Our employees are not only part of history, they're making history.Northrop Grumman, Mission Systems (NGMS) is looking for a Manager, Programs Level 2, to support our growing portfolio of international programs within the Multidomain Sensing, Targeting and Survivability (MSTS) Organization Unit. This role will be onsite in Elkridge, MD. The selected candidate for this position will be leading Capture and Program Management efforts under the direction of the OU Director.
What You’ll Get To Do:
Developing and executing Capture acceleration strategies, P‑Win/P‑Go Improvement Plans, win & shaping strategies, critical assumptions/uncertainties, and customer engagement strategies.
Deliver presentations to customers, executive management and other program stakeholders
Manage and mitigate risks aggressively and collaboratively across functional organizations
Develop strategic plans including annual operating plans, internal development projects and business growth opportunities
Develop industrial partnerships and localization plans
Develop, and manage to, a comprehensive integrated master schedule to meet key schedule milestones within cost and technical performance parameters
Establish and maintain an effective program organization that addresses customer requirements and incorporates the necessary internal and external sub-organizations
Develop and manage investment capture project funds, schedule, and execution
Resolve issues in accordance with business objectives, strategies, legal requirements, regulations, contract terms, and company policies
Measure and report capture and program performance
This position will require up to 25% of domestic and international travel.
Basic Qualifications:
Bachelor’s degree with 8 years of relevant professional and/or military experience, or an additional 6 years of relevant professional and/or military experience may be considered in lieu of a degree.
Demonstrated experience working with international customers, partners, and/or stakeholders.
Demonstrated experience preparing and delivering written and verbal presentations, briefings, and/or program status updates to customers, program leadership, and/or executive stakeholders.
Experience using customer relationship management (CRM) or collaboration tools such as Salesforce, Confluence, or equivalent systems.
Demonstrated experience using program management tools and processes, including Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), and/or Risk and Opportunity Management.
Cost Account Manager (CAM) experience and/or certification.
Current/active U.S. Government Secret security clearance.
Preferred Qualifications:
Demonstrated experience developing, implementing, and tracking risk mitigation plans through closure.
Demonstrated experience independently managing assigned projects, program activities, or work packages from planning through completion.
Demonstrated experience collaborating across functional organizations and communicating with internal and external stakeholders to identify issues, develop solutions, and support program execution.
Demonstrated experience leading, developing, and/or mentoring cross-functional teams, including providing performance feedback, coaching, and professional development.
Professional proficiency in a second language.

Primary Level Salary Range: $153,800.00 - $230,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
