Under limited supervision of the Building Official, this position performs highly responsible administrative, supervisory and technical work dealing with customer services.  The employee is also responsible for assisting the Building Official in the supervision and managing of personnel within the Building Division.   Acts as the Building Official in the absence of the Building Official.  Reports to the Building Official.

EDUCATION/CERTIFICATIONS/EXPERIENCE

  • Graduation from an accredited High School or GED equivalent.
  • Two (2) years of Supervisory or Management Experience.
  • Certified by BCAIB as a Building Code Administrator.
  • Certified by BORA within one of the following qualifications (BORA Code Section 104.1.3.1):
    • (BORA Code Section 104.1.3.1.1) A Florida Registered Architect or Florida licensed Professional Engineer having practiced for at least seven (7) years, a minimum of five (5) years shall have been within the jurisdiction of the HVHZ    OR
    • (BORA Code Section 104.1.3.1.2) Ten (10) years combined experience as a General Contractor, Chief Inspector, Standard Plans Examiner or Standard Inspector appointed by an AHJ or school board within the State of Florida. A minimum of five (5) years shall have been within the jurisdiction of the HVHZ.
  • At least two (2) years’ experience appointed to position of Chief Inspector, Standard Plans Examiner or Standard Inspector by an AHJ or school board within the State of Florida.
  • Current Certificate of Competency or a Professional Engineer license or Architect registration issued by at least one (1) of the following entities:
    • Florida Construction Industry Licensing Board as a General Contractor, Mechanical Contractor, or Plumbing Contractor
    • Florida Electrical Contractors Licensing Board as an Electrical Contractor
    • Broward County Central Examining Board of Building Construction Trades (As Class "A" Unlimited GC)
    • Broward County Central Examining Board of Electricians as a Master Electrician and/ or Electrical Contractor
    • Broward County Central Examining Board of Mechanical Contractors and Specialty Mechanical Contractors as a Mechanical Contractor or Class A Air Conditioning Contractor
    • Broward County Central Examining Board of Plumbers as a Master Plumber
    • Miami-Dade County Construction Trades Qualifying Board (For any of the above-referenced disciplines)
    • Florida Board of Architecture and Interior Design
    • Florida Board of Professional Engineers
  • Possess or be able to obtain certification as an Assistant Building Official by BORA within ninety (90) days of hire or be able to obtain one by the date of hire. 
  • Possess or be able to obtain certification as a Chief Structural Inspector by BORA within ninety (90) days of hire. 
  • Possession of a valid Florida driver’s license with an acceptable driving record.

Please Note:

  • Required certifications must be kept current to continue employment in this classification.
  • (BORA Code Section 104.1.3.4) An applicant for Certification as Building Official or Assistant Building Official under the provisions of this section may only substitute two (2) years HVHZ experience with two (2) years of statewide experience by passing the BORA HVHZ exam.
  • (BORA Code Section 104.1.3.5) An applicant for Certification as a Building Official or Assistant Building Official under the provisions of this section who is a graduate from an accredited school holding a Bachelor or Associate of Science Degree in Engineering, Architecture or Building Construction from an accredited school may be credited for a maximum of two (2) years for Bachelor’s Degree or a maximum of one (1) year for an Associate’s Degree towards the combined experience requirements. This credit is not acceptable towards the requirements under section 104.1.3.1.1.

Oversees customer service to ensure that all services are conducted efficiently and effectively.  Assist customers with complex development issues and conducts investigations and inquiries into customer service-related incidents.

 Assist in the oversight of Building Division personnel through direct or delegated supervision of Structural, Plumbing, Electrical, and Mechanical programs, ensuring adherence to established laws, regulations, policies, procedures and standards; assists and advises subordinates, as necessary, resolving problems as non-routine situations arise; reviews, develops and implements policy and procedures, as necessary, to improve Division efficiency; reviews various reports, including activity logs, and approves actions or makes recommendations as to procedure.

 Conducts field audits of inspection quality.

 Makes recommendations to the Building Official for routine personnel matters affecting subordinates, including interviewing applicant, hiring, assigning, scheduling, promoting, disciplining, terminating, etc., preparing and submitting various reports and records as required by Town management; ensures subordinates receive training as required by assignments and designated career paths.

 Enforces Florida Building Code and related federal, state, county and/or Town ordinances and regulations governing minimum standards and requirements for construction, alterations, repairs and materials used; interprets building code and related ordinances and regulations for architects, engineers, building owners and contractors; implements and oversees compliance with the 40 Year Building Safety Inspection Program.

 Assists the Building Official in development of annual budget proposals, providing Building Division revenue and expenditure projections; assists in administrative oversight of expenditures, including approving division expenditures.

 Represents Town in legal actions as expert witness for building code interpretation; prepares or delegates preparation of legal action in cases of building code violations for Unsafe Structure Board, Code Enforcement Board or designee, and courts; prepares and presents cases as prosecutor before Unsafe Structure Board in accordance with provisions of the South Florida Building Code.

Receives and investigates complaints pertaining to conduct of Division personnel, programs, procedures, etc., interviewing various parties and reviewing available reports, and preparing verbal and/or written responses and recommendations, as appropriate; receives and responds to praise for Division personnel, activities, programs, etc., ensuring appropriate recognition of parties involved.

 Attends meetings and/or public gatherings as representative of the Building Division to cultivate favorable public relations and/or to explain activities and functions of Division.

Performs necessary research and compiles data for special projects and reports, as necessary or as assigned, ensuring completion by specified deadlines and in accordance with defined goals and objectives; monitors ordinances and standards for continuity and applicability to current construction and/or industry conditions.
