Overview


Tanaq Management Services (TMS) delivers professional, scientific, and technical services and information technology (IT) solutions to federal agencies in the health, agriculture, technology, and other government services. TMS is a subsidiary of the St. George Tanaq Corporation, an Alaskan Native Corporation (ANC) committed to serving Federal customers while also giving back to the Tanaq native community and shareholders.


About the Role


We are seeking an IT Project Manager to support the National Center for Immunization and Respiratory Diseases (NCIRD) at the Centers for Disease Control and Prevention (CDC). The IT Project Manager will assist with Capital Planning and Investment Control (CPIC), Enterprise Performance Life Cycle (EPLC), Information Technology (IT) Governance, IT management, reporting and compliance activities. These services support NCIRD's management of IT investments and ensure compliance with CDC and HHS policies, procedures, and guidance.


The IT Project Manager will provide programmatic, analytical, technical, and administrative support for NCIRD CPIC, EPLC, governance, and IT management activities. They will support NCIRD in monitoring IT investments, maintaining compliance with OMB CPIC requirements and HHS EPLC requirements, performing portfolio analysis, developing reports, and providing consultation, training, and program support for managing IT investments.


This is a hybrid remote position based in Atlanta, Georgia. In-person attendance may be requested for in-person team meetings and other required in-person events such as trainings, project specific related activities, etc. This position is contingent upon contract award.


Responsibilities

  • Provide project management necessary to support the NCIRD information technology (IT portfolio) and related IT activities. This support includes collecting, processing, analyzing, monitoring, and reporting information related to governance, program and project management, Capital Planning and Investment Control (CPIC), and Enterprise Performance Life Cycle (EPLC).
  •  Provide support to NCIRD leadership, governance bodies, business stewards, technical stewards, project managers, investment owners, and the NCIRD CPIC Team in executing IT portfolio management, IT program management, IT project management, and IT governance responsibilities ensuring compliance with CDC CPIC and EPLC requirements.
  • Guide, consult to, and support NCIRD leadership, programs, offices, project teams and related stakeholders with addressing policies, processes, procedures, and best practices related to IT portfolio, program, and project management. These IT management activities include, but are not limited to, CPIC and EPLC requirements and data calls.
  • Support strategic planning discussions related to NCIRD IT portfolio, track organizational deliverables and milestones related to NCIRD IT portfolio, provide analytical and administrative support for activities related to NCIRD IT portfolio, consult and advise on creation of project, program, and portfolio management.
  • Consult and advise on responding to data calls about the IT portfolio from OMB, HHS, CDC, and GAO (Government Accountability Office), maintain tracking tools and status reports related to NCIRD IT portfolio, review and validate system information in CDC enterprise systems inventory, monitor data quality and resolve discrepancies in CDC enterprise systems inventory.
  • Monitor project costs, schedules, and performance data for NCIRD IT investments. Track project milestones and deliverables from project team developing, configuring, and maintaining NCIRD IT investments, monitor project cost, schedule, and performance data; identify schedule variances and risks related to IT projects and provide recommendations for corrective actions; and prepare cost and schedule reports for management review.
  • Conduct EPLC consultations with project teams to determine applicable lifecycle requirements, including identifying appropriate EPLC stage gates and documentation requirements. Monitor NCIRD project compliance with CDC EPLC policies and procedures, track lifecycle decisions and required documentation, as well as project milestones and deliverables.
  • Coordinate operational analysis (OA) activities for NCIRD IT investments; collect, validate, and analyze required OA data; develop OA reports and supporting documentation; track OA completion and submission status. Develop, review, and maintain artifacts and documentation for NCIRD IT management tools.
  • Maintain NCIRD governance charter; coordinating charter review and changing management processes as needed. Coordinate IT governance reviews with governance chairs and other points of contact, including scheduling meetings and coordinating logistics with governance chairs. Draft agendas, briefing materials, and other support documentation with governance chairs, document governance meeting discussions and decisions; prepare and distribute governance meeting minutes; track action items and decisions from IT governance reviews and report decisions of governance to IT portfolio management groups. Provide status reporting on pending and completed gate reviews.
  • Develop, update, and maintain Standard Operating Procedures (SOPs) supporting CPIC, EPLC, governance, and portfolio management activities, recommend process improvements to increase efficiency and compliance for to IT management policies, processes, and other requirements.
  • Develop guidance materials, job aids, and training resources, provide IT investment management and IT governance training to NCIRD staff, including training on CPIC and EPLC as well as develop and disseminate communications related to governance, compliance, and portfolio management activities.

Requirements


Required Skills and Experience

  • Prior experience and knowledge of industry and government best practices on IT project management performing similar senior level IT technical work at CDC is highly desired.
  • Prior knowledge of industry and government IT programs and portfolio management best practices as well as developing Standard Operating Procedures documentation.
  • Minimum 5 years of proven experience providing project management services in support of Information Technology (IT) and Business requirements required.
  • Minimum 5 years as Project Manager at CDC is strongly preferred, including assurance of compliance with CDC Enterprise Performance Life Cycle process and experience with CDC Security Assessment & Authorization.
  • Superior customer interface skills with emphasis on customer communication within a matrix environment.
  • Team oriented with the ability to collaborate with various stakeholders.
  • Excellent verbal and written communication with special attention to detail in documentation.
  • Ability to deliver on time and on budget.
  • Skilled in risk management.
  • Ability to obtain government clearance required. Ability to obtain Tier 2S with Subject Interview Clearance may be required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.


Education and Training

  • Bachelor’s degree with at least 5 years of related experience.
  • PMI Project Management Professional (PMP) is preferred.


Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer. 
  • May need to lift up to 25 pounds occasionally.
