General Manager, Works and Contracts (Project Manager-In-Charge)

Background

We are seeking a dynamic and experienced Project Manager-In-Charge to oversee a Design

and Build (D&B) Contract for Joint-user Complex (“JUC”) and Public Open Space (“POS”),

ensuring the successful project management for planning, design, construction, completion,

maintenance, and supply of contract works. This role requires strong leadership,

architectural expertise, and the ability to coordinate with multiple stakeholders to deliver

projects on time, within budget and to the highest and exceptional standards.

Job Description

The D&B JUC works contract will be delivered in NEC form of contract. The Project

Manager-In-Charge will perform the duties assigned by the Project Manager (PM) under

the NEC. He will lead the Technical Service Consultant (TSC) team to perform the contract

management duties of the works contracts including managing site operations, ensuring

statutory compliance, driving project progress through effective coordination and decision-

making.

Key Responsibilities

• Carry out the Project Manager’s duties under the NEC form of contract.

• Lead and manage the TSC teams, including the architectural consultant and other

consultants engaged by the Authority.

• Carry out duties for planning, design, construction, completion, maintenance, and

supply of contract works.

• Prepare, endorse, and submit monthly progress reports to the government

department.

• Take lead to resolve on-site architectural difficulties arising from unforeseen

circumstances, ensuring minimal disruption and timely progress.

• Conduct risk assessments and implement strategic plans to mitigate project

challenges.

• Chair regular and ad-hoc meetings and inspections with the PM, government

departments, end-user departments, D&B Contractor, and relevant parties.

• Review and monitor the Approval in Principle (AIP) and Detailed Design Approval

(DDA) checklists and submission schedules, ensuring timely and adequate

submissions from the D&B Contractor and Independent Checker.

• Advise the PM on consents for AIP and DDA submission packages.

• Communicate effectively with the PM and site supervisory staff on architectural and

associated works.

• Deal with consequential changes to architectural design, coordinating with the D&B

Contractor to produce sketch plans and working drawings.

• Lead the Building Statutory Compliance Committee to ensure compliance with

regulatory requirements.

• Lead members within the TSC team including site supervisory staff to ensure the

proper inspection of site work in terms of workmanship and compliance with contact

requirements.

Skill Requirements

Qualifications / Experiences

• Degree in Architecture, Project Management or equivalent;

• Minimum 20 years’ relevant post-qualification experience including minimum 8 years

of ArchSD’s D&B job experience in the capacity of Project Director/Senior Managerial

level

• Authorized Person (List of Architect)

• Registered Architect in Hong Kong

• Recognised professional qualification of HKIA

• Proven leadership skills with experience in managing multi-disciplinary teams and

stakeholders.

• Strong knowledge of architectural design, statutory compliance, and construction

processes.

• Excellent communication and interpersonal skills to liaise with clients, contractors,

consultants, other stakeholders and government departments.

• Proficient in project management tools and processes, with experience in preparing

progress reports and managing submissions.

• Ability to resolve complex on-site issues under pressure while maintaining project

timelines.

• Proficient in architectural design software and project management software

• Fluency in written and spoken English and Chinese

PURPOSE OF POSITION

• One of the Section Head of Works and Contracts Division leading project management

teams to manage the implementation of:-

a) the Authority’s self-delivered development projects;

b) the joint venture redevelopment projects;

c) the preservation projects;

d) the revitalization projects;

e) other major construction projects, including demolition works, repair works and

upkeeping of acquired properties; and

f) transitional housing projects nominated by the government

• Assist the Director to develop and set policies, strategies, standards required for project

management, construction administration, monitoring and controls in the Authority’s

self-delivered and joint venture development projects, with a view to pursuing

excellence in project planning and programming, building design, quality and standards,

cost control, construction management, contract administration; with particular

emphasis on environmental, social and sustainable benefits to the district environment.

• Act as the Project Manager-In-Charge to perform the contract management duties of a

designated design and build project.

KEY RESPONSIBILITY

1. Take charge of the project management for the Authority’s self-delivered development

projects to ensure the projects to be carried out and delivered in accordance with

approved standard, budget and programme. Key responsibilities include procurement of

consultancy services and construction works, monitoring design development, project

planning and programming, cost control, contract management and administration for

consultancy and construction contracts, monitoring works progress and completion,

obtaining approval of Deeds of Mutual Covenants, Pre-sale Consents and Certificates

of Compliance.

2. Manage the implementation of joint venture projects to ensure JVP’s compliance with

the terms and conditions of the joint venture agreement including the standard and

quality requirements, and monitor the developer’s compliance with the Land Grant

Conditions to safeguard the Authority’s interest. Act as the URA’s representative to

chair the various Project Coordination Committees with attendance of Joint Venture

Partners for monitoring progress of development projects. Review and recommend for

Director’s approval in respect of various Joint Venture Partner’s submissions.

3. Fulfill the Authority’s obligation under the joint venture agreement and the Land Grant

including procurement of lead solicitors for preparation of Deeds of Mutual Covenant,

obtaining consent for pre-sale, preparation of undertaking, deeds and registrations as

required.

4. Set and formulate standards and controls for project management and construction

management in the development agreement.

5. Implement preservation works for identified historical buildings in accordance with

agreed conservation plans and upgrade them to comply with current building standards

for adaptive reuse.

6. Manage the implementation of revitalization projects to ensure that they are carried out

and delivered in accordance with approved standard, budget and programme. Attend

District Council for solicit local views and requirements. Monitor design development

programme, selection of materials/equipment, procure consultancy services and

construction works, monitor construction progress and control cost expenditure.

7. Manage major construction projects including demolition works, fitting out/alteration

works, and repair/upkeeping works to ensure that they are carried out and delivered in

accordance with approved standard, budget and programme. Monitor design

development, cost estimation, procurements of consultancy and construction works,

recommending management approval for award. Oversee contract management and

administration including certifying and approving works order, payment applications,

variation and contractual claims, and final accounts. Oversee works progress and in

charge of project management for the projects.

8. Manage the implementation of transitional housing projects to ensure that they are

carried in accordance with the government’s approved standard, budget and programme

as well as the implementation procedures and guidelines.

9. Formulate practices, procedures and standards for managing and implementing

effectively and efficiently joint venture redevelopment projects, preservation projects

and revitalization project.

10. Act as the subject officer or contact point for handling the complaints and emergency

situations regarding construction sites to safeguarding the Authority’s image as a

responsive and caring organisation.

11. Deputise for the Director as may be required.

12. Any other relevant duties as assigned by supervisor from time to time to meet the needs

of the Authority.

In addition to the above, the position holder may at any time or from time to time be required

to multitask, including undertaking additional or other responsibilities as assigned by

supervisors whenever necessary in order to meet the business needs of the Authority.
