Under general supervision, the Bilingual Lead Case Manager is responsible for providing oversight, guidance, and support to the Case Management team to ensure consistent delivery of high-quality case management services to unaccompanied children (UC) in care, in accordance with the federal/agency policies and procedures. Bilingual Spanish is required.


This role serves as a mentor and subject matter expert for case managers, ensuring timely reunification, accurate documentation, and compliance with federal, state, and licensing standards. The Lead Case Manager works closely with the Case Management Supervisor, Clinical Services, and Program Leadership to promote a trauma-informed, child-centered approach that prioritizes safety, permanency, and well-being.


Duties and Responsibilities:

 

  • Provide day-to-day oversight and support to Case Managers to ensure consistency and quality of services across all assigned cases.
  • Review and monitor case files for accuracy, completeness, and compliance with federal and agency documentation standards.
  • Support Case Managers in assessing UC needs, developing individualized service plans (ISPs), and coordinating services that promote well-being and timely release.
  • Assist with the assignment and distribution of cases based on caseload capacity and program needs.
  • Serve as an initial point of contact for case escalations, providing guidance and intervention as needed.
  • Ensure case management services are trauma-informed, culturally responsive, and in alignment with federal/agency's UC Policy Guide and state licensing requirements.
  • Mentor, train, and support new and existing Case Managers in understanding federal/agency policies, documentation standards, and best practices.
  • Conduct regular one-on-one and group check-ins with Case Managers to review case progress, address barriers, and identify support needs.
  • Facilitate team meetings and case staffing sessions to ensure collaboration and consistency in case management practices.
  • Support the Case Management Supervisor in monitoring team performance and adherence to timelines, quality standards, and compliance requirements.
  • Provide feedback on staff performance and participate in annual evaluations and training development plans.
  • Review and approve case documentation, ensuring timely data entry and accuracy in the federally-designated database (e.g., UC Portal).
  • Monitor compliance with federal/agency and state-mandated timeframes for assessments, family contact, sponsor verifications, and reunification processes.
  • Support preparation for audits, monitoring visits, and internal quality assurance reviews.
  • Assist in developing corrective action plans (CAPs) and implementing improvements based on audit findings.
  • Maintain confidentiality and comply with HIPAA, federal, and agency privacy standards at all times.
  • Collaborate with clinical, education, medical, and youth care teams to ensure comprehensive service delivery.
  • Participate in multidisciplinary team (MDT) meetings to review cases, assess risk factors, and coordinate services for complex cases.
  • Communicate regularly with the Case Management Supervisor and Program Director regarding program needs, trends, and challenges.
  • Serve as liaison with external partners (e.g., Federal Field Specialists, child advocates, legal service providers, and community organizations) as directed.
  • Assist with developing and implementing training for Case Management staff on federal/agency standards, case documentation, trauma-informed care, and reunification best practices.
  • Participate in ongoing professional development and remain current on federal/agency policy updates, child welfare standards, and trauma-informed methodologies.
  • Support program leadership in analyzing data and trends to identify systemic issues and recommend process improvements.
  • Participate in and provide support groups and classes to the community and clients of the agency (based on position).
  • Maintain a welcoming environment for families and other community partners.
  • Ensure compliance with HIPAA and PII privacy and security requirements.
  • As with all of our positions, we work as a team and various duties may be assigned at any time including tasks to support other AGH programs/services, cleaning, organizing, child care, attending to the needs of the child in your care or in the office, attendance at meetings, transportation, paperwork, etc.  
  • Perform other duties as assigned.


Hiring Rate of Pay: $81,120 per year

Requirements

  1. Master’s degree in the behavioral sciences, human services, or social services fields

Or

      Bachelor’s degree AND at least 3 years of progressive employment experience that demonstrates    

      supervisory and case management experience. 

