About the Job

Based at the Mandarin Oriental Corporate Office in Hong Kong, within the Talent Development & Talent Management function, the Regional Senior Manager, Learning & Development is accountable for defining, driving, and governing learning and development strategies across an assigned region. The role ensures learning initiatives build capabilities, strengthen leadership pipelines, enhance service excellence, and support business growth.

The role translates global learning frameworks into regionally relevant solutions, oversees the design and delivery of learning programmes, partners closely with hotel and corporate leaders, and uses data and insights to demonstrate business impact and return on investment.

The Regional Senior Manager reports to the Director / Head of Learning & Development & Talent Management.

As Regional Senior Manager, Learning & Development, you will be responsible for the following duties:

Strategic Learning & Development (10%)

• Develop and execute regional learning and development strategies aligned with business goals, brand standards, and growth priorities.

• Translate global learning frameworks into solutions that reflect regional market needs, cultural nuances, and operational realities.

• Establish annual learning plans, budgets, deployment priorities, and success measures across the region.

Leadership Development & Capability Building (10%)

• Identify leadership and management capability gaps and implement targeted development solutions that strengthen leadership pipelines and succession readiness.

• Design, facilitate, or oversee management and leadership development programmes that build leadership effectiveness and organisational capability.

• Champion blended learning approaches including classroom learning, digital learning, coaching, mentoring, and action learning.

Governance, Standards & Compliance (20%)

• Act as regional custodian of learning platforms, academies, pathways, and content governance standards.

• Ensure completion of mandatory and compliance-related learning programmes while maintaining learning quality standards across all properties.

• Support training audits, quality assurance activities, and continuous improvement of learning governance processes.

Learning Analytics & Business Impact (20%)

• Conduct regional learning needs analyses using guest feedback, business performance results, workforce data, and operational metrics.

• Monitor programme participation, effectiveness, and impact through dashboards, reporting, and ROI measurement.

• Translate data and insights into recommendations that improve capability development and business outcomes.

Pre-Openings, Change & Transformation (20%)

• Support hotel pre-openings, rebrandings, and major transformation initiatives through structured learning and capability-building solutions.

• Coordinate training deployment plans and stakeholder alignment to ensure operational readiness and successful adoption of change.

Stakeholder Partnership & Influence (10%)

• Partner with General Managers, People & Culture leaders, and operational stakeholders to align learning priorities with talent and business objectives.

• Act as a trusted advisor on workforce capability, leadership readiness, and employee development.

• Build and manage strong relationships with external learning providers, educational institutions, and industry partners.

Learning Culture & Team Development (10%)

• Develop and support property-based learning professionals, trainers, and subject matter experts across the region.

• Foster a culture of continuous learning, coaching, knowledge sharing, and professional growth.

• Encourage collaboration and sharing of best practices across hotels and markets.

As Regional Senior Manager, Learning & Development, we expect from you:

Education

• Bachelor's degree in Human Resources, Business, Education, Organizational Psychology, Hospitality Management, or a related discipline.

• Master's degree or relevant postgraduate qualification is advantageous.

Experience

• 8–12 years of progressive experience in Learning & Development, Talent Development, Organizational Development, or a related field.

• Experience within hospitality, luxury service, retail, customer experience, or other service-intensive industries is strongly preferred.

• Demonstrated experience designing and implementing leadership and management development programmes at scale across multiple locations or business units.

• Proven experience partnering with HR, People & Culture, and operational leadership teams to drive capability development and business outcomes.

Learning & Development Expertise

• Strong expertise in learning strategy, curriculum design, facilitation, evaluation, and leadership development.

• Proven ability to design blended learning solutions combining classroom, digital, coaching, mentoring, and experiential learning.

Analytics & Business Acumen

• Ability to analyse learning needs and business data to identify capability gaps and priorities.

• Strong capability in measuring learning effectiveness and demonstrating business impact through data and analytics.

Stakeholder Management & Influence

• Strong relationship-building and influencing skills with senior stakeholders across functions, properties, and markets.

• Experience managing external vendors, facilitators, and learning partners.

Leadership & Communication

• Excellent communication, facilitation, presentation, coaching, and mentoring skills.

• Ability to engage diverse audiences and foster collaborative learning cultures.

Global & Cultural Agility

• Ability to operate effectively across cultures and markets while balancing regional needs with global standards.

• Strong collaboration mindset and experience working across multiple countries and stakeholder groups.
