Summary

Under general direction, is responsible for overseeing Inmate Banking, Data Processing, Business Office and Warehouse operations in the Sheriff's Office; supervises staff; coordinates, prepares and monitors overall Sheriff's Office budget; coordinates with other County offices and departments on budgetary issues; develops budget forecasts; performs internal audits; and performs related duties as required.

Duties and Responsibilities:

  • Oversees the Business Office, Inmate Banking, Data Processing, and Warehouse operations in the Sheriff's Office

  • Supervises, trains and evaluates Business Office Supervisor, Business Operations Supervisor, Computer Network Administrator and Warehouse Supervisor

  • Coordinates, prepares, and monitors overall Sheriff's Office budget

  • Oversees Sheriff's Office bids for equipment, supplies and services

  • Consults and coordinates with other County offices and departments to address budget requests and problems

  • Reviews Sheriff's Office revenues and expenditures, analyzes trends affecting budget needs, and estimates forecasted costs

  • Conducts independent internal audits to review effectiveness of accounting controls, financial records and cash handling operations

  • Provides monthly reports to Sheriff's Office administrative staff on budgetary status

  • Participates in various meetings to advise on Sheriff's Office budget and financial condition

  • Performs related duties as required

Minimum Qualifications:

  • Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Business, Finance, Accounting or a closely related field, and six (6) years fiscal management experience preferably in a public sector environment, including three (3) years supervisory experience; or an equivalent combination of education and experience

  • Considerable knowledge of budget preparation and management; considerable knowledge of accounting principles and techniques; knowledge of internal audit procedures; knowledge of local government operations

  • Skill in preparing and managing financial data for a medium size organization; skill in communicating effectively, both verbally and in writing; skill in interpreting statistical data, formulating recommendations and writing reports; skill in utilizing word processing and spreadsheet software applications

  • Ability to supervise employees; ability to establish and maintain effective working relationships with subordinates, co-workers, other County employees, Department/Division Heads, Elected/Appointed Officials, outside organizations, vendors and service providers

  • Must secure and maintain a favorable background investigation from the Bexar County Sheriff's Office

  • May be required to work more than 40 hours during the workweek
