Position Summary
The Airfield Facilities Manager is responsible for the leadership, operational oversight, and strategic direction of airfield maintenance and infrastructure for the Omaha Airport Authority. The position oversees airfield pavements, lighting and electrical systems, markings, grounds, roads, drainage systems, support facilities, equipment, and other assigned airport infrastructure. Working with departmental supervisors, the Airfield Facilities Manager ensures airfield infrastructure is safely, efficiently, and reliably maintained in support of airport operations and applicable FAA and TSA requirements. The position provides leadership for maintenance activities supporting compliance with 14 CFR Part 139, the Airport Certification Manual (ACM) and Airport Security Plan, and has primary responsibility for the planning, readiness, and execution of the Facility Department’s snow and ice control operations.

- Lead and direct Airfield Maintenance supervisors and provide overall leadership and direction for airfield maintenance personnel and operations.
- Provide operational oversight of airfield pavements, lighting and electrical systems, markings, grounds, roads, drainage systems, pump stations, support facilities, passenger boarding bridges, equipment, and other assigned airport infrastructure.
- Ensure airfield infrastructure is maintained in accordance with applicable 14 CFR Part 139 requirements, the Airport Certification Manual, Airport Security Plan, OAA standards, and other applicable requirements.
- Coordinate the timely correction of maintenance deficiencies identified through airfield inspections and other means to support continued regulatory compliance and safe airport operations.
- Provide overall leadership and direction for the department’s snow and ice control operations, including planning, staffing, training, equipment and material readiness, and the deployment of personnel and resources during winter weather events to maintain safe and continuous airport operations.
- Establish and administer preventive, predictive, and long-term maintenance and asset management programs to improve infrastructure reliability and minimize operational disruptions.
- Develop departmental supervisors and provides overall direction for employee performance management, training, qualifications, and development.
- Establish maintenance priorities and provides direction for significant projects, operational issues, and risks affecting airfield and airport infrastructure.
- Coordinate Airfield Maintenance activities with Airport Operations, Engineering, Public Safety, Air Traffic Control, tenants, contractors, and other stakeholders to support safe and efficient airport operations.
- Develop and manage the Airfield Maintenance operating and capital equipment budgets and ensure effective use of departmental personnel, equipment, materials, and other resources.
- Partners with Procurement, Engineering, and other departments in developing scopes of work, technical specifications, contract requirements, and procurement of equipment, materials, and services.
- Manage relationships with vendors, contractors, and service providers supporting airfield maintenance and infrastructure.
- Ensure Airfield Maintenance functions are prepared to support the Authority’s Airport Emergency Plan and other emergency and operational continuity requirements.
- Provide leadership and oversight for assigned environmental compliance and environmental management programs.
- Identify and implement improvements to maintenance programs, work processes, infrastructure performance, equipment utilization, and departmental operations.
- Perform other duties as assigned.
Knowledge, Skills and Abilities Required
- Bachelor’s degree in Facilities Management, Airport Management, Engineering, Construction Management, or a related field, or an equivalent combination of education and experience.
- Minimum of ten (10) years of progressively responsible experience in airfield maintenance, airport operations, infrastructure maintenance, public works, or a related field, including significant supervisory or management experience.
- Strong leadership and management skills with the ability to effectively lead supervisors, employees, contractors, and service providers.
- Strong knowledge of airfield maintenance practices and infrastructure, including pavements, lighting, markings, grounds maintenance, and related systems.
- Strong working knowledge of 14 CFR Part 139 requirements applicable to airfield maintenance and the ability to ensure airfield infrastructure is maintained in accordance with the Airport Certification Manual and applicable FAA requirements.
- Knowledge of airport snow and ice control practices and the ability to plan, organize, and lead large-scale snow removal operations involving multiple crews and specialized equipment.
- Ability to establish priorities, manage multiple programs and activities, effectively utilize resources, and anticipate operational and infrastructure risks.
- Ability to exercise sound judgment and make timely decisions during emergencies, adverse weather, equipment failures, and changing airfield conditions.
- Ability to review and interpret technical plans, specifications, construction documents, maintenance standards, and other infrastructure documentation.
- Strong interpersonal and communication skills with the ability to work effectively with employees, tenants, contractors, government agencies, Air Traffic Control, and other airport stakeholders.
- Ability to develop and administer budgets, contracts, procurement activities, maintenance programs, and equipment replacement plans.
- Ability to obtain and maintain required OAA Movement Area and Non-Movement Area driver qualifications.
- Valid Nebraska or Iowa driver’s license; ability to obtain Commercial Driver’s license (CDL).
