The City of Annapolis is seeking dedicated, highly skilled clinical professionals to serve as Emergency Response Paramedics. This position operates within a single-role, non-fire suppression career track focused entirely on delivering advanced life support (ALS), pre-hospital patient assessment, emergency treatment, medical transport, and specialized rescue operations.  

Working in hazardous, high-stress environments, Paramedics administer critical care under established national, state, and local protocols. The position offers progressive career advancement opportunities involving clinical mentorship, Field Training Officer (FTO) preceptor roles, and quality assurance oversight.  

Essential Job Functions
  • Advanced Life Support & Patient Care:

    • Responds to emergency and non-emergency calls providing Basic (BLS) and Advanced Life Support (ALS) interventions for traumatic, cardiac, respiratory, and behavioral emergencies.

    • Performs advanced airway management, cardiac rhythm interpretation, chemical cardioversion, transcutaneous pacing, and surgical/needle procedures as authorized by state protocols.

    • Administers emergency pharmacology, establishes IV/IO access, and operates advanced cardiac monitors/defibrillators.

    • Communicates patient status to receiving medical facilities and consults with Medical Control physicians when required.

  • Incident Command & Special Operations:

    • Assumes EMS Command, Triage, or Treatment Group Supervisor roles during mass casualty incidents within the Incident Command System (ICS).

    • Supports rescue operations, vehicle extrications, patient packaging, and technical rescue stabilization.

    • Provides dedicated responder medical surveillance, rehabilitation, and toxicological medical support on fire grounds and hazardous material scenes.

  • Operational Readiness & Safety:

    • Inspects, maintains, and cleans emergency vehicles, medical inventory, station facilities, and specialized gear to ensure immediate operational readiness.

    • Maintains strict compliance with OSHA bloodborne pathogen standards, departmental safety regulations, and infection control protocols.

  • Documentation & Clinical Quality Assurance:

    • Completes electronic Patient Care Reports (ePCR) in full compliance with Maryland Institute for Emergency Medical Services Systems (MIEMSS) and HIPAA regulations.

    • Participates in peer clinical reviews, data collection, and Quality Assurance/Quality Improvement (QA/QI) initiatives.

  • Leadership & Mentorship (Level III Progression):

    • Serves as a Field Training Officer (FTO) or preceptor, delivering structured feedback and mentoring candidate Paramedics, EMTs, and clinical students.


Knowledge, Skills, and Abilities
  • Clinical & Regulatory Fluency: Comprehensive understanding of MIEMSS Statewide Protocols, advanced emergency pharmacology, toxicology, and pre-hospital critical care practices.

  • Safety & Regulatory Compliance: Thorough knowledge of HIPAA patient privacy laws, OSHA bloodborne pathogen standards, infection control, and environmental safety rules.

  • Emergency Decision-Making: Ability to analyze high-stress emergency scenes quickly, make sound clinical decisions, and perform invasive procedures safely.

  • Preceptorship & Adult Learning (Level III): Ability to apply adult learning methodologies, evaluate clinical competencies, and deliver objective feedback to trainees.

Qualifications

Minimum Qualifications:
  • Education: Possession of a High School Diploma or GED certificate.

  • Certification: Active National Registry of EMTs - Paramedic (NREMT-P) certification.

  • Licensure: Ability to obtain a valid Maryland Institute for Emergency Medical Services Systems (MIEMSS) Paramedic license within thirty (30) days of hire.

  • Driver's License: Possession of a valid Driver’s License (equivalent to Maryland Class C or non-commercial Class B based on vehicle assignments).

  • Department Standards: Ability to meet all physical, medical, and background training requirements established by the Department and MIEMSS.


Employment Conditions & Shift Schedules
  • Shift Assignments: Assigned to rotating schedules that may include 8-hour, 10-hour, 12-hour, or 24-hour shifts, including nights, weekends, holidays, peak-time shifts, and emergency callbacks.

  • Physical Demands: Demands high physical endurance, including substantial lifting/carrying, stooping, crouching, crawling, climbing, and balancing on slippery or moving surfaces. Requires fine finger manual dexterity for invasive clinical procedures.

  • Working Environment: Operations occur indoors and outdoors across extreme temperatures (<40°F to >80°F), inclement weather, and hazardous environments. Frequent exposure to loud noise, blood, bodily fluids, contagious pathogens, toxic/corrosive chemicals, fumes, and confined spaces. Full personal protective equipment (PPE) is provided and mandatory.


Advancement Criteria
Advancement to the Paramedic III is not automatic. 

Employees must:
  • Meet the minimum time-in-grade requirement.

  • Maintain all required certifications and licenses.

  • Successfully complete required training and professional development.

  • Demonstrate job performance and conduct standards as outlined in the policy. 

  • Meet operational competency standards established by the Fire Department.

  • Be recommended for advancement through the Department's review process.

Maryland Licensed Paramedic and/or National Registry Paramedic (NREMT); Hazardous Materials Operations or Awareness Certification; Emergency Vehicle Operator Certification; NIMS 100, 200, 700, and 800; Valid Maryland Driver's License or ability to obtain within 30 days.

Paramedic III

F12

Successful completion of probation, completion of the EMS-only rookie book and at least three (3) years as a Paramedic II, including completion of 40-hours of professional development related to EMS services. Personnel shall also obtain and maintain ACLS, PALS, and PHTLS certifications; and demonstrate satisfactory performance.
