Job Brief:
Position Summary: This position will be an employee of Lutheran World Relief, for an initial period of 11 months. The project may be extended subject to the availability of funding.
The RISE Fund project aims to strengthen disaster preparedness, governance, and resilience in Viet Nam's most vulnerable provinces. The program will run across multiple sectors to reduce humanitarian risks and build inclusive disaster risk management systems.
The program has four interlinked components:
- Emergency Preparedness & Coordination - establishing rapid response teams, provincial search and rescue units, and activating emergency operations centers.
- Shelter & Relief Support - pre-positioning emergency supplies, constructing temporary shelters, and ensuring rapid deployment within 24-72 hours after disasters.
- Health & WASH Services - training health workers, deploying mobile medical camps, distributing dignity kits, and restoring safe water and sanitation systems.
- Protection & Logistics - providing mental health and psychosocial support, safeguarding vulnerable groups, and creating an emergency transportation fund for rapid deployment.
The RISE project aims to strengthen institutional systems and coordination mechanisms across federal, provincial, and local levels. LWR is seeking to recruit a Project Manager with strong experience and networks to strengthen government DRR and Health systems at the provincial level.
The Project Manager will work with the provincial governments and selected communes in northern, central and southern Viet Nam. The areas will be determined based on discussion with Government of Viet Nam and officials and where possible aligned with the USDA Viet Nam Aquaculture Project
Responsibilities:
The Manager will support LWR Viet Nam and government counterparts to:
- Facilitate RISE project coordination, networking and linkage building with government stakeholders at federal, province and local level including with peer agencies.
- Strengthening policy and institutional frameworks for LWR's DRR and Health coordinating with HQ.
- Enhance coordination mechanisms and participate in the meeting and workshop among Viet Nam government tiers and humanitarian actors. Support Community-Based DRR through event-based, indicator-based, and community-level surveillance with real-time reporting, enabling early detection of threats and rapid escalation of response.
- Build capacity for risk-informed planning, budgeting, and monitoring for government and implementing partners of RISE project
- Integrate Gender Equality, Disability, and Social Inclusion (GEDSI) into DRR/Health systems
Program Management
1.Policy and Institutional Strengthening
- Review existing DRR and Humanitarian Assistance (HA) policies, strategies, and frameworks and the institutional set up for implementation of the policies (provincial, and local).
- Identify institutional gaps regarding functionality of the provincial government and recommend reforms to align with the Sendai Framework and Viet Nam's Disaster Risk Reduction and Management Act.
- Support drafting/revision of guidelines, SOPs, and contingency plans for provincial government agencies as required.
- Facilitate integration of climate resilience, migration, and livelihood security into DRR/HA systems.
2.Capacity Development
- Design and deliver tailored training modules for government officials, LWR staff, and humanitarian partners.
- Build skills in risk-informed planning, budgeting, monitoring, and evaluation.
- Strengthen capacities for emergency preparedness, rapid response coordination, and recovery planning.
- Promote Gender Equality, Disability, and Social Inclusion (GEDSI) mainstreaming in DRR/HA programming.
3.Coordination and Partnership Building
- Facilitate multi-stakeholder dialogues between ministries, provincial/local governments, humanitarian clusters, and civil society.
- Strengthen coordination mechanisms between GVN provincial disaster management committees, and municipalities.
- Support establishment of joint working groups for DRR/HA system strengthening.
- Provide technical inputs to donor coordination platforms and humanitarian networks.
4. Systems and Tools Development
- Support design and rollout of digital platforms for disaster preparedness, early warning, and response coordination.
- Develop templates and tools for risk assessments, contingency planning, and resource mapping.
- Pilot innovative approaches as applicable (e.g., community-based early warning systems, GIS mapping for hazard monitoring).
- •Ensure sustainability by embedding tools within government structures.
5.Knowledge Management and Learning
- Document lessons learned, case studies, and best practices from LWR Viet Nam's DRR/HA programming.
- Produce knowledge products (policy briefs, training manuals, toolkits) for government and donor dissemination.
- Facilitate peer-learning workshops and exchange visits across provinces.
- Support LWR Viet Nam's donor reporting and proposal development with evidence-based inputs.
Supervisory:
There are no direct reports.
Education & Experience:
- Bachelor's degree in Public Health, Business Administration, or a related field with at least 5 years' progressive experience in designing, managing, implementing, and monitoring the DRR, health preparedness, emergency and humanitarian response related projects.
- Experience working with local-based NGOs and community organizations
- Experience living and/or working in developing countries preferred.
Knowledge, Skills and Abilities:
- Good understanding of concept of DRR, early warning, anticipatory early action, climatic resilience and emergency health preparedness programming.
- Should have understanding of humanitarian standards such as CHS - Core Humanitarian Standard, HAP - Humanitarian Accountability Partnership, SPHERE.- Sphere Core Standards
- Excellent communication and influencing skills to communicate effectively and credibly, both verbally and in writing in English. Viet Nami language fluency required
- Familiarity with humanitarian systems internationally and in Viet Nam
- Demonstrated ability to work effectively with government systems mainly at province.
- Ability to travel at least 80% of the time.
- Proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint. Ability to work effectively both independently and as part of a team.

Working Conditions, Travel and Environment:
- LWR has an in-person work policy, with all employees reporting to the office Monday through Friday The employee must be available to work outside normal office hours or on the weekends as required.
- This position must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
- If applicable, must have authorization to work in Vietnam
