Description

Under the general supervision and direction of the Public Works External Operations Manager, performs a variety of advanced professional administrative and management support duties, and supervises the functions and staff of the Airport Section of the Public Works Department. 

FLSA status: Exempt.

• Performs a variety of administrative, supervisory, and technical activities associated with the operation of the City's airport
• Responsible for developing and participating in the implementation of the goals, objectives, priorities, and budget for the airport
• Resolves complaints and develops solutions to tenant and visitor problems
• Seeks ways to streamline work processes and manage costs
• Works collaboratively with tenants, operators, Libby Army Airfield, and other stakeholders to provide quality customer service, improve operations, and ensure airport                 security
• Leads the preparation, submission, and administration of all federal and state grants and required reports associated with airport operations, including the preparation of the     annual Airport Capital Improvement Plan
• Monitors and evaluates the efficiency and effectiveness of service delivery methods, policies, and procedures associated with the Sierra Vista Municipal Airport.
• Identifies, analyzes, and makes recommendations regarding expansion opportunities, new tenants, and capital improvements at the airport.
• Monitors, evaluates, and ensures compliance with federal, state, and local regulations including but not limited to the federal and state departments of transportation and the    Federal Aviation Administration (FAA). 
• Participates in the development and implementation of capital improvement programs and master plans for the airport.
• Makes recommendations to management regarding the marketing of airport services and amenities. 
• Plans, directs, coordinates, and reviews the work plan for airport staff. 
• Meets with staff to identify and resolve problems; assign work activities and projects; monitor work flow; evaluate work products, methods, procedures, and performance; set    performance goals; counsel employees and arrange appropriate training; and forecast additional funding needs for staff, equipment, materials, and supplies.
• Interviews and recommends candidates for hire. 
• Serves as a liaison for the Sierra Vista Municipal Airport with other City departments, divisions, and outside agencies; prepares and presents staff reports and other                     correspondence; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to programs, policies, and procedures;             provides information and reports to management through written correspondence and presentations; represents Vista Transit with organizations such as the Arizona Airports   Association (AZAA)
• Provides support for Economic Development such as business attraction and compatible land use planning around the airport.
• This position is required to be available for emergency call-outs related to operations at the airport.Knowledge of: 
• Municipal operations, functions, policies, and procedures 
• Principles and practices of grant administration 
• Principles, practices, and methods of municipal budget development and administration 
• Principles and practices of public and business administration 
• Principles and practices of transportation planning 
• Federal, state, and local regulations pertaining to the operation, security, safety, and emergency procedures of a joint-use and general aviation airfield.
• Aviation fuel testing and dispensing guidelines.
• Asset management, including renovation and replacement options for airport vehicles and equipment.
• Administrative and maintenance programs, including the ability to evaluate effectiveness.
• Computer operations, spreadsheets, databases, and word processing programs.
• Federal grant application procedures and compliance.
• Airport management, planning, operation, and evaluation. 

Skill in: 
• Employee supervision, including the ability to monitor performance, provide leadership, and motivate staff 
• Selection, training, and evaluation of staff 
• Recommendation and implementation of goals, objectives, and practices for providing effective and efficient public services 
• Delivering public presentations to stakeholder groups 
• Communicating effectively, orally and in writing
• Performing administrative work requiring the use of independent judgment and personal initiative 
• Developing, implementing, and monitoring budgets
• Creating, interpreting, training, and explaining policies and operating procedures related to airport operations. 
• Establishing and maintaining effective working relationships with City staff, outside agencies, and the public
• Grant writing, administration, and reporting 


Qualifications:
Bachelor's degree* in a discipline relevant to the position AND 3 yrs of relevant administrative, management, or operational experience. 

Master’s degree preferred.
Five (5) years of municipal and public works experience (preferred,  
Supervisory and direct customer service experience preferred.
Must be able to lift 50 pounds occasionally. 
A valid Arizona driver's license is required.
