Overview
Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For more than 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego provides technical support to Ministries of Health across the globe in areas including HIV/AIDS, maternal and newborn health, family planning, health workforce development, cervical cancer prevention, malaria, and IPC/WASH. In Eswatini, Jhpiego is implementing the Reaching Impact Saturation and Epidemic Control (RISE) project. RISE is a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. Since 2019, RISE has supported programs in more than 25 countries across Africa, Asia, and Latin America.
Responsibilities
The Compliance Officer is responsible for ensuring that Jhpiego Eswatini project operates in full compliance with internal policies, donor regulations, and applicable laws. This role involves conducting financial and operational audits, identifying risks, and recommending strategies to mitigate them. The Compliance Officer will strengthen internal controls, monitor sub-recipient compliance, and ensure efficient resource utilization. By offering guidance and training on compliance issues, the Compliance Officer will help uphold Jhpiego's commitment to transparency, accountability, and integrity, supporting the delivery of high-quality healthcare services while minimizing risks and enhancing operational effectiveness.
Key Responsibilities:
- Conduct regular compliance reviews and risk assessments to ensure effectiveness and efficiency of operations, compliance with policies, procedures, statutory laws and the industry best practices; and provide recommendations and advice on improvements to Jhpiego’s systems and procedures
- Work with the Chief of Party, Finance and Operations Director, Senior Director Compliance, and other Jhpiego senior staff member to ensure that internal control processes and systems are adequate to minimize risks.
- Through technical assistance and spot-checking, verifies that country programs comply with donor rules and regulations, applicable organizational policies and pertinent U.S. and host country laws.
- Develop an annual compliance review work plan based on the country office project portfolio to ensure full compliance coverage.
- Perform and document monitoring visits to subrecipients; and work with senior management and subgrantees to implement improvements, if required. Develop and maintain Jhpiego’s program for monitoring and oversight of sub-recipients
- Determine Jhpiego Eswatini’s strategic risks and make recommendations on how these should be managed
- Minimize fraud through active monitoring and close review on country offices practices and procedures.
- Update and report to the Chief of Party and other senior management staff on the status of the implementation of internal compliance recommendations on a regular basis
- Lead/conduct special investigations and analytical projects, as needed
- Develop a list of best practices for implementing and improving internal controls and orient and train staff on best practices. Participate as a trainer in country-level compliance trainings.
- Ensures compliance with U.S. laws and regulations pertaining to disbarment and anti-terrorist laws
- Immediately reports gross misconduct or suspected fraudulent activities to the Chief of Party, Jhpiego’s Chief Financial Officer and Senior Director Compliance Any other special projects as assigned by the Chief of Party.
Required Qualifications
- A bachelor’s degree in accounting or finance; Master’s Degree an added advantage
- Qualified accountant with CPA(U), ACCA or equivalent. CIA and/or CISA, CFE, qualification will be an added advantage
- A minimum of 5 years’ professional experience serving in a Compliance function with an international Nongovernmental Organizations (NGOs) or equivalent. Alternatively, a minimum of 5 years’ experience as an auditor in an audit firm with experience in auditing NGOs
- Good understanding of internal audit procedures including international trends and best practices
- Experience working on USG and other donor-funded projects in developing countries with an NGO or grant related entity is preferred
- Demonstrative proficiency in Information Technology, particularly computer-assisted audit techniques, including the capacity to navigate financial systems like QuickBooks Enterprise (QBE)
- Willingness to travel internally and throughout the country
- Strong interpersonal skills.
- Ability to present information effectively to senior management and project managers.