  1. 3–5 years of experience providing case management, child welfare, or social services to children and families.
  2. 1–2 years of experience in a leadership, supervisory, or lead role preferred.
  3. Bilingual Spanish is required.
  4. Strong understanding of child welfare principles, family reunification processes, and federal/agency regulations.
  5. Excellent written and verbal communication skills.
  6. Demonstrated ability to manage multiple priorities and deadlines in a fast-paced environment.
  7. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), and case management databases.
  8. Ability to maintain professionalism and composure in crisis or high-stress situations.
  9. Be able to obtain Criminal and Child Abuse Clearance from the State of California/Department of Justice.
  10. Must be available full-time and able to adjust work day/work week to provide services when clients and families need them, which can routinely include evenings and occasionally weekends, in order to ensure coordination and continuity of services.
  11. Demonstrate the Understanding of the importance of compliance with HIPAA privacy practices.
  12. Ability to work independently and as part of a team, strong conflict resolution, communication and organizational skills; with great attention to detail. 
  13. Ability to adhere to our attendance and punctuality policy.
  14. Must pass and remain current in CPR/First Aid.
  15. Must be able to effectively utilize computers and basic computer software.  
  16. Must meet Licensing and insurance requirements. 
  17. Must have a valid Driver’s License and a good driving record. Must be at least 18 years old with at least 2 years of driving experience. 
  18. A Greater Hope includes all employees in the DMV pull notification process, notifying AGH of infractions throughout the process. 
  19. All Employees are required to report all arrests within 48 hours of arrest as per Licensing requirements. 
  20. Must pass a drug screen, physical exam, and Tuberculosis skin test. 
  21. A Greater Hope participates in  E-Verify and will verify your Social Security Number. 
  22. Foster Family Agency experience preferred. (if applicable)

Additional Qualifications

This position is funded through a federal cooperative agreement. Continued employment is contingent upon continued grant funding, federal/agency approval (when applicable), and continued compliance with all federal/agency, licensing, and A Greater Hope personnel requirements.


As a condition of employment, the successful candidate must:

  • Meet all minimum qualifications established by federal/agency and A Greater Hope for the position.
  • Successfully obtain and maintain a Federal/Agency Suitability Determination, including all required background investigations and clearances, prior to having contact with unaccompanied children.
  • Successfully complete all required criminal history background checks, child abuse and neglect registry checks, fingerprint-based clearances, and other background screenings required by federal/agency, Community Care Licensing (CCL), and A Greater Hope.
  • Successfully complete all required Federal/Agency pre-service, onboarding, annual, and ongoing training within required timeframes.
  • Demonstrate the ability to provide trauma-informed, culturally responsive, and child-centered services to unaccompanied children.
  • Bilingual proficiency in English and Spanish is required for positions designated as bilingual and may be verified through A Greater Hope's language proficiency assessment process.
  • Provide documentation of all required immunizations and authorize A Greater Hope to obtain and verify immunization records through the California Immunization Registry (CAIR), as applicable.
  • Successfully complete and maintain all required health screenings, physical examinations, tuberculosis (TB) clearance, immunizations, vaccinations, and other medical requirements established by federal/agency, Community Care Licensing (CCL), applicable law, or A Greater Hope policy.
  • Maintain all required licenses, certifications, registrations, and credentials applicable to the position throughout employment.
  • Comply with all applicable federal/agency policies, federal regulations, state laws, licensing requirements, accreditation standards, confidentiality requirements, and A Greater Hope policies and procedures as a condition of employment.
  • Possess and maintain authorization to work in the United States. Positions requiring transportation duties must maintain a valid driver's license, an acceptable driving record, and insurability under A Greater Hope's automobile insurance policy.

There may be situations where the employee will have to care for the personal needs of infants and children such as managing personal accidents/bathroom support, feeding and, cleaning up infants and children. The employee may be working outside for periods of time in all seasons of weather.


Employees will be required to drive a motor vehicle.


This position requires regular and consistent attendance, excessive unplanned absences are disruptive to our Agency business.
