The Project Engineer supports the planning and execution of construction projects by managing assigned technical scopes, coordinating consultants, contractors and site teams, and ensuring works comply with approved drawings, specifications, quality, safety and project requirements. The role independently resolves technical and coordination issues within its scope and escalates major matters to the relevant next level.Key Outcomes:

Key Responsibilities:
Technical Support and Engineering Coordination
Review and interpret project drawings, specifications, bills of quantities, approved materials, method statements and relevant technical documents.
Provide technical guidance to on-site teams to ensure construction works comply with approved plans, specifications and technical requirements.
Coordinate architectural, civil and structural, mechanical and electrical, infrastructure and other technical interfaces within the assigned project scope.
Identify discrepancies, incomplete information, constructability concerns or clashes between drawings and actual site conditions.
Raise and coordinate technical queries, requests for information and clarification with consultants and relevant stakeholders.
Follow up on technical decisions, consultant instructions and design revisions to ensure timely implementation at site.
Ensure contractors and site personnel are using the latest approved drawings and technical documents.
Provide technical input into construction sequencing, work methods and recovery plans where required.
Site Coordination
Assist in coordinating daily on-site activities with contractors, subcontractors, consultants and suppliers.
Monitor progress and report deviations from project plans, construction schedules and technical requirements.
Coordinate assigned work packages or project sections to ensure readiness of drawings, materials, access, manpower, equipment and preceding works.
Facilitate coordination meetings and technical discussions to resolve site interfaces and construction constraints.
Work closely with Site Engineers, Site Supervisors and Senior Site Supervisors to ensure works are executed according to approved technical requirements.
Coordinate with consultants for inspections, approvals and resolution of technical matters.
Support the Project Implementation Manager in maintaining continuity of work and preventing unnecessary disruption.
Quality Assurance
Conduct inspections to verify that construction work aligns with drawings, specifications, approved samples and technical requirements.
Ensure corrective actions are taken for identified defects, non-compliant work and technical discrepancies.
Review and monitor inspection and test plans, method statements, material submissions and relevant quality documentation.
Coordinate inspection requests, joint inspections, testing activities and quality checkpoints with consultants and contractors.
Track defects, non-conformance items and rectification actions through to closure.
Participate in mock-up reviews, pre-handover inspections, pre-VP inspections and defect-management activities.
Support compliance with applicable quality standards, including QLASSIC requirements and project quality plans.
Analyse recurring defects or quality issues and recommend corrective or preventive measures.
Progress Monitoring and Project Controls
Monitor actual work progress against approved schedules, milestones and assigned project deliverables.
Identify potential technical delays, resource constraints, design issues or sequencing conflicts that may affect project progress.
Provide technical input into progress updates, look-ahead programmes and recovery plans.
Verify physical progress and completed works within the assigned scope to support contractor progress claims and stage billing.
Maintain clear records of completed work, outstanding issues and actions required.
Escalate matters that may affect project milestones, cost, quality, regulatory approval, stage billing or handover.
Use project data and digital reporting tools to monitor progress and support timely decision-making.
Documentation
Maintain accurate records of project progress, technical details, drawings, instructions, inspections, testing and site activities.
Prepare technical reports, progress updates, issue logs and supporting documents for senior management and stakeholders.
Maintain registers for requests for information, technical submissions, material approvals, inspections, testing and defects.
Ensure drawings, specifications, consultant instructions and approved changes are properly recorded and communicated.
Support the preparation and verification of as-built drawings, operation and maintenance manuals, warranties and handover documentation.
Ensure project records are complete, traceable and readily available for audits, claims, inspections and project close-out.
Health, Safety and Environmental Compliance
Enforce adherence to safety regulations and approved HSE requirements on-site.
Participate in safety audits, site inspections and implementation of corrective recommendations.
Review technical work methods to ensure risks associated with construction activities are properly considered.
Identify unsafe conditions or work practices and ensure immediate corrective action is taken.
Coordinate with the HSE team and contractors to ensure technical activities comply with safe work procedures.
Report serious safety, environmental or regulatory concerns promptly to the relevant manager.
Promote safe, orderly and compliant execution of works within the assigned project scope.
Contractor and Consultant Coordination
Coordinate contractors and consultants on technical requirements, site conditions, inspections, testing and work sequencing.
Monitor contractor compliance with drawings, specifications, method statements, quality standards and project requirements.
Follow up on contractor submissions, technical responses and rectification commitments.
Evaluate technical proposals and provide recommendations within the assigned scope.
Support the resolution of technical disputes and differences between consultants, contractors and site teams.
Maintain professional and results-oriented working relationships while holding parties accountable for agreed deliverables.
Testing, Inspection and Handover
Coordinate testing, commissioning, statutory inspections and consultant inspections within the assigned project scope.
Ensure outstanding technical, quality and documentation matters are resolved before handover.
Support the preparation of inspection schedules, defect lists and handover readiness reports.
Verify that completed works comply with approved requirements before recommending acceptance.
Assist in coordinating authority inspections, CCC-related documentation and project completion requirements where applicable.
Support post-completion and defect-liability activities by providing technical input and coordinating rectification works.
Problem-Solving and Escalation
Investigate technical and site issues by reviewing drawings, specifications, site conditions and stakeholder inputs.
Develop practical technical solutions and coordinate implementation within the assigned authority.
Assess the potential effects of technical issues on programme, quality, safety and cost.
Escalate major design changes, commercial matters, contractual issues or high-risk technical decisions to the relevant manager.
Provide clear facts, analysis, options and recommendations when escalating matters.
Follow through on decisions and corrective actions until the issue is fully resolved.
Team and Workflow Coordination
Coordinate the work of Site Engineers, Site Supervisors or contractor technical personnel within assigned scopes where required.
Provide technical guidance and clarification to junior project and site personnel.
Organise inspections, document reviews, technical follow-ups and site coordination activities.
Review the completeness and accuracy of technical and site information before submission.
Share lessons learned and technical good practices across the project team.

Qualifications & Experience
Qualifications
Bachelor’s Degree in Civil Engineering, Construction Management or a related discipline.
Knowledge of Malaysian construction regulations and standards.
Professional or technical certification in construction, quality, project management or safety is an advantage.
Experience
Minimum of 2 years of experience in a site-based or engineering consultant-based role.
Experience in infrastructure, high-rise or large-scale development projects.
High-rise project experience is preferred.
Experience coordinating consultants, contractors, inspections, technical submissions and site execution is advantageous.
