Under general supervision of the Tribal Child Welfare Director, the Tribal Child Welfare Assistant Director is responsible for coordination of all ICWA, Title IV-E or Social Welfare related programs provided by the Tribe. The Assistant TCW Director organizes and provides guidance for department operations, functions, and activities, services and Managers. The Assistant Director will develop policies and operating procedures designed to ensure high quality administrative capacity. The Assistant Director works closely with Office of Tribal Attorney.1. Coordination of ICWA compliance and Title IV-E Department program requirements. Provides guidance for these departmental programs and components.
2. Responsible for planning and tracking case staffing and Title IV E transfer eligibility.
3. Working with Director, Managers and the Division to develop five-year strategic plan for the department.
4. Apply all governmental statutes, regulations, transmittal notices and memorandum pertaining to implementation of the Tribe's ICWA and Title IV E.
5. Administer plans consistent with the overall mission of the Tribe's Child Welfare program.
6. Development of short- and long-term goals and objectives.
7. Provides training and access for necessary systems and procedures to assure implementation of program coordination.
8. Oversee the implementation activities for all Department programs.
9. Participation in various meetings of special committees to obtain guidance, provide leadership and coordinate the activities of these groups to the best interest of the Tribe and the Department.
10. Coordinates administrative organization for the Department in close collaboration with ICWA Manager and Title IV E Manager with the overall Tribal Administrative organization plan.
11. Assists in the development of policy and prepares information to be considered in the administration of policy.
12. Maintains effective professional working relationships with staff to ensure effective delivery of services.
13. Maintains a close working relationship with necessary tribal departments and other agencies to complement the needs of Tribal members.
14. Performs other related duties as assigned.1. G11: Bachelor’s degree in related field with four years of job specified experience.
2. G12: Bachelor’s degree in related field with five years of job specified experience.
3. Employees must be willing to acquire any special certifications or attend any training that is determined to be relevant or become required of the position in the future.
4. Candidates with equivalent combinations of education, training and experience will be considered.

MINIMUM QUALIFICATIONS:

1. Two of the five years’ job specific experience must be in management specific to ICWA and or Title IV E programming.
2. Demonstrated experience with and understanding of federally funded programs, particularly as they relate to Native Americans.
3. Experience with implementing grant-funded programs.
4. Ability to communicate effectively, both orally and in writing.
5. Recognition that in order to serve Yurok People one must know as much as possible about Yurok history, culture and values.Performs the full range of supervisory duties and responsibilities. Plans work of subordinates based on priorities, nature of assignment as assigned by TCW Director. Develops work performance plans and evaluates the performance of subordinates. Provides advice, instruction, and guidance to subordinates on work and administrative matters. Effects disciplinary actions and determines developmental training needs of employees. Supervises subordinate employees including assigning and reviewing work, evaluation performance, training, taking necessary disciplinary action and making hiring and termination decisions with the TCW Director. Use and promote a team approach to management and ensure accountability throughout the workplace.

CONDITIONS OF EMPLOYMENT:

4. Valid state issued driver’s license and/or the ability to obtain a California driver’s license. Must be insurable on the Tribe’s insurance policy.

This position requires compliance with the Indian Child Protection and Family Violence Prevention Act Public Law 101-630; 25 Code of Federal Regulations Part 63 - Indian child Protection and Family Violence Prevention; Crime Control Act of 1990, Employee Background Checks; and Executive Order 12968, Adjudicative Guidelines.
7. Position could require travel and occasional work outside of regular work schedule.
