[What the role is]

Reporting to the Deputy Director (Operations), the Senior/Assistant Director (Operations) is responsible for leading and managing a team of operations and enforcement officers in the planning, coordination and execution of HSA's ground enforcement activities. The Assistant Director (Operations) will also be responsible for maintaining operational readiness, managing manpower and resources, strengthening operational capabilities, developing officers' competencies, and fostering effective collaboration with internal stakeholders and external law enforcement partners.

[What you will be working on]

Working closely with Intelligence Branch, the Assistant Director converts actionable intelligence into operational plans, coordinates the deployment of enforcement resources, and ensures that operations are executed safely, effectively and in accordance with applicable legal and operational requirements.


Key responsibilities including, but not limited to, the following:

Operational Planning and Execution

  • Formulate, develop, implement and review enforcement policies and strategies to achieve effective enforcement outcomes;
  • Communicate and effectively implement SOPs with external agencies, where applicable;
  • Assist in developing and reviewing workflow and collaborations with other Groups, Departments, Divisons;
  • Ensure strategic manpower development, contingency arrangements, resources allocation and deployment programmes are effectively implemented in the Branch;
  • Manage resources (including overseeing and managing a team of operation and enforcement officers) effectively and efficiently in order to maximise resources and productivity within budgets;
  • Build rapport and foster good partnership through regular platforms with external stakeholders and law enforcement agencies;
  • Coordinate and support ongoing networking across various forums regionally and internationally to strengthen anti-counterfeiting and enforcement capabilities (INTERPOL, WHO, ASEAN, etc);
  • Lead, plan, coordinate, develop and provide operational directions to officers to:
    - Translate and establish strategic directions and assessments into detailed operational plan, ii) Manage feedback received from members of public or other law enforcement agencies, iii) Conduct appropriate screenings, where necessary, and gather necessary information or intel, iv) Plan and coordinate pre-operation surveiliance and risk assessments to address the feedback, v) Carry out surveilence/operations as a team to arrest/detain suspects found to have contravened any laws under HSA’s purview, vi) Exercise operational command or supervisory respoinsibilities during enforcement activities as assigned
    - Upon arrest/detainment, ensure to record contemporaneous statements from suspects, as well as to control and process scene to ensure evidence chain is preserved
    - Liaise with HSA’s Legal team and/or the AGC on cases that are undergoing prosecution
    - Prepare stats and documentations for internal or external meetings

Intelligence-Led Enforcement

  • Maintain close working-level coordination with the Intelligence Branch
  • Review and assess actionable intelligence for Ops deployment
  • Participate in joint Intelligence-Operations planning and target-development discussions
  • Provide timely operational feedback and ground intelligence to the Intelligence Branch
  • Support post-operational intelligence follow-up to identify targets and network connections

Major and Joint Operations

  • Support the Deputy Director in planning and executing major or sensitive operations
  • Coordinate with HSA departments and external agencies for joint operations
  • Coordinate operational logistics, manpower and specialist support requirements
  • Participate in operational debriefs and recommend follow-up actions.

Post-Operation Management

  • Ensure proper identification, documentation, handling and preservation of evidence obtained during operations
  • Coordinate with investigation branch (GIT & SIT) and Intel Branch to facilitate post-operation follow-up actions
  • Prepare and submit post operations reports and other required documentation are completed promptly and accurately within the stipulated time
  • Track outstanding follow-up actions arising from operations.

Operational Readiness and Capability Developnment

  • Maintain the operational readiness of Ops Team
  • Identify training and competency requirements for officers
  • Develop and review SOP, operational checklists and development protocols
  • Identify improvement for operational effectiveness
  • Mentor and develop operational supervisors and officers

[What we are looking for]

  • Have prior experience in field enforcement or field operations, including operational planning and execution in intelligence-led enforcement, ground command and supervision, and risk and threat assessment. This is a mandatory requirement for this position.
  • Possess strong leadership qualities with the ability to command and motivate a team effectively.
  • Be versatile and decisive in dynamic, uncertain, or stressful situations.
  • Demonstrate a genuine commitment and passion for protecting public health and safety.
  • Be a collaborative team player who is equally capable of working independently.
  • Be physically fit and active, with the ability to meet the demands of field operations.
  • Possess good interpersonal and communication skills, as well as sound field enforcement instincts.
  • Be able to guide and support the team during late-night operations and activations when necessary.
