Description
Under the general supervision of the Public Works Director, the Utilities Division Director oversees all water and wastewater enterprise services and implement the objectives of the Public Works Department and Council’s long-range goals. Responsible for the overall administration of the Utility Division, which includes the design, development, project management, reporting, and long-range planning of the City water and wastewater. Infrastructure. Oversee overall operations, maintenance and expansion of our comprehensive municipal utility system including water system treatment and distribution, wastewater collection and treatment, underground utilities, transmission and distribution, solid waste collection and disposal systems. Essential Duties and Responsibilities include the following. Other duties may be assigned.
- *Assists in the administration, planning and directing the activities of all enterprise utilities.
- *Manage and supervise assigned operations to achieve goals within available resources.
- *Plans, schedules and implements maintenance, operations and construction activities for the areas of water and wastewater to provide quality service for the City.
- *Oversee and maintain water and wastewater compliance, including certification requirements, and oversee reporting activities to meet all federal and state standards.
- *Initiates the development of short and long-range water and wastewater plans and projects, and manages all studies, reports, masterplans and scope of work studies.
- *Participate in short and long-term planning of capital improvement projects.
- *Participate and facilitate system expansion and improvements to support all relevant economic development projects, initiatives, renovations and new construction.
- *Contributes to the development and administration of the water and wastewater budgets; assists in supervising other divisional and contract administration, operational and capital improvement budgets.
- *Collaborate with the Assistant Public Works Director and Finance Manager on all funding, grant, public bidding and procurement activities.
- *Contributes to the reasonable creation, reviewing or approving all division required documentation, including, requests, proposals, scopes of works, agenda staff reports, grant supporting document, change orders, review of billing and vender proposals, and scheduling of agenda presentations, internal meetings, and accountability for all associated deadlines.
- *Reviews and analyzes methods, equipment used, and performance to find ways of increasing effectiveness, improving results, or affecting economies in operation and maintenance activities.
- *Oversees contracts for services with third party providers and ensures compliance.
- *Inspects projects and trouble areas to determine what work is needed and how it best can be accomplished.
- *Effectively collaborate with other departments within the Public Works Department to accomplish water and wastewater goals.
- *Consults with subordinates on work problems, plans, blueprints, specifications, and other working papers relating to proposed utility operations, construction, installation, and improvement projects.
- *Responds to complaints regarding water/wastewater system failures, leaks or other problems; evaluates situation, determines if liability lies with the City or the property owner; explains findings to property owners and coordinates with the Utilities Superintendent to dispatch appropriate crews.
- *Provide coordination and operational support to Public Works staff during periods when both the Public Works Director and Assistant Public Works Director are unavailable for an extended period, or when directed to assist during an emergency or other all-hands-on-deck situations.
- *Confers with the Public Works Director, City Manager, and elected officials on matters concerning major environmental utility activities, and furnishes advice on environmental and utility problems, and recommendations concerning divisional policies and procedures and other matters referred.
- *Confers with City officials, regulators, funding authorities, contractors, and others in regard to the municipal water and sewer utility.
- *Prepares memoranda, staff reports, press releases and conducts correspondence relevant to activities of the division for transmission to citizens, media, City Council, interest groups, and elected and appointed officials.
- *Maintains good public relations through courteous and prompt attention to all citizen requests for services directed to the Utilities Division.
- *Develops general policies in consultation with appropriate division managers for the expansion, operation, and maintenance of the various programs.
- *Evaluates employees' performance, handles employee grievances, and determines employment actions under the Utilities Division.
Managerial Responsibilities
Supervises, in coordination with the Utilities Superintendent, the water and wastewater staff.

The position requires sound judgment, initiative, and critical-thinking skills, including the ability to consider alternative approaches, solicit and incorporate input from others, develop practical solutions, obtain appropriate approvals, and take timely action when circumstances require.
Knowledge requirements include a thorough understanding of utility operations and practices; the structure, functions, and processes of local government; effective supervisory and personnel-management practices; and the administrative, recordkeeping, communication, and other office-related functions necessary to support a complex municipal organization. The position also requires the ability to adapt to changing circumstances, work collaboratively across organizational functions, and exercise appropriate discretion and independent judgment within established policies and procedures.
Education and/or Experience
Graduation from an accredited college or university with major course work in biology, chemistry, engineering, environmental services, or related field is highly preferred. Extensive experience in directing and managing water and/or wastewater plants, supervising employees, and government experience is desired. Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities is also considered.
Minimum & Preferred Qualifications Required Licenses or Certifications:
- Must possess State of Arizona Driver's license.
- Required: Water AND Wastewater certifications up to a minimum of Grade III in both or Grade IV in one, Grade IV in both preferred.

Knowledge of:
- *Comprehensive knowledge of the materials, methods, and practices necessary to the construction, operation, maintenance and repair of a water and sewer utility system.
- *Principles, practices, methods, materials, and equipment used in the drinking water wells, pumping, stowage, transmission and delivery of potable water.
- *Principles practices, methods, materials, and equipment used in wastewater treatment and collection, solid waste disposal and collection.
- *Principles and practices of management, including budgeting, program development, employee supervision, training, and evaluation.
- *Knowledge of municipal utility operations.
- *Knowledge of ADEQ required certifications for public water and wastewater treatment, and maintenance of plant facilities.
- *Knowledge of OSHA Safety standards.
- *Principles of public relations and their application to public works activities.
- *Methods and practices of keeping records, cost estimates and accounts.
Ability to:
- *Make decisions, recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems.
- *Plan, assign, supervise and coordinate the activities of several divisions of the department.
- *Determine long range needs for expansion and reconstruction and to plan and organize work for the efficient accomplishment of such objectives.

Physical Demands & Work Environment:
Most of work is performed in a normal inside office environment with appropriate heating and cooling and is not subject to significant occupational or environmental hazards other than those normally associated with public contact, dust or odors. Plant and field conditions include varying weather conditions, environmental hazards, street level noises, odors, and dust. Travel in all types of weather extremes to attend training, meetings or conferences, and various work sites; must be mobile and able to visit work sites, complainants, and businesses within the metro area. Some work is outdoors or traveling under varying conditions:
- *The employee is regularly required to communicate verbally and listen effectively. The position frequently requires sitting, standing, walking, bending, reaching, and using hands and fingers to operate office equipment, inspect documents and records, handle materials, and perform other work-related tasks. The employee may be required to move throughout offices, utility facilities, work sites, and other municipal locations in the performance of assigned duties.
- *The employee must occasionally lift, carry, and move materials, equipment, tools, or other items weighing up to 20 pounds. The position may require occasional physical activity associated with inspecting utility infrastructure, visiting field operations, and evaluating work being performed by staff or contractors.
- *Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. These visual abilities are necessary to perform administrative duties, review plans, records, and technical documents, safely navigate work areas, observe utility operations, and inspect equipment and infrastructure.
- *The employee may be required to work in both office and outdoor environments and may be exposed to varying weather conditions, uneven terrain, construction areas, utility facilities, noise, dust, and other conditions commonly associated with municipal utility operations.
