Overview & Responsibilities
The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools.
As part of its technical assistance, EU-GOJUST supports several information and communications technology initiatives that are at different stages of assessment, design, procurement, development, and implementation.
EU-GOJUST seeks to engage an ICT Systems and Digital Solutions Consultant to provide independent technical advice, quality assurance, and implementation oversight for selected ICT initiatives. The Consultant will help ensure that proposed and developed digital solutions are technically sound, secure, and responsive to the operational requirements of institutional partners and intended users.
Under the supervision of the EU-GOJUST Senior Adviser and in close coordination with the IDLO technical team, the UNOPS project management team, and relevant institutional partners, the Consultant will provide technical support for the following initiatives:
- National Justice Information System (NJIS) – provide technical review and advisory support for the Vulnerability Assessment and Penetration Testing (VAPT) consultancy and other NJIS-related engagements, including participation in technical evaluations and review of consultant outputs;
- Justice Zone Community of Practice Portal (Project KAWAD) – review functional, technical, and user requirements and provide advice on platform selection, hosting, system integration, security, accessibility, administration, and maintenance;
- Justice Zone Transparency Board – assess existing requirements and provide recommendations and specifications for possible development, enhancement, deployment, or replication of its physical and digital components;
- Katarungang Pambarangay Knowledge Portal – provide technical oversight for the development of the portal, including review of its information architecture, wireframes, designs, prototypes, testing outputs, and system documentation; and
- Cross-cutting ICT support – review technical specifications, terms of reference, proposals, workplans, reports, and deliverables and provide advice on technical quality, feasibility, sustainability, risks, dependencies, and acceptance of outputs.
The Consultant will also participate, as required, in technical meetings, consultations, demonstrations, testing, validation activities, and procurement evaluations.
Job Requirements
- University degree in Information Technology, Computer Science, Information Systems, Computer Engineering, Software Engineering, Cybersecurity, or another relevant field. An advanced degree or relevant professional certifications would be an advantage;
- At least ten (10) years of relevant professional experience in ICT systems development, systems architecture, software or web development, ICT project management, cybersecurity, digital transformation, or related areas;
- Strong understanding of information systems architecture, application and web technologies, databases, hosting and cloud environments, system integration, cybersecurity, and systems administration;
- Experience working with government information systems, justice-sector ICT initiatives, or digital transformation projects in the Philippine public sector is an advantage;
- Ability to work independently and collaboratively with multidisciplinary and multi-institutional teams.
Terms & Conditions
This consultancy is offered on a deliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. The selected consultant is expected to commence work as soon as possible following contract signing. The Services will be performed home based, for a period of six months from 1 October 2026 – 31 March 2027.
