Job Description:
Parsons is looking for an amazingly talented Senior Quality Control Specialist – Construction to join our team!
Senior QC Specialist – Construction represents a PIF-backed national master developer in leading owner-side quality control oversight across multiple construction packages. The role is accountable for ensuring that all construction activities, materials, installations, and testing comply with:
IFC drawings and approved shop drawings
Project technical specifications
Contractual quality requirements
Regulatory codes and authority standards
This position provides senior field authority, manages QC inspectors (where assigned), monitors contractor QC performance, drives defect prevention strategies, and ensures structured reporting of quality risks to senior leadership. The role balances hands-on inspection leadership with package-level quality control management.
What You'll Be Doing:
Owner-Side QC Leadership
Lead QC oversight across multiple work packages or zones.
Establish inspection priorities based on risk and construction sequencing.
Ensure contractor adherence to approved Inspection & Test Plans (ITPs).
Intervene in cases of critical non-compliance impacting safety, cost, or schedule.
Act as primary owner-side QC authority during high-risk activities and milestone inspections.
Construction Inspection & Verification
Oversee and validate inspection of:
Structural and concrete works
Reinforcement & embedded elements
Waterproofing systems
Façade installations
Architectural finishes
Infrastructure & utilities
and ensure:
Compliance with approved materials and submittals
Proper sequencing and readiness before inspections
Adequate testing coverage and documentation traceability
Proper closure of hold and witness points
Contractor QC Governance
Assess contractor QC organizational structure and staffing adequacy
Review contractor inspection logs and quality reports
Conduct surveillance audits of contractor QC systems
Identify recurring workmanship failures and systemic weaknesses
Enforce accountability for repeated non-conformances
NCR, Defect & Corrective Action Management
Issue and review significant NCRs
Evaluate contractor root cause analyses and corrective action plans
Lead re-inspections for major quality deviations
Monitor trend data to identify recurring risks
Ensure robust defect management prior to sectional and final handover
Pre-Handover & Commissioning Oversight
Lead pre-handover quality inspections
Verify punch list closure and readiness for client/authority inspection
Validate as-built documentation completeness
Confirm commissioning documentation compliance (where applicable)
Risk Identification & Escalation
Identify emerging quality risks before impact to cost or schedule
Provide structured early warning reports to the Quality Director
Participate in Management Review Meetings with data-driven insights
Recommend preventive measures for high-risk construction activities
Training, Knowledge & Awareness (Senior Level Ownership)
Develop and deliver periodic QC awareness sessions to project teams
Mentor and technically guide QC inspectors and junior engineers
Conduct focused workshops on recurring defect trends
Support contractor capability improvement where systemic gaps exist
Promote lessons learned dissemination across packages
Provide technical input to the Quality Training Matrix
Encourage proactive quality culture across site teams
What Required Skills You'll Bring:
Bachelor’s degree in Civil Engineering or related discipline
15+ years of construction quality control experience
Minimum 5 years in senior or lead QC capacity
Experience on large-scale residential or mixed-use master developments
Developer-side or PMC experience strongly preferred
ISO 9001 Internal Auditor certification desirable
Professional membership (CQI, ASQ, or equivalent) advantageous
