Responsibilities

Government Affairs Support

  • Support the Community Engagement Director in implementing Carollo’s Government Affairs strategy.
  • Coordinate Government Affairs initiatives and support timely execution of program priorities.
  • Prepare briefing materials, meeting summaries, background research, executive correspondence, and presentation materials.
  • Coordinate follow-up activities resulting from meetings with elected officials, government agencies, clients, strategic partners, and internal leadership to confirm commitments and action items are completed.
  • Maintain records of strategic relationships, meeting outcomes, action items, and engagement activities.

Legislative and Regulatory Awareness

  • Monitor local, state, and federal legislative, regulatory, and political developments that may affect the water industry, clients, or business development efforts.
  • Prepare summaries of relevant legislative and regulatory developments for internal distribution. Track legislative priorities and policy developments relevant to Carollo's strategic markets.
  • Identify policy initiatives that may support client needs and strategic pursuits.
  • Coordinate with the Senior Policy Advisor and Community Engagement Director in researching emerging policy issues affecting Carollo's markets.

Business Development Support

  • Support pursuit teams by researching government agencies, elected officials, and regional priorities associated with strategic opportunities.
  • Assist in identifying strategic partnerships and engagement opportunities that strengthen Carollo's competitive position.
  • Coordinate Government Affairs support for strategic pursuits, including stakeholder research, government agency profiles, and executive engagement planning.

Program Coordination

  • Coordinate internal communication related to Government Affairs initiatives across business units and regional offices.
  • Assist in developing annual Government Affairs goals, work plans, performance metrics, and periodic reporting.
  • Identify opportunities to improve internal processes, coordination, and communication supporting Government Affairs activities.
  • Maintain the Government Affairs annual calendar, including conferences, legislative sessions, industry meetings, executive engagements, and reporting deadlines.

Executive Engagement and Industry Representation

  • Plan and coordinate meetings, facility tours, executive briefings, conferences, legislative visits, and strategic engagement activities.
  • Assist the Community Engagement Director in preparing for executive meetings, presentations, and strategic discussions.
  • Represent Carollo at industry conferences, board meetings, committee meetings, association events, and client-sponsored activities that strengthen relationships and support business objectives.

Qualifications

  • Bachelor's degree in Political Science, Public Administration, Public Policy, Communications, Urban Planning, Business Administration, Environmental Studies, Engineering, or a related discipline
  • Working knowledge of federal, state, and local government structures, legislative processes, and regulatory issues affecting water, wastewater, and infrastructure programs.
  • Understanding of public agencies, utility organizations, and business development processes within the consulting engineering industry.
  • Strong project management and organizational skills with the ability to coordinate multiple initiatives simultaneously.
  • Excellent written and verbal communication skills, including preparation of executive correspondence, briefing materials, presentations, and meeting summaries.
  • Ability to build and maintain professional relationships with clients, elected officials, government agencies, and industry organizations.
  • Strong analytical and research skills with the ability to synthesize legislative, regulatory, and policy information.
  • Ability to work collaboratively across multiple business units and geographic regions.
  • Ability to exercise sound judgment, maintain confidentiality, and manage sensitive information.
  • Proficiency with Microsoft Office Suite and customer relationship management (CRM) or project management tools.
  • Demonstrated ability to work independently, anticipate needs, and manage multiple priorities with minimal supervision.
  • Bilingual English/Spanish is desirable but not required.

Preferred Qualifications

  • Master's degree in Public Administration, Public Policy, Business Administration, Political Science, or a related discipline is preferred but not required. Equivalent combinations of education and relevant experience will be considered.
  • 3-5 years of experience

Compensation Range

An employee’s pay within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
