Job Description:
Parsons is seeking a highly talented Senior Contracts Administrator (Saudi National) professional to support a major rail project. In this role, you will provide expert advice on construction claims, including forensic planning, schedule delay analysis, acceleration, disruption and productivity analysis, as well as general claims assessment and defense support.
What You'll Be Doing:
Undertake delay analysis on complex claims and disputes.
Analyze extension-of-time claims and prepare recommendations on entitlement.
Assess delay and disruption damages.
Support major claims and contribute to dispute resolution strategies.
Pre-qualify claims received from contractors by:
Checking that claims are submitted within contractual timescales.
Confirming that initial substantiation provided by contractors is reasonable.
Advising whether claims are administratively compliant with the contract.
Conduct forensic analysis of claims and potential claims by:
Reviewing contractors’ claims and potential claims.
Liaising with the project team to obtain relevant background information and documentation. Investigating technical construction issues in detail.
Undertaking delay analysis of the program’s critical path.
Identifying any contractor-caused concurrent delay.
Formulating the client’s defense and/or counterclaim, as appropriate.
Ascertain contractor entitlement, if any, in relation to:
Provide expert forensic planning input into reports by:
Writing clear and comprehensive claims reports.
Confirming the results of forensic analysis of claims and potential claims.
Preparing documents for review, analysis, and approval by Contract Administration peers.Supporting submissions to the Engineer for formal consideration.
Developing summary presentations for key internal stakeholders.
What Required Skills You'll Bring:
Minimum 15 years of progressive experience in contracts administration, quantity surveying, or commercial management within the construction or property sector. Degree in QS. Engineering or related field.
Demonstrated experience on commercial projects (Utilities or industrial facilities).
Experience administering standard form construction contracts and managing subcontractors in a commercial environment
Knowledge of FIDIC contracts (or equivalent).
Strong planning and programming background on multi-billion-dollar construction projects.
Strong background in major contract claims and dispute resolution, with a proven ability to:
Conduct forensic investigations of technical construction issues.
Undertake program delay analysis.
Assess financial quantum.
What Desired Skills You'll Bring:
Experience in building programmes for extension of time using Primavera is preferred, or the ability to do so.
Good working knowledge of Primavera.
Fair knowledge or familiarity with TILOS.
Strong oral, written, and presentation skills.
Excellent organizational and time management skills.
