Torch Technologies is seeking a motivated Senior Financial Analyst to support and work directly on-site with the Government customer. The successful candidate will provide expert-level budget formulation, planning, execution, and financial management support for a Department of the Army organization. Acts as a principal advisor to senior leadership on resource management, Program Objective Memorandum (POM) development, budget execution, funding analysis, and fiscal planning. Leads financial planning efforts, develops strategic funding recommendations, and coordinates with government leadership to ensure effective stewardship of appropriate resources in support of organizational priorities.
As a Senior Financial Analyst, your duties will include the following but not limited to:
Lead the development, coordination, review, validation, and prioritization of Program Objective Memorandum (POM) requirements across multiple appropriations and fiscal years.
Analyze Research, Development, Test and Evaluation (RDT&E) and Operations and Maintenance, Army (OMA) funding requirements to identify resource gaps, funding sufficiency, and program impacts.
Prepare executive-level budget analyses, decision papers, and briefings for senior organizational leadership, headquarters staff, and other stakeholders.
Conduct comprehensive funding risk assessments and develop recommendations that evaluate operational impacts associated with resource shortfalls.
Develop and implement annual budget planning processes, including validation of organizational funding requirements, prioritization of resources, allocation strategies, and monthly spend plan development.
Monitor budget execution throughout the fiscal year and provide recommendations to optimize funding utilization while maintaining compliance with applicable financial regulations and policies.
Serve as the organization's financial subject matter expert and trusted advisor for budget formulation, execution, financial planning, and resource management.
Provide technical guidance and mentorship to financial analysts and other staff members, fostering professional development and improving organizational financial management capabilities.
Coordinate with government leadership, program managers, and functional organizations to identify funding requirements, resolve financial issues, and ensure mission objectives are supported.
Lead or support strategic resource planning initiatives, portfolio assessments, and organizational financial reviews.
Develop and maintain effective relationships with government customers and stakeholders while providing timely, accurate, and actionable financial recommendations.
Prepare and deliver professional briefings to senior executives, leadership teams, and decision-makers on budget status, funding requirements, financial risks, and recommended courses of action.
Improve financial management processes by identifying efficiencies, implementing best practices, and enhancing budget planning methodologies
DoD SkillBridge Eligibility:
Currently an active-duty service member
Is within 2-4 months of separation or retirement.
Will receive an honorable discharge.
Has taken any service TAPS/TGPS
Has attended or participated in an ethics brief within the last 12 months.
Received Unit Commander (first O-4/Field Grade commander in chain of command) written authorization and approval to participate in DoW SkillBridge Program prior to the start of the internship; some bases may require an MOU, an MOU should be completed between the base and Torch as required.
Meets DoW SkillBridge Qualifications as per DODI 1322.29.
Job Requirements
U.S. Citizenship
Bachelor’s degree in Finance, Accounting, Business, or related field.
5+ years of experience in financial management, budget planning, or related field.
Active secret clearance is required.
Substitution of additional years of directly applicable experience for degree may be considered.
Comprehensive knowledge of Department of Defense budgeting, Planning, Programming, Budgeting, and Execution (PPBE) processes.
Extensive experience with Program Objective Memorandum (POM) development and resource planning.
Must possess Advanced knowledge of DoD appropriated funds management.
Strong understanding of Research, Development, Test and Evaluation (RDT&E), Operations and Maintenance (OMA), and other appropriated funding categories.
Proficiency in financial systems, particularly cPROBE, and GFEBS is required.
Demonstrated ability to manage multiple priorities while consistently meeting deadlines.
Strong oral and written communication skills, with the ability to articulate complex issues and maintain positive working relationships.
Strong analytical, communication, and organizational skills.
Ability to work independently and with government customers.
Experience in briefing senior-level leadership is preferred.
Preferred Requirements:
Experience supporting Department of Defense or Army financial management organizations.
Experience leading budget formulation, execution, and resource planning activities.
Experience coordinating executive-level financial reviews and portfolio assessments.
Demonstrated success serving as a senior financial advisor to organizational leadership.
Experience mentoring financial analysts and leading high-performing teams.
Familiarity with the Army Vantage system.
Proficiency with reporting and modeling data using Microsoft Power BI.
