Description
The City of Roanoke is seeking an experienced employee to supervise and participate in the work of a 3–5 person crew within the Transportation Division. The primary responsibilities of this position are special event traffic control setup and tear-down and the maintenance of the City’s Vision Zero infrastructure. The position will also assist with traffic markings, signs, and other traffic operations within the public right of way as needed.
This position will serve as the primary operational point of contact for the City’s Special Events Coordinator. Responsibilities include reviewing approved special event traffic control plans, coordinating necessary staffing and equipment, and leading the setup and tear-down of barricades, signs, and other traffic control devices in accordance with the approved event plan. The position will help ensure special event traffic control needs are completed safely, accurately, and on schedule.
The position will also be responsible for the maintenance and repair of Vision Zero infrastructure throughout the City. Responsibilities include inspecting and maintaining flexible delineators, traffic calming devices, pavement markings, signage, and other safety improvements; identifying maintenance needs; coordinating and completing repairs and replacements; and maintaining accurate records of work performed.
This position assists with coordinating and scheduling daily work assignments and works closely with the Traffic Operations Supervisor to ensure departmental priorities are completed efficiently. Additional responsibilities include operating a long-line striping truck, installing and maintaining traffic markings and signs, and performing other related traffic operations duties as needed.
The position is responsible for maintaining accurate daily, weekly, and monthly spreadsheets and records associated with assigned operations. Responsibilities also include creating, updating, and closing work orders within the City’s asset management database. The role requires regular use of computers, iPads, Microsoft, Excel, and other electronic systems used to document and manage work activities.
The role requires operation of heavy and light equipment for snow removal and assistance with other emergency operations, including some nights and weekends as needed. The position will also participate in the rotating emergency barricade on-call schedule.
A high school diploma or general education degree (GED), along with two to three years of experience with traffic control, traffic markings, signs, or related work, or an equivalent combination of education and experience, is required. Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD) is required. A VDOT-recognized Intermediate Work Zone Traffic Control Certification is also required. The regular work schedule will be Tuesday through Saturday, with Saturday scheduling remaining flexible to accommodate special events and other necessary traffic operations. Additional schedule flexibility may be required based on the timing and needs of special events. A valid Class B CDL is required or must be obtained within six months of hire.

Participates in the work of a crew engaged in a variety of maintenance, construction, and utilities activities. Performs skilled work in the operation or repair of several types of motorized equipment or maintenance of facilities and/or equipment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Discuss job requirements and receives detailed instructions from supervisor
Inspects work in progress to ensure conformance with instructions
Makes and adjusts work assignments
Requisitions necessary equipment and materials
Maintains accurate log sheets and checklists
Operates tractor trailer, street sweeper, bulldozer, heavy front-end loader, crane and chipper, excavator, large motor grader in leveling ground surfaces, street and construction repair
Operates heavy and light equipment in snow removal
Inspect new and existing stormwater infrastructure using an onboard computer system to remotely operate a camera and tractor system and overlay information on screen, to be recorded on a laptop for later printing and importing into an asset management database.
Diagnoses, adjusts, repairs and services a wide variety of medium and heavy automotive and specialized equipment including diesel or gasoline engine equipment, air compressors, pump apparatus and aerial truck hydraulic systems
Makes repairs and renovations to fields and grounds including mowing, mulching, aeration, grading, seeding, and sodding
Requisitions parts and materials used in the repair of motor equipment
Inspects equipment for proper safety and ensures that truck is equipped with all necessary equipment for the day's assignment (i.e. water cooler, fist aid kit, safety flares, etc)
Performs journey-level trades work in one of the following areas: carpentry, HVAC, electrical, plumbing, and/or welding
Performs carpentry work, building cabinets, benches, barricades, and other items
Trains and instructs subordinates
Assists with special events, snow removal and other emergency tasks, including some nights and weekends, as needed
Knowledge of pertinent rules and regulations, guidelines, safety orders, departmental operating procedures and safety regulations sufficient to insure that work is performed in compliance with applicable law.
Enforces sound safety and housekeeping practices.
Follows safety rules/procedures; avoid known hazards in the work environment.
Reviews safety procedures before beginning each job with known hazards.

May be required to wear some type of respiratory protection in the performance of their duties
SUPERVISORY RESPONSIBILITIES
Will supervise in the absence of the Maintenance Technician IV Crew Lead, in accordance with the organization's policies and applicable laws.

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED) and three to five years experience and/or training in the trades area assigned; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to communicate effectively orally and in writing.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS
Depending on area of assignment, may require possession of appropriate class A, B or C commercial driver's license with specific endorsements. May require journey-level license in an area of skilled trades. May be required to qualify for certification as a State Inspector.
