Description
Under the general supervision of the District Engineer or Chief Engineer, the Project Inspector is responsible for assisting the engineers and inspectors on various projects involving grading, drainage, pavements, and structures where conventional designs are used. The incumbent utilizes professional knowledge and application of DPW and FHWA highway engineering principles, practices, policies, and standards, along with construction/contract administration, surveillance and inspection procedures, practices, and precedents in accomplishing the work. This position requires a confidential relationship to the policymaker.
Coordinates activities with the contractor's established workflow to assure timely accomplishment of the assigned workload. This includes checking work in-progress, completing Inspector's Daily Reports, making day-to-day adjustments, and aiding the Project Engineer when problems arise.
Estimates and reports on expected time of completion of work, maintain records of work accomplishments and time expended and assists with preparing reports.
Serves as the on-site representative of the Highway Program Manager, the Construction Program Manager, and the Materials Testing Program Manager. Ensures that the transportation facility is built according to plans and specifications and meets DPW needs and design expectations using accepted guidelines, policies, and engineering practices. Accepts or rejects contractor’s materials and workmanship based on project tests and inspection.
Analyzes construction problems encountered and makes minor design revisions to fit field and contract conditions. Ensures that higher officials are advised of potential design and construction problems, recommends corrective courses of action, and sees that recommended corrective action is taken.
Acts as liaison through frequent contacts with utility companies, abutting property owners, Federal Agencies, local special interest groups and the traveling public.
Gathers data for and prepares change orders/directives, reports, project close-out documents and special engineering studies as required.
Informs the Design Engineer and/or Project Engineer of the progress and seeks assistance on unusual or controversial problems.
Performs other related duties as assigned.
Bachelor’s Degree in engineering or construction management;
OR
Associates degree (or other 2-year post high school training) with four (4) years of progressive experience involving working in the area relative to the science of concrete, asphalt, soils, or a closely related field;
OR
Any equivalent combination of education and experience substituted on a year by year basis up to a total of six (6) years.

FACTOR 2 – SUPERVISORY CONTROLS
Work is assigned by the Engineer or designee in terms of the specific projects, overall objective, priorities, and any anticipated problems. The incumbent carries out assignments through to completion, solving problems as they occur while utilizing considerable judgment and latitude of independence. Completed work in the form of recommendations, plans and reports will be reviewed for general adequacy, obtainment of objectives and sound engineering judgment, as a condition, the performance and progress shall be evaluated periodically by an objective performance evaluation process.
FACTOR 3 - GUIDELINES
Guidelines include operating procedure and manuals, planning and research project manuals, Virgin Islands Code, departmental rules, regulations, and policies.
FACTOR 4 - COMPLEXITY
The work involves the organization and coordination of data collection for specific projects, maintaining work records and reports, making arrangement for equipment and materials required for projects, etc. It also involves identifying equipment and material required for each project.
FACTOR 5 – SCOPE AND EFFECT
The purpose of the work is primarily for research purposes. Work entails the collection of data or information and the implementation of projects. The incumbent must analyze construction problems encountered and make minor design revisions to fit field and contract conditions; and must advise higher officials of potential design and construction problems to recommend corrective courses of action, and see that recommended corrective actions are addressed.
FACTOR 6 – PERSONAL CONTACTS
Contacts are elected officials, media representatives, departmental staff, employees from other government agencies, managerial personnel, other administrative officials, and the public.
FACTOR 7 – PURPOSE OF CONTACTS
Contacts are made to collect data and information, to disperse information, regarding specific project and/or permits, to verify that proper procedures are followed, and for research purposes.
FACTOR 8 – PHYSICAL DEMANDS
Work is mostly sedentary, but involves strenuous physical activity. Protective clothing, such as gloves and eye protection, is required for some work assignments.
FACTOR 9 – WORK ENVIRONMENT
Work is performed in an office setting as well as outdoors. Travel is required to visit manufacturers and clients.
