Job Description

POSITION OVERVIEW

The Project Manager, Data fulfills a federally mandated role under IDEA Part C, supporting the SoonerStart program through comprehensive data oversight and analysis.  This position manages the statewide data system contract and ensures its alignment with federal and programmatic requirements under 34 CFR § 303.  The role includes coordination of federally required data submissions, development of federal/state reports, and identification of targeted technical assistance needs based on data outcomes. 

Please note: This role requires a consistent, in-person presence at the designated workplace in Oklahoma City, Oklahoma, with no remote, telecommuting, or hybrid options.

• Data Leadership: Lead all federally required Data Manager responsibilities for SoonerStart, ensuring full compliance with 34 CFR § 303.700. Oversee statewide data system operations to ensure functionality, accuracy, and alignment with federal and programmatic requirements.
• System Oversight: Maintain and monitor statewide data systems to ensure they capture required program data. Troubleshoot technical and operational issues, uphold system integrity, and implement FERPA‑compliant procedures for secure data collection and management.
• Analytics Reporting: Develop and maintain meaningful analytical reports that reflect all services delivered. Analyze complex datasets, identify discrepancies, interpret findings, and communicate results that directly impact federal performance determinations and program improvements.
• Interagency Relations: Establish and maintain data‑sharing agreements with partner agencies and organizations. Foster collaborative partnerships to support SoonerStart’s data goals and represent the program at meetings, conferences, and professional events as needed.
•  Staff Support: Lead and manage training, technical assistance, and daily support for state and local personnel using the data system. Provide guidance on best practices, data integrity, and effective use of reporting tools to improve service delivery.
• Training Assistance: Coordinate and deliver targeted training for district staff focused on data quality, system use, and compliance. Offer ongoing technical assistance to help teams address challenges and strengthen reporting accuracy.
• Data Reporting: Prepare and submit all federally mandated reports, including child count, settings, exiting, Annual Performance Report (APR), State Systemic Improvement Plan (SSIP), and dispute‑resolution reporting. Clearly articulate performance outcomes to federal, state, and local stakeholders.
•  Federal Compliance: Support the development of the APR and SSIP submitted annually to OSEP. Accurately apply IDEA Part C regulations and the Oklahoma Early Intervention Act to guide data procedures and decision‑making.
• Quality Assurance: Participate in and support audits, evaluations, and improvement planning. Collaborate with district teams to implement corrective actions and promote ongoing program quality and compliance.
• Presentations Outreach: Deliver data presentations to internal and external audiences upon request, translating technical information into accessible insights that support informed, data‑driven decision‑making.
• General Duties: Perform additional responsibilities as assigned to support effective management, accuracy, and strategic use of SoonerStart program data.
  

MINIMUM QUALIFICATIONS

• Bachelor’s degree in computer science, mathematics, business, policy analysis or related field [official transcripts required upon hire]; OR
• Two (2) years of experience within the SoonerStart program;
• Proficiency in Microsoft Excel (minimum intermediate level).

 

SPECIAL REQUIREMENTS

• Applicants must be currently authorized to work in the United States on a full-time basis without sponsorship;
• Successful completion of a pre-employment background check;
• Must possess a valid driver’s license from a U.S. state or territory to perform necessary job-related travel.
• Less than 10% in-state/out-of-state travel may be required.   

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Location:  Oliver Hodge Building, Oklahoma City, Oklahoma

       Physical Demands include:

o    Ability to stand, reach, and bend 50% of the time;

o    Operates a computer and other office productivity machinery, such as a calculator, copy machine/printer, and office telephone 75% of the time;

o    Ascends/descends stairs 25% of the time;

o    Ability to lift to 25 lbs;

       Cognitive Requirements:

o    This role requires clear and accurate communication, strong analytical skills, and the ability to evaluate information and make timely decisions.

o    Sustained focus and attention to detail are essential, along with memory retention of policies, procedures, and facts over various time frames.

o    Adaptability and mental flexibility are also necessary to handle changing information, work conditions, and unexpected challenges.
