The Program Manager will serve as the single point of accountability for all contractor performance under the for a large-scale federal communications contract. The Program Manager will be responsible for overseeing a team delivering event support, toolkit development, research and analysis, and Resilience Challenge support to state, local, tribal, and territorial (SLTT) stakeholders. The Program Manager directs day-to-day execution of the contract and serves as the primary liaison to the Contracting Officer’s Representative (COR).
The Program Manager role requires a self-starter, proactive problem solver and action-oriented team player with previous experience in management consulting and business development pursuits. This position needs an individual that is committed to providing superior service, poised under pressure and has a positive and flexible attitude.
This is a contingent hire position. Offers will be contingent upon client approval, ability to meet security requirements, and the ability to adhere to any on-site requirements (which may change at contract award).
Remote work is anticipated. However, candidates must be within commuting distance to Washington, DC metro area for client engagements.
Primary Responsibilities
- Serve as Artemis’s Key Personnel and single point of accountability to the COR for all contractor work performed under the CISA SLTT Communications Support contract.
- Direct and supervise a team of at least three full-time staff delivering event support, toolkit development, research and analysis, and Resilience Challenge support to CISA and SLTT stakeholders.
- Plan and oversee execution of up to two live events per contract year (e.g., conferences, summits, roundtables, CISA Day on the Hill) and up to four livestreamed events (e.g., webinars, fireside chats), including agendas, speaker coordination, invitations, RSVP tracking, logistics, and staffing.
- Oversee development of a cybersecurity and physical security toolkit for SLTT stakeholders, including fact sheets, statistics, short videos, and customizable templates.
- Direct research and analysis efforts on SLTT-level cybersecurity volunteer program best practices and SLTT awareness of CISA resources and the effectiveness of public communications.
- Oversee Artemis’s support of the CISA Resilience Challenge, including engagement planning, identification of SLTT success stories, the associated social media campaign, and the public capstone event.
- Prepare and submit monthly progress reports and a Project Plan to the Contracting Officer and COR, and represent Artemis at any contractor and Government required meetings.
- Ensure continuity of contractor staffing and notify the COR of any anticipated coverage gaps or key personnel changes.
- Ensure all contractor personnel understand and comply with DHS rules, regulations, and policies concerning safety, security, and records management.
- Maintain overall quality, schedule, and budget accountability for all contract deliverables.
Minimum Qualifications
- 8+ years of relevant experience in program/project management, communications, marketing, or a related field, including experience on federal government contracts.
- Bachelor’s degree in a related field (Master’s degree or MBA preferred).
- Currently holds, or is able to obtain, a DHS Fitness Determination/DHS Suitability.
- Demonstrated experience serving as Key Personnel or in a similarly accountable Program/Project Manager role on a federal contract, including direct supervision of staff.
- Experience managing communications, marketing, or outreach programs for a federal health, homeland security, or public sector client.
- Ability to read, write, speak, and understand English.
- Ability to obtain and maintain DHS Suitability/a Public Trust clearance.
- Legal authorization to work in the U.S.
