The CAO team translates FIL strategy into prioritised, value-focused multi-year plans, delivering strategic change, optimising operations, and supporting safe, compliant and efficient business performance. Within CAO, the Change Operating Model team defines, evolves and embeds the way change operates at scale, creating clarity across structures, roles, governance, tooling, agile practices and engagement within FIL platforms.

About your role
As the Operating Model Design & Governance Lead, you will be accountable for defining, governing and continuously evolving Fidelity's Change Operating Model, ensuring it remains aligned to strategic priorities and enables effective, scalable and outcome-driven delivery across Platforms. You will act as the enterprise design authority for the operating model, providing strategic direction and governance to ensure its long-term effectiveness, consistency and adoption.

Acting as the Design Authority for 1-COM, you will establish and maintain the governance, standards and decision-making frameworks that underpin the operating model. You will ensure design decisions are well governed, documented and consistently applied, balancing enterprise consistency with the flexibility required to meet differing platform needs.

Working closely with leaders across Change, Technology, Product, HR, Enterprise Architecture, Lean Portfolio Management and other 1-COM pillars, you will bring structure and clarity to complex design questions and help ensure the operating model continues to enable effective, scalable and outcome-driven change delivery.

Your key responsibilities will include:

  • Own and evolve the end-to-end operating model design
    Maintain a clear and current view of the 1-COM operating model, including structures, roles, responsibilities, interfaces and process flows, ensuring alignment to enterprise strategy and delivery needs.
  • Establish and lead the Design Authority
    Facilitate design governance for operating model changes, ensuring decisions are reviewed, challenged, documented and tracked through an appropriate decision log.
  • Maintain operating model artefacts and blueprints
    Own the creation and ongoing management of key design artefacts, including end-to-end operating model blueprints, role definitions, responsibility maps, interaction models, service boundaries and design playbooks.
  • Integrate design across 1-COM pillars
    Partner with delivery, agile ways of working, tooling, engagement, governance, people transition and coaching leads to ensure the operating model is coherent, connected and practical to implement.
  • Provide operating model governance and decision support
    Define and maintain the governance framework, performance measures and decision-making processes that enable ongoing oversight of the operating model, ensuring it delivers measurable organisational benefits while maintaining simplicity and effectiveness.
  • Clarify boundaries, accountabilities and dependencies
    Work across functions and platforms to define clear accountabilities, decision rights, hand-offs and overlaps, particularly where 1-COM interacts with LPM, value delivery, HR, Enterprise Architecture and platform delivery teams.
  • Enable consistent adoption of design standards
    Produce templates, guidance and reference materials that help teams understand and apply the operating model consistently across different contexts.
  • Provide trusted advice on operating model design choices
    Serve as the recognised subject matter expert for operating model design, providing strategic advice, constructive challenge and recommendations to senior leaders on organisational design choices, trade-offs and long-term operating model direction
  • Drive continuous improvement of the operating model
    Use feedback, metrics and lessons learned and emerging business needs to identify improvements and ensure the operating model remains relevant, practical and effective over time.

About you

You are a recognised operating model and organisational design expert, with significant experience shaping enterprise-wide operating models, governance frameworks and design standards within complex transformation environments. You bring the credibility, judgement and influence required to guide senior leaders through strategic design decisions, balancing enterprise consistency with business agility while ensuring the operating model delivers measurable organisational outcomes.

Specifically, we are looking for:

  • Extensive experience in operating model or organisational design, with strong understanding of how structures, roles, processes, governance and ways of working come together to enable effective delivery.
  • Proven experience shaping and maintaining design artefacts, including operating model blueprints, role definitions, responsibility maps, interaction models, service boundaries and decision frameworks.
  • Strong understanding of scaled change delivery environments, including agile operating models, value streams, Agile Release Trains, Lean Portfolio Management and product-centric ways of working.
  • Experience establishing or leading design authorities, governance forums or decision-making frameworks, with the ability to balance consistency, control and platform autonomy.
  • Strong stakeholder management and influencing skills, with the ability to work effectively with senior leaders across Change, Technology, Product, HR, Enterprise Architecture and platform teams.
  • Ability to manage complexity and ambiguity, bringing clear structure, practical recommendations and sound judgement to challenging operating model questions.
  • A pragmatic, outcome-focused mindset, ensuring governance and design standards enable delivery rather than slow it down.
