Description
The City of Naperville seeks a Community Grants Manager who will be responsible for the administration and oversight of the Community Development Block Grant (CDBG) Program, and Social Services Grant (SSG) Program for the City of Naperville. CDBG responsibilities include program planning and design, compliance, financial management, citizen participation, contract administration, and subrecipient monitoring. The Community Grants Manager is also responsible for preparing the Consolidated Plan, Annual Action Plans, and Consolidated Annual Performance and Evaluation Report (CAPER), as well as other reports required by the Department of Housing and Urban Development (HUD). SSG responsibilities include coordinating the application, review, and award processes.
- Coordinates the application, review, and award processes for annual SSG programs.
- Reviews grant applications and supporting documents submitted by organizations for completeness, appropriateness, and adherence to City requirements, and orders revisions where necessary.
- Administers the CDBG Program to ensure compliance with federal funding and disbursement laws.
- Prepares the Consolidated Plan and Annual Action Plans.
- Analyzes demographic and other data to determine program goals and priorities.
- Prepares and oversees execution of sub-recipient contracts and grant agreements.
- Maintains the HUD Integrated Disbursement and Information System (IDIS) and reconciles accounts with the City.
- Verifies funding is received and accurately disbursed by the City.
- Prepares and maintains records, documents, and required reports documenting CDBG Program operations including sub-recipient activities and expenditures.
- Monitor compliance with Davis-Bacon and other labor requirements.
- Performs on-site inspections as needed.
- Facilitates the annual review of sub-recipient funding applications.
- Monitors sub-recipients and works with City agencies to ensure timely completion of program activities.
- Drafts agenda items for the City Council related to grant program awards and the CAPER.
- Performs all other duties as assigned.
- Bachelor’s degree in public administration, business administration, planning, accounting, or related field.
- Two or more years of HUD/CDBG and IDIS experience.
- Valid State of Illinois Driver’s License.
- Master’s degree in related field preferred.
