computer-aided dispatch (CAD) integration, GIS mapping, drone integration, analytics platforms, records management systems, and intelligence-sharing tools. Additionally, the position will develop operational policies, governance structures, privacy compliance frameworks, staffing models, and training programs necessary to support long-term RTIC operations.
A key component of this role will be building strong partnerships across campus and with local, state, federal, and regional public safety agencies to enhance information sharing and collaborative response capabilities. The successful candidate will also lead organizational change management efforts to ensure successful adoption of RTIC technologies, workflows, and intelligence-led public safety practices.
The ideal candidate will possess exceptional project management, communication, strategic planning, and relationship-building skills, with the ability to coordinate complex initiatives involving multiple stakeholders, competing priorities, and emerging technologies. This position offers a rare opportunity to design, implement, and potentially lead a transformative public safety program that will support UWPD operations for years to come.
