Assistant City Engineer, (A262210-2), 216, Administration

Assists the City Engineer to accomplish the activities of the City Engineering Department; organizes, schedules, and completes public works improvement projects; and enforces City ordinances, codes and regulations under the jurisdiction of the City Engineer. Authorized to act as Department Director in the absence of the City Engineer.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

• Manages, supervises, and administers the work of professional, technical, and clerical departmental staff; makes recommendations to the City Engineering regarding hiring, terminations, and disciplinary actions; conducts performance appraisal of employees.
• Organizes, schedules, and assigns public improvement projects such as streets, drainage, public buildings, recreational bridges, airport, etc.; prepares plans and specifications up to the City standards.
• In conjunction with the City Engineer, prepares annual departmental budget.
• Enforces City ordinances, codes, and regulations under the jurisdiction of the City Engineer to include street cut ordinance, street paving assessment ordinance, subdivision ordinance, flood control or natural waterways, parking, lighting, and striping ordinance.
• Assists City Engineer to prepare the City's Capital Improvement Program. (C.I.P.)
• Coordinates and reviews engineering, architectural, and surveying consultant contracts; reviews and processes for payment all partial payment estimates and ensures project budgets are adhered to; review plats, re-plats; plans/specifications prepared by private engineers for private developments for compliance with City code, regulations, and standards.
• Assists other departments in preparing applications for grants.
• Provides technical assistance and advise to the Planning and Zoning Committee and other City Department Director on questions or matters related to engineering and/or code enforcement; responds accurately, timely, and thoroughly.
• Performs other duties as assigned.

Required Education and Experience 

• Bachelor's degree from an accredited college or university in Civil Engineering.
• At least five (5) years of experience in the practice of civil engineering, which includes at least two (2) years in a manager capacity.

Foreign Education: 

• Applicants who have completed education outside of the United States must submit a foreign credential evaluation completed by a professional credential evaluation agency that is a member of the National Association of Credential Evaluation Services (NACES)or the Association of International Credential Evaluators (AICE). The evaluation must verify the U.S. equivalency of the degree and identify the comparable U.S. degree level. Applicants are responsible for obtaining and submitting the required evaluation documentation.

Note: The City of Laredo is not responsible for any fees associated with obtaining a foreign credential evaluation or educational equivalency documentation.

Required Licenses or Certifications

• Valid Texas Driver License.  If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment

• Registered Professional Engineer (P.E.) license is required. (Copy of P.E. License must be attached to the application)

• Registered Professional Land Surveyor is desirable.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.

Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
