The Opportunity:

As a Risk Management Advisor, you will facilitate and coordinate all aspects of enterprise risk management, operational overwatch, and threat mitigation in support of a United States Special Operations Command (USSOCOM) Joint Task Force (JTF). This position directly supports critical mission sets by collecting, vetting, and analyzing complex data sets to assess and validate risks to personnel, physical assets, utilities, infrastructure, the information environment, and other vital SOCOM strategic priorities.

Responsibilities:

As a Risk Management Advisor, you will be embedded with operational and staff elements to provide continuous risk assessments, threat tracking, and mitigation advisory services. Your in-depth knowledge of Counterintelligence (CI), Foreign Intelligence Entity (FIE) capabilities, and operational security as they apply to each unique operational event or tasking will allow you to seek out, identify, plan for, propose, integrate, and evaluate comprehensive risk management frameworks in support of Special Operations.

Your risk management-focused efforts include:

  • Collaborating with desk officers, operations planners, and key stakeholders to present newly identified or anticipated threat vectors, determining their probability and potential mission impact.

  • Conducting comprehensive Operational Risk Assessments (ORAs) for proposed or ongoing intelligence operations, emerging technologies, and collaborative multi-agency partnerships to identify and counter security vulnerabilities.

  • Analyzing foreign intelligence entity (FIE) threats, adversary tactics, techniques, and procedures (TTPs), and targeting patterns to devise and inform robust defensive measures.

  • Performing detailed vulnerability analyses of internal processes, operational plans, and technical systems to identify potential exposure points that adversaries could exploit.

  • Developing, updating, and implementing standardized operational risk management mitigation processes and protocols to protect sensitive capabilities.

  • Creating and delivering tailored Operational Risk Management briefings and training modules for personnel and operational teams based on their specific roles or mission environments.

  • Partnering with legal, policy, and technical subject matter experts to ensure proposed mitigation strategies are operationally effective, legally compliant, and feasible.

  • Conducting periodic inspections, compliance audits, and program reviews of ongoing activities to ensure that established risk mitigation measures are being strictly adhered to.

  • Monitoring and reporting on organizational compliance with agency, Department of War (DoW), and Intelligence Community (IC)-wide security policies and directives.

  • Tracking the remediation of identified vulnerabilities and policy deviations, ensuring that corrective action plans are completed, verified, and sustainable.

  • Reviewing after-action reports (AARs) from security incidents to identify systemic risks and recommending enhancements to agency-wide policy and training programs.

  • Serving as the primary risk advisor to operational team leaders, project managers, and performance managers, providing recommendations to adjust or pause operational timelines when risk thresholds are exceeded.

  • Preparing and presenting formal risk assessments, findings, and strategic mitigation plans to senior decision-making bodies, commanding generals, and oversight committees.

  • Liaising with counterparts across the Intelligence Community (IC) and interagency to deconflict activities, share best practices, and exchange threat intelligence.

Qualifications:

Required:

  • Current Top Secret / Sensitive Compartmented Information (TS/SCI) security clearance with willingness to submit to a Polygraph examination.

  • Minimum of ten (10) years of combined work-related experience in the risk mitigation, operational security, or counterintelligence career fields, with at least seven (7) years of experience operating within the USSOCOM Enterprise or Interagency equivalent.

  • Demonstrated ability to define complex problems, supervise operational studies, and lead surveys to collect and analyze risk data to provide actionable advice and recommend solutions.

  • Proven analytic leadership and expertise in identifying, planning, developing, and executing analytic production methodologies, tradecraft, and techniques.

  • Demonstrated ability to provide strategic risk advice, technical guidance, and expert briefings to defense planners, policymakers, and senior leadership (e.g., General/Flag Officer level or higher).

  • In-depth knowledge and practical understanding of operational risk management and mitigation, including conducting comprehensive evaluations of operations to implement integrated mitigation strategies.

  • In-depth analysis of HUMINT-related operations, with the capability to coordinate multiple intelligence reports, generate concise executive summaries, and clearly articulate key findings to senior-leader decisionmakers.

  • Ability to work independently with minimal oversight while performing program oversight, collecting security data from business entities, and conducting outreach engagements.

  • Ability to review analytic products and detailed correspondence for cogent arguments, adherence to tradecraft standards, and adequate support for conclusions, including routinely testing the analytic rigor of Foreign Ownership, Control, or Influence (FOCI) studies and evaluations.

Desired:

  • Military or USG formal training and experience in fields such as Operational Risk Management (ORM), operational advisement, risk reduction, and Interagency (IA) / Intelligence Community (IC) coordination and deconfliction.

  • Professional certification in a HUMINT Category One producing course.

  • Experience working with commercial vendors, conducting technology testing, and fielding Commercial Off-The-Shelf (COTS) equipment in secure environments.

  • Experience and in-depth knowledge of the Military Decision-Making Process (MDMP), including mission analysis, Course of Action (COA) development, and concept of operations (CONOP) approval briefings.

  • Practical understanding of Microsoft SharePoint and web-based intelligence tools and databases available through SIPR and JWICS.

  • Must be able to work independently with some government oversight and function effectively as part of a joint staff or operational team.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$78,000 - $163,800
