Description

Quality Assurance is a part of creating and sustaining an agency culture of Continuous Quality Improvement of services being provided to adults, children and families. Transylvania County Department of Social Services, continually evaluates performance and outcomes in order to identify strengths and areas of growth to improve and/or change service delivery in order to achieve higher rates of safety outcomes for these populations.  In doing so, QA and CQI generate focused areas of needed training for staff, supervisors and agency leaders which improves job satisfaction and retention.   QA and CQI ensure the Department is meeting or exceeding legally required mandates in federal, state and county for services.

The primary purpose of the position is to plan with SW PM and administer a Quality Assurance Program across Transylvania County Social Work Programs in order to meet or exceed federal and state outcome measures and overall improve service delivery to families and citizens of Transylvania County.

  • Knowledge of methods and principles of casework supervision, training and administration
  • Extensive knowledge of laws, regulations and policies which govern child welfare and adult services programs, including thorough knowledge of all relevant manual materials, knowledge of after-hours on-call policy and procedures
  • Knowledge of management techniques and styles
  • Extensive knowledge of social work principles, techniques, and their application to specific casework and community problems; knowledge of family centered philosophy and family systems dynamics
  • Knowledge of medical, behavioral, and socio-economic problems and their treatment
  • Ability to supervise, train and direct social workers in various programs
  • Ability to transfer knowledge to staff, particularly to supervisory staff in such a way that it is accepted and utilized, to provide encouragement and support to staff in day-to-day activities as well as crisis situations
  • Ability to be flexible with constant change and maintain professional demeanor under duress
  • Ability to acclimate to new technology 
  • Skills in promoting clear communication, coordination and responsiveness between staff and administration
  • Skills in program evaluation, change theory and implementation science of new practice ideas and models
  • Skills in interviewing and ability to express ideas clearly and concisely and to plan and execute work effectively and skills in creating resources when none are available

Physical Demands

This work is sedentary and requires little to no exertion of force; work regularly requires sitting and using hands to finger, handle or feel, frequently requires standing, speaking or hearing and repetitive motions and occasionally requires walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities.

Work Environment

Work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Master's degree in psychology, social work, education, health, business administration or related human service field. Two years of DSS Social Work experience for the applicable client population preferred; OR a bachelor's degree in one of the fields listed above and three years of experience as indicated above.

Additional Requirements:
  • Valid North Carolina Driver's License
  • Successful completion of SBI background check with required fingerprinting by Sheriff Office. (Instructions issued by HR at pre-boarding)
  • Successful completion of Transylvania County standard background check. (Instructions issued by HR at pre-boarding)
  • Successful completion of drug screening. (Instructions issued by HR at pre-boarding)
