Franklin PUD is looking for a hands-on leader to join our team as Transmission and Distribution Superintendent – Line Crews. This position oversees the safety, productivity, and performance of electrical line crews responsible for building, maintaining, and repairing the infrastructure that keeps power flowing to our community.


The Superintendent will lead a skilled team of lineworkers, and ensure the electrical system operates safely, reliably, and efficiently. The ideal candidate brings initiative, accountability, high standards, strong utility field experience, and a deep commitment to safety.


Target Hiring Range: $139,462 - $174,327 Annually (DOQ)
Applicants must submit a resume and cover letter as part of their application.Responsible for taking a leadership role in the installation, alteration, addition, and/or repair of the District’s distribution and transmission system. This position assists with determining system needs, planning modifications or additions to electric facilities, and coordinates the installation, operation and maintenance of District electric systems in a manner that meets established standards and ensures safe work practices are followed.

Ensure District policies are consistently observed and for directing the development and implementation of appropriate departmental policies and procedures. Approve time records, provide appropriate coaching, employee development, feedback and performance appraisals. Formally address performance or behavior concerns of employees in accordance with federal, state and local regulatory requirements.  

Develop and maintain line crew schedules.  Assign work to line crews, check work sites, give notification to warehouse personnel, make contact for digging clearance, and coordinate with Engineering. Inspect jobs at completion.

Respond to system problems by assessing emergency need, coordinate dispatch, warehouse and crews. Work to solve problems of high or low voltage, power disturbance and radio/television transmission. Contacts emergency response help when needed and stays aware of crew locations. Is available for emergency response at all times, unless specifically approved for personal time off. Drives a District vehicle, with appropriate communication equipment, to and from work each day, in readiness to respond to emergencies as needed. May be called upon to perform the work of a Journeyman Lineman during outages, if qualified. 

Stay current on safety regulations.  Work with Operations management or other District staff to provide required safety training and programs for line workers and apprentices. Analyze near misses and determine if procedural changes are necessary. Ensures participation in federal Department of Transportation random testing program for drivers required to hold commercial driver’s license.

Write service and work orders for system maintenance and emergency work.  Verify accuracy of reporting and orders, produce correspondence as required

Advise customers of work schedule, respond to customer concerns during scheduled and unscheduled outages and work to maintain positive customer relations.

Ensure all hazardous materials related to accidents, incidents and injuries are promptly and thoroughly investigated, documented and analyzed.  Promptly implement action to prevent the same or similar mishap. Oversee storage and disposal of hazardous materials, including arranging for vendor pick-up of hazardous material and supervising transfer. Promotes employee hazardous materials safety awareness and provides hazardous materials related signage and literature. Maintains a District Material Safety Data Sheet book.

Strategic Alignment: Partners with the General Manager and Management Leadership Team to execute the strategic direction, long-term goals, initiatives, priorities and operating plan. 

Leadership:  Accountable for creating a department environment and culture that focuses on fulfilling the District’s mission, vision and values.  Work to attract, develop and retain talented, diverse individuals. Provide supportive mentoring, cross-training and development programs for department staff.  

Management:  Motivate, evaluate, and mentor department staff.  Provide training and professional development opportunities. Implement performance improvement plans and/or termination procedures as needed. Continually cultivate the positive culture of the District with department staff. Monitor and assess staff workload. Maintain a strong, safety centric department culture.

Conduct: Model and drive a culture of accountability and discipline to attain and sustain department performance.  Set the standard of professional behavior, cooperation, community service and quality and acceptable quantity of work. Understand and follow District policy and procedures, sets example of expectations regarding appropriate standards of performance.   

Annual Budget: Direct the development and administration of the department’s system annual budget to ensure maximum utilization of resources and optimum financial positioning for the District. Prudently manage department resources, ensure budget is followed, and address variances in a timely manner.   

Board of Commissioners:  May attend regular or special meetings of the Board of Commissioners as assigned.  

Representation and Meeting Attendance: Represents the District at meetings, conferences and other events, sponsored by members of the public power community, local service organizations and other entities, as deemed appropriate.  

Performs other duties as assigned which may include working extended hours as needed to ensure meeting deadlines.

Is responsible for knowledge of the District’s Mission, Vision, Values and Guiding Principles and for demonstrating them during the normal course of business through example and action and for applying them whenever situations arise that cannot readily be resolved by application of department procedure or District policy.  The District’s Values include: Customer Focus, Respect, Integrity, Personal Responsibility, Teamwork, and Forward Focus.  

Education and experience: A bachelor’s degree in electrical engineering or Journeyman status in Line Work or other related electric utility field required.  Seven years progressively responsible working experience in Electric Operations or a combination of Operations and Engineering experience, including three years in a supervisory role.   An equivalent combination of education and experience that would provide the necessary knowledge, skills and abilities to successfully perform the essential functions of the job may be substituted.  

Knowledge, skills and abilities: Knowledge of line work and its related rules and codes, safety requirements, contracts, licensing procedures and job related equipment.  Capable of interpreting and working within collective bargaining agreements and articles of apprenticeship. Strong management and leadership skills including the ability to successfully work in a team environment, mentor staff, plan and organize.  Ability to effectively listen and communicate orally and in writing. Proven ability to effectively supervise, evaluate and oversee the development of employees.  Ability to develop and work within an annual budget.

Character of supervision given: Responsible for the work performance of all department members. Supervisory activities consist of one-to-one, group and department meetings, informal discussions, performance evaluations, recommendations on employee training and development, and discipline. Leads discussions, answers questions, and offers advice or insight into daily concerns.  

Responsibility for confidential matters: May have access to sensitive information including employee personnel documents, random testing results and/or medical information.  Maintains strict standards of confidentiality.  

Responsibility for accuracy and effect of errors:  Maintains high standards of accuracy. Technical or judgment errors may have far-reaching impact on the District, including breach of confidentiality or compliance, public relations consequences, financial impacts equipment damage or employee injury or loss of life. 

Responsibility for getting along with others: Interacts appropriately and positively with the General Manager, Commissioners, department heads, supervisors, staff members, customers, vendors, members of the business community and representatives from other entities.  Responsible for positive interaction of employees with other District employees.

Pressure of work: Pressure may occur in meeting deadlines, prioritizing, coordinating activities, and supervisory requirements. Interactions between departments and decision ramifications may also present pressures. 

Travel/Unusual working conditions: Occasional travel is required, by either air or automobile, to attend meetings, conferences, and community events.

A valid Washington State Driver’s License with Class A CDL designation is required.


•Works indoors and sits for extended periods.  
•Works outdoors in all weather conditions and crosses all terrain on foot.   Drives frequently in all driving conditions.
•May require standing, walking and the ability to intermittently kneel down, stoop, bend or twist at the waist and reach     for objects.
•Possess finger dexterity to operate office machines including personal computers with keyboards, calculator, copier   and telephone.
•Possess visual abilities necessary to discern images on a computer screen and operate a motor vehicle.
•Possess verbal and auditory abilities to communicate effectively in person and on the telephone.
•Pushes, pulls, lifts and carries up to 40 pounds and may lift heavier if called upon to perform emergency work.
